AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, AMENDING SECTIONS
13.04.065 AND 13.04.070 TO THE CODE OF ORDINANCES
RELATING TO STREETLIGHT FEES; REPEALING
13.04.071 AND OTHER CONFLICTING ORDINANCES AND
RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE;
AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City of Georgetown ("City") currently owns, operates, and maintains
streetlights within the corporate boundaries of the City; and
WHEREAS, to provide street lighting, the City must pay the cost of energy, capital costs,
and maintenance costs ("Streetlight Costs"); and
WHEREAS, currently, the City pays for Streetlight Costs through rates charged only to
the subset of City residents who receive service from the City's electric utility; and
WHEREAS, all City residents benefit from the use of streetlights, which provide a safety
benefit to the community; and
WHEREAS, the City desires to amend the current rate structure in Section 13.04.065 and
add a fee structure in Section 13.04.070 that will more equitably allocate the Streetlight Costs to
all City residents rather than a limited subset; and
WHEREAS, the City has performed a cost -of -service analysis to determine the amount of
funds required to maintain and provide energy for streetlights and has created an associated fee
structure in Section 13.04.070 that will be charged to all City residents; and
WHEREAS, the City Council finds it to be in the best interest of the public to amend the
applicability of street lighting service and impose a streetlight fee on all City residents to fund the
Streetlight Costs, as set out herein.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
Section 1. The meeting at which this ordinance was approved was conducted in compliance
with the Texas Open Meetings Act, Texas Government Code, Chapter 551.

Section 2. The facts and recitations contained in the preamble of this ordinance are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
Section 3. Sections 13.04.065 of the Code of Ordinances is hereby amended, as shown in
Exhibit A.
Section 4. Section 13.04.070 of the Code of Ordinances is hereby amended, as shown in
Exhibit A.
Section 5. Section 13.04.071 of the Code of Ordinances is hereby repealed.
Section 6. All ordinances or resolutions that conflict with the provisions of this ordinance
are hereby repealed, and all other ordinances or resolutions of the City not in conflict with the
provisions of this ordinance shall remain in full force and effect.
Section 7. If any provision of this ordinance, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance, which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
Section 8. The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This Ordinance shall become effective and be in full force and effect on October 1, 2024
in accordance with the provisions of the City Charter of the City of Georgetown.

EXHIBIT A
Sec. 13.04.065. Retail outdoor lighting service.
A. Applicability. This rate applies to all unmetered retail outdoor lighting services installed on the customer
premises, including municipal premises.
Installation and Maintenance. The customer must request in writing, and the City must approve in writing,
any installation of retail outdoor lighting to be installed on the customer's premises. Further, the customer
must pay for all costs associated with installation, including but not limited to all materials, labor, and
installation costs. For new installations, a customer must agree to a term of service of not less than one year.
The City reserves the right in its sole discretion to refuse or discontinue service at locations where excessive
maintenance or lamp replacements occur. The City will maintain all lighting facilities incidental to providing
this service.
C. Billing. Customer shall be billed monthly for retail outdoor lighting service as set forth in the monthly rates in
Subsection D. Service rendered under this rate is subject to the City's rules and regulations.
D. Monthly Rate. High Pressure Sodium (HPL) Lighting:
a. 100 Watt HPL or equivalent—$8.50 per month, per light
b. 200 Watt HP or equivalent L—$14.50 per month, per light
c. 250 Watt HPL or equivalent—$16.70 per month, per light
d. 400 Watt HPL or equivalent—$23.50 per month, per light
E. Power Cost Adjustment. The PCA charge under the above rate schedule shall be increased or decreased to
reflect the application of a power cost adjustment per kWh of energy used or estimated, calculated in
accordance with Section 13.04.075.
Transmission Delivery CostAdjustment. The TDCA charge under the above rate schedule shall be increased or
decreased to reflect the application of a transmission delivery cost adjustment per kWh of energy used or
estimated, calculated in accordance with Section 13.04.080.
G. Sales Taxes. Sales taxes, where applicable, will be charged to the customer in addition to the above rates.

Sec. 13.04.070. Municipal street lighting service fee.
A. Applicability. This fee applies to all residents within the corporate boundaries of the City.
B. Purpose. This fee shall pay for City -owned and operated street lighting on all dedicated public streets,
highways, expressways, and thoroughfares within the City limits, from dusk to dawn, or as determined by
the City in its sole discretion.
C. Monthly Fee. Streetlight fee per account within City limits: $2.40
D. Service. The City will maintain all municipal street lighting facilities within the corporate boundaries of the
City. Service rendered under this Section is subject to the City's rules and regulations.
