WHEREAS, the City Charter of the City of Georgetown was amended by vote of the people
in April 1986 such that comprehensive planning was established as a continuous and ongoing
governmental function; and
WHERAS, the City Council did, on February 26, 2008, adopt by Ordinance Number 2008-07,
the 2030 Comprehensive Plan, pursuant to Section 1.08 of the City Charter; and
WHERAS,
the Overall Transportation Plan,
adopted by
City Council on June 22, 2004 by
ordinance 2004-35,
was incorporated by reference as an element
of the 2030 Comprehensive Plan; and
WHEREAS, the adopted 2 03 0 Comprehensive Plan does allow for amendments to the adopted
elements of the 2030 Comprehensive Plan; and
WHEREAS, an application has been made to amend the Overall Transportation Plan to modify
the 2030 Comprehensive Plan: Overall Transportation Plan related to the removal of a future Major
Collector (Snead Drive) between Cooperative Way and South Austin Avenue; and
WHEREAS, the Planning and Zoning Commission did, on June 19, 2008, conduct a public
hearing regarding the proposed amendment to the 2030 Comprehensive Plan — Overall
Transportation Plan; and
WHEREAS, notice of such hearing was published in a newspaper of general circulation in
the City, which stated the time and place of hearing which time was not earlier than fifteen (15)
days for the first day of such publication; and
WHEREAS, the Planning and Zoning Commission did, on June 19, 2008, by a vote of 5-0,
recommend that the City Council approve amending the Overall Transportation Plan related to the
removal of a future Major Collector (Snead Drive) between Cooperative Way and South Austin
Avenue.

SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby
found and declared to be true and correct, and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance
implements the following Vision Statements, Goals and Policies of the 2030 Comprehensive Plan:
A. Georgetown has implemented improvements to the local road and traffic
control system, including new thoroughfare Iinkages to enhance
connectivity, improved and coordinated traffic signalization, and standards
for access management to enhance traffic flow and safety.
D. Georgetown has assisted in carefully locating employment and commercial
centers, schools, and other high -traffic generators.
and Goals of the Overall Transportation Plan:
Goal 3. The transportation system should consider planned development patterns,
accessibility and mobility needs:
Objective 3.3: Minimize disruption of existing and planned developments and
established community patterns.
Goal 4. Meet the area's long range transportation needs:
Objective 4.1: Establish the procedures for monitoring the Overall Transportation
Plan and provide for periodic updating and revision. It should provide sufficient
flexibility to accommodate changes in land use planning for the City of
Georgetown and other unforeseen changes and conditions.
SECTION 2. The Overall Transportation Plan, contained in the 2030 Comprehensive Plan, is
hereby amended to remove a future Major Collector (Snead Drive) between Cooperative Way and
South Austin Avenue.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION
4.
If any provision of this ordinance or
application
thereof to any person or
circumstance, shall
be held invalid, such invalidity shall
not affect
the other provisions, or
application thereof,
of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance
are hereby
declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of the Charter of
the City of Georgetown.
