AN RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADOPTING ADDENDUM NO. 1 TO THE
CITY OF GEORGETOWN RIGHT-OF-WAY REGULATIONS
UNDER CHAPTER 12.08 OF THE CODE OF ORDINANCES;
REPEALING CONFLICTING RESOLUTIONS; INCLUDING A
SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City Council has determined that establishing regulations related to
microtrenching within the City Right -of -Way will help encourage continued development of fiber
services within the City; and
WHEREAS, the City adopted Right -of -Way Regulations on October 27, 2020 pursuant to
Chapter 12.08 and provided that the Right -of -Way Regulations may be amended by Resolution of
the City Council; and
WHEREAS, the City Council finds that adopting the Addendum No. 1 "Microtrenching"
will be in the best interest of the public, as set out herein.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS:
Section 1. The meeting at which this resolution was approved was conducted in
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Section 2. The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
Section 3. Addendum No. 1 "Microtrenching" attached hereto as Exhibit A is hereby
adopted.
Section 4. All resolutions that conflict with the provisions of this resolution are hereby
repealed, and all other resolutions of the City not in conflict with the provisions of this resolution
shall remain in full force and effect.
Section 5. If any provision of this resolution, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this resolution, which can be given effect without the invalid provision or
application, and to this end the provisions of this resolution are hereby declared to be severable.

Section 7. The Mayor is hereby authorized to sign this resolution and the City Secretary to
attest. This resolution shall become effective and be in full force and effect immediately in

ADDENDUM NO. 1
M ICROTRENCH I NG

This Addendum No. 1 to the City of Georgetown Right -of -Way Regulations is adopted pursuant
to the City's police power and pursuant to Chapter 12.08 of the Code of Ordinances for the
purpose of establishing standards and procedures to ensure that persons who engage in
microtrenching within City owned Right -of -Way.
These microtrenching regulations apply to any proposed microtrenching work in City Right -of -Way.
To the extent that a conflict exists between the microtrenching specific regulations contained in this
Addendum and the current effective City Right -of -Way Regulations, the regulations in this
Addendum shall supersede. All Right -of -Way Regulations not in conflict shall continue to apply, and
all defined terms in this Addendum shall have the meaning given in the Right -of -Way Regulations.
In addition, these regulations shall not conflict with, and do not supersede, the most current edition
of the Construction Standards and Specifications Manual with regards to microtrenching.
Definitions
"Microtrenching" shall mean a Construction Activity used to install underground broadband internet
networks, involving placing conduits and fiber optic cables in a shallow slot trench.
Microtrenching Standards
The Permit Holder shall microtrench based the standards below and as shown on the attached
Standards and Specifications (Exhibit A).
1. Minimum Offset of Trench in Street from Face of Gutter — Zero (0) inches
2. Maximum Offset of Trench in Street from Face of Gutter — 36 inches
3. Number of Trenches Per Side of Street — Three (3) (each)
4. Maximum Width of Trench — Two and a half (2.5) inches
5. Minimum Depth of Trench in Residential/Collector Streets - Six (6) inches
6. Maximum Depth of Trench in Residential/Collector Streets —14 inches
7. Minimum Depth of Trench in Arterial Streets —10 inches
8. Maximum Depth of Trench in Arterial Streets —16 inches
Asphalt repair
1. First installed microtrench at face of gutter— Flowable backfill topped with asphaltic sealer
2. Second installed microtrench at 18 inches from gutter—flowable fill, topped with two (2) inch
thick asphalt pavement, 18" wide, centered over trench.
3. Third installed microtrench at 36 inches from gutter —flowable fill, topped with two (2) inch thick
asphalt pavement, 18" wide, centered over trench.
4. Street crossings - flowable fill, topped with two (2) inch thick asphalt pavement, 18" wide,
centered over trench.
Microtrenching is not permitted in the following areas unless approved in writing by the City
Concrete streets, driveways, sidewalks, curb and gutter, aprons, or other concrete structures.
Special pavements such as, decorative paving, bricks, concrete pavers, exposed aggregate
Concrete, stamped asphalt, or other unique non- concrete or non --asphalt materials.

MICROTRENCHING
THE FOLLOWING STANDARDS APPLY TO MICROTRENCHING:
1) MICROTRENCHING IS NOT PERMITTED IN THE FOLLOWING AREAS:
1 1 CONCRETE STREETS, DRIVEWAYS, SIDEWALKS, CURB AND GUTTER, APRONS, OR OTHER CONCRETE
STRUCTURES.
1.2 SPECIAL PAVEMENTS SUCH AS, DECORATIVE PAVING, BRICKS, CONCRETE PAVERS, EXPOSED AGGREGATE
CONCRETE, STAMPED ASPHALT, OR OTHER UNIQUE NON- CONCRETE OR NON -ASPHALT MATERIALS.

2.7 BE CONSTRUCTED WITH CONTINUOUS UNIFORM STRAIGHT AND NEAT EDGES
3) LOCATION OF TRENCHES
3.1 MICROTRENCHING IS APPROVED ON RESIDENTIAL, COLLECTOR AND ARTERIAL STREET CLASSIFICATION
3.2 MICROTRENCHING MAY BE UTILIZED ON EACH SIDE OF A STREET.
3.3 MUST BE LOCATED AT THE EDGE OF LIP OF GUTTER OR OFFSET TRENCHES AS SHOWN ON DETAIL (A -A).
MAXIMUM THREE (3) TRENCHES PER SIDE OF STREET
3.4 MICROTRENCHING SHALL BE CONSTRUCTED AND PHASED TO MINIMIZE INTERFERENCE WITH VEHICULAR
TRAFFIC.
3.5 MICROTRENCHING MAY EXTEND THROUGH AN INTERSECTION AND CONTINUE ADJACENT TO THE CURB ON
THE OTHER SIDE OF THE INTERSECTION.
3.6 PRIOR TO MICROTRENCHING OPERATION, THE CITY INSPECTOR AND CONTRACTOR SHALL "WALK" THE
MICRO -TRENCHING PATH AFTER TX811 LOCATE MARKS HAVE BEEN COMPLETED THE PURPOSE OF THE "WALK"
IS TO IDENTIFY ANY AREAS OF POTENTIAL CONFLICT AND/OR INTERFERENCE AND RECORD THE RESULTS OF
THE "WALK". ADDITIONALLY, THE CONTRACTOR SHOULD VERIFY THAT ALL UTILITIES HAVE BEEN LOCATED.
THE CONTRACTOR SHALL CROSS-CHECK THE RECORD DRAWINGS AND PLANS WITH FIELD LOCATE MARKS
TO DETERMINE DISCREPANCIES.
3.7 A SECOND MICRO -TRENCH MAY BE PLACED 1.5 FEET AWAY FROM THE EDGE OF PAVEMENT. A THIRD
MICROTRENCH MAY BE PLACED 3 FEET AWAY FROM THE EDGE OF PAVEMENT
4) PAVEMENT CUTS, VAULTS AND SERVICE CONNECTIONS
41 SAWCUTS SHALL BE STRAIGHT AND CLEAN
4.2 THE VERTICAL FACES OF THE TRENCH MUST BE CLEAN, OIL FREE, WITH NO LOOSE MATERIAL.
4.3 CONTRACTOR SHALL JACK OR PUSH CONDUITS DIRECTLY UNDER THE CURB AND GUTTER AND/OR VALLEY
GUTTER.
4.4 CONNECTION TO SERVICE LATERALS, JUNCTION BOXES, ETC., SHALL BE DONE SUCH THAT CURB AND GUTTER
IS NOT DISTURBED, SETTLED OR DAMAGED.
4.5 THE USE OF HYDRO -JETTING IS NOT PERM ITTED.TRENCHLESS METHODS SHALL NOT CREATE A VOID TWO
TIMES GREATER THAN CONDUIT. VOID SHALL BE COMPACTED AND BACKFILLED WITH APPROVED FLOWABLE
FILL.
5) BACKFILL PROCEDURES
BACKFILL OF ALL TRENCHES AND BORE PITS SHALL BEGIN IMMEDIATELY FOLLOWING INSTALLATION AND
INSPECTION OF THE NEW FACILITY AND SHALL BE IN ACCORDANCE WITH THE FOLLOWING REQUIREMENTS
5.1 TRENCH BACKFILL SHALL BE PLACED IN A TRENCH THAT IS FREE OF STANDING WATER.
5.2 ALL LOOSE CONCRETE OR ROCKS, ROOTS, TRASH AND OTHER DEBRIS SHALL BE REMOVED FROM THE
EXCAVATION PRIOR TO ANY BACKFILL BEING PLACED.
5.3 NO SAND BEDDING SHALL BE USED.
5.4 THE BACKFILL MATERIAL (FLOWABLE FILL) MIXTURE SHALL CONSIST OF 188 POUNDS OF TYPE III PORTLAND
CEMENT, 94 POUNDS OF FLY ASH AND 3,000 POUNDS OF SAND PER CUBIC YARD OF FLOWABLE BACKFILL.
EQUIVALENT FLOWABLE FILL MAY BE SUITABLE WITH APPROVAL OF THE CITY ENGINEER
THE MATERIAL MUST ALSO:
(A) FREE FLOW TO THE BOTTOM OF THE TRENCH;
(B) BE SELF -COMPACTING, SELF -CONSOLIDATING;
(C) BE STABLE UNDER TRAFFIC LOADS;
(D) BE SUITABLE FOR THE ROAD ENVIRONMENT

5.5 BACKFILL SHALL BE PROPERLY CONSOLIDATED TO PREVENT FORMATION OF AIR POCKETS.
5.6 THE BACKFILL MATERIAL MUST BE 100 % CURED BEFORE THE ASPHALTIC SEALANT IS APPLIED
5.7 DETERMINED THROUGH TESTS OR INSPECTIONS THAT THE BACKFILL DOES NOT MEET THE ABOVE
REQUIREMENTS, THE BACKFILL SHALL BE CONSIDERED UNACEPTABLE AND SHALL BE REMOVED AND
REPLACED. THE CONTRACTOR SHALL BEAR THE COST OF CORRECTIONS AND SUBSEQUENT TESTING IF THE
BACKFILL IS DEEMED UNACCEPTABLE AND/OR THE TRENCH IS BACKFILLED WITHOUT THE TRENCH INSPECTED
BY THE CITY INSPECTORS.
6) ASPHALTIC SEALER / OVERBAND
THE ASPHALTIC SEALING MATERIAL, ALSO KNOWN AS OVERBAND, PLACED OVER THE TOP OF THE
MICRO -TRENCH, SHALL BE CRAFCO'S " MASTIC ONE PART NO.33339" OR MAXWELL PRODUCTS "GAP MASTIC B/
MASTIC D" PRODUCTS. IT SHOULD BE APPLIED ACCORDING TO THE MANUFACTURER'S RECOMMENDATIONS OR
THE REQUIREMENTS OF THIS STANDARD, WHICHEVER IS MORE STRINGENT, INCLUDING ADHERENCE TO THE
MANUFACTURER'S SPECIFICATIONS.
6.1 THE SEALANT SHALL BE 1/4" MINIMUM THICK BELOW THE PAVEMENT SURFACE AND OVERLAY THE GROOVE
LEAVING A MAXIMUM OVERBAND APPEARANCE OF 3" WIDTH TOTAL CENTERED ON THE EXCAVATION
CENTERLINE.
6.2 WHERE THE TRENCH IS ADJACENT TO CURB & GUTTER OR OTHER CONCRETE SURFACE, THE SEALANT SHALL
BE 1/4" MINIMUM THICKNESS BELOW THE PAVEMENT SURFACE AND OVERLAY THE GROOVE LEAVING A 3" WIDE
OVERBAND ON THE ASPHALT SURFACE.
6.3 THE HEIGHT OF THE SEALANT ABOVE THE PAVEMENT SURFACE SHALL NOT EXCEED 1/8".
6.4 THE RESTORED SURFACE SHALL BE THOROUGHLY COMPACTED, SMOOTH AND TRUE TO GRADE AND
CROSS-SECTION. THE RESTORATION SHALL BE DEEMED UNACCEPTABLE IF RUTS, HUMPS, DEPRESSION OR
IRREGULARITIES EXIST AND ARE NOT CORRECTED TO THE SATISFACTION OF THE CITY ENGINEER.
CORRECTION OF UNACCEPTABLE WORK SHALL BE ACCOMPLISHED WITHIN FIVE (5) WORKING DAYS AFTER
NOTIFICATION FROM THE ENGINEER OF THE UNACCEPTABLE WORK
6.5 RESTORATION OF ANY DAMAGED TRAFFIC CONTROL DEVICES MUST BE COMPLETED, INCLUDING BUT NOT
LIMITED TO, EMBEDDED LOOP DETECTORS AND PAVEMENT MARKINGS
6.6 DAMAGED LOOP DETECTORS SHALL BE REPLACED THROUGH COORDINATION WITH THE CITY ENGINEER
7) SITE RESTORATION AND POTHOLE REPAIR NOTES
7.1 A "POTHOLE" IS USED INTERCHANGEABLY TO DESCRIBE A SUBSURFACE UTILITY ENGINEERING TEST HOLE OR
A VACUUM -EXCAVATED BOREHOLE OR RECEIVING HOLE.
7.2 A CONTRACTOR PERFORMING CONSTRUCTION IN THE PUBLIC RIGHTS -OF -WAY SHALL RESTORE THE PUBLIC
RIGHTS -OF -WAY TO A CONDITION THAT IS EQUAL TO OR BETTER THAN THE CONDITION PRESCRIBED IN THIS
DETAIL OR OTHER APPLICABLE CITY DESIGN AND CONSTRUCTION STANDARDS.
7.3 CONCRETE DAMAGE, POTHOLE EXCAVATIONS,BORE HOLE EXCAVATIONS, RECEIVING HOLE EXCAVATIONS OR
OTHER DAMAGE IN CONCRETE FACILITIES SHALL BE SAWCUT AND REMOVED TO THE NEAREST JOINT.
SIDEWALK PANELS MUST BE ENTIRELY REMOVED AND REPLACED, IF DAMAGED OR POTHOLED PER
GEORGETOWN UTILITY SYSTEMS CONSTRUCTION STANDARDS AND SPECIFICATIONS.
7.4 LANDSCAPE - SOD SHALL BE USED FOR TURF REPLACEMENT AND SHALL MATCH EXISTING ADJACENT TURF.
RUTS SHALL BE REMOVED, AND THE TOPSOIL SHALL BE PREPARED TO PROVIDE A SMOOTH SURFACE FREE
OF ROCK AND GRAVEL IRRIGATION SYSTEMS SHALL BE REPAIRED TO PRE-EXISTING CONDITION.
7.5 RESTORATION MUST BE MADE IN A TIMELY MANNER. IF RESTORATION IS UNSATISFACTORY OR NOT
PERFORMED IN A TIMELY MANNER, ALL OF THE CONTRACTOR'S WORK ON THE PROJECT WILL BE HALTED, AND
NO ADDITIONAL PERMIT WILL BE ISSUED UNTIL THE RESTORATION IS COMPLETED TO THE SATISFACTION OF
THE CITY. ANY HOLD ON THE CONTRACTOR'S WORK WILL INCLUDE WORK PREVIOUSLY PERMITTED BUT NOT
COMPLETED.
7.6 CONTRACTOR SHALL SCHEDULE A FINAL WALK WITH THE CITY INSPECTOR ONCE CONSTRUCTION IS
COMPLETE. THE CITY INSPECTOR WILL "CLOSE OUT' THE PERMIT ONCE HE/SHE ACCEPTS THE WORK AND THE
CITY RECEIVES A DATA DELIVERABLE FILE IN .SHP OR .GDB FORMATS WITH LINE DATA ATTRIBUTING THE
UTILITY OWNER, INSTALLATION TYPE (AERIAL, BORE, CONDUIT RENTAL, EXISTING, MICRO -TRENCH, NON -CITY
RENTAL, OTHER, TRENCH), STATUS (CONSTRUCTION COMPLETE, OTHER, PROPOSED), THE PERMIT NUMBER
AND THE DATE OF INSTALLATION
7.7 THE MAXIMUM PAVEMENT CUT FOR SINGLE VACUUM POTHOLE SHALL NOT EXCEED 18"X18".
7.8 CLUSTERED POTHOLES, TWO FEET OF SEPARATION OR LESS, MUST BE COMBINED TO FORM ONE UNIFORM
PATCH. CONTRACTOR TO COORDINATE WITH CITY ENGINEER WHEN ASPHALT RESTORATION EXCEEDS 24'X24"
7.9 TEMPORARY PAVEMENT SHALL BE AUTHORIZED FOR TEN BUSINESS DAYS OR AT THE DISCRETION OF THE
CITY ENGINEER OR CITY INSPECTOR.
7.10 IN THE EVENT THAT PERMANENT POTHOLES, TEMPORARY POTHOLES OR COMPLETED MICROTRENCHES
SETTLE 1/4" DIFFERENCE OR GREATER, THE CONTRACTOR SHALL PERMANENTLY REPAIR THE DEFICIENCIES
PER CITY OF GEORGETOWN UTILITY SYSTEMS CONSTRUCTION SPECIFICATIONS AND STANDARDS OR THESE
DETAILS WITHIN TWO DAYS.
7.11 THE CONTRACTOR WILL BE REQUIRED TO REMOVE AND RESTORE EXISTING LANDSCAPE AND LANDSCAPE
IRRIGATION THAT IS DISTURBED BY CONSTRUCTION. SAD LANDSCAPE AND LANDSCAPE IRRIGATION SHALL BE
REPLACED IN -KIND AND REPAIRED TO THE SATISFACTION OF THE PROPERTY OWNER (IF APPLICABLE) AND
THE CITY INSPECTOR. EXISTING CONDITIONS DEFINED HEREIN SHALL INCLUDE, BUT NOT LIMITED TO PLANTS,
PAVESTONES, ROCK, GRAVEL, DRIVEWAYS, CONCRETE BORDERS, RETENTION BERMS, SPRINKLER SYSTEMS
AND OTHER LANDSCAPE MATERIALS.
8) UTILITIES
8.1 THE CONTRACTOR SHALL IDENTIFY ALL UTILITIES, INCLUDING SERVICE CONNECTIONS IN THE FIELD. THE
CONTRACTOR SHALL CONTACT TX811 AT LEAST 48 HOURS PRIOR TO START OF WORK AT 8-1-1 OR TOLL FREE
AT 1-800-422-4133. THE CONTRACTOR SHALL FURTHER SUPPLEMENT THE FINDINGS OF TXB11 TO DETERMINE
THE EXACT LOCATIONS AND DEPTHS OF ALL UTILITIES BY USING A MOBILE GROUND PENETRATING RADAR
SYSTEM. THE CONTRACTOR SHALL POTHOLE ALL CROSSING UTILITIES AND PARALLEL UTILITIES WITHIN
18-INCHES OF THE PROPOSED ALIGNMENT TO A DEPTH OF 6-INCHES BELOW THE BOTTOM OF THE
MICROTRENCH. TO DETERMINE THE EXISTING UTILITY ALIGNMENT AND AND ELEVATION POTHOLES SHALL BE
IMMEDIATELY BACKFILLED AND COMPACTED WITH SPECIFICATIONS OR RESTORED AS DIRECTED BY THE CITY
ENGINEER.
8.2 IF EXISTING UTILITIES ARE DAMAGED, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE INSPECTOR.
UTILITY OWNER TO PERFORM THE REPAIRS PROMPTLY ACCORDING TO THEIR REQUIREMENTS.
9) GRIND AND RESURFACE SECTION
9.1 COMMENCEMENT OF SURFACE PREPARATION SUCH AS GRINOINGICHIPPING FOR ASPHALT CONCRETE PAVING
REPLACEMENT WILL OCCUR NO SOONER THAN 48 HOURS AFTER BACKFILL FILL OF TRENCH. FIELD
CONDITIONS OR MATERIAL USED MAY NECESSITATE A LONGER WAIT AS DETERMINED BY THE INSPECTOR OR
CITY ENGINEER.
9.2 ASPHALT CONCRETE SHALL BE GROUND AND CAPPED AS SOON AS THE BACKFILL HAS CURED, NOT TO
EXCEED 15 CALENDAR DAYS.
9.3 EXISTING ASPHALT CONCRETE AND FLOWABLE BACKFILL SHALL BE GROUND DOWN TO 2" FOR A WIDTH OF 18"
BUT NO LESS THAN 6" FROM BOTH EDGES OF THE MICROTRENCH AND RESURFACED WITH CITY STANDARDS
9.4 TACK COAT ALL EDGES IMMEDIATELY BEFORE THE ADJOINING ASPHALT CONCRETE IS PLACED.
9.5 PAVEMENT SHALL MATCH THE EXISTING ROADWAY ELEVATIONS AND PROVIDE A SMOOTH SURFACE. SUBJECT
TO ACCEPTANCE BY THE INSPECTOR OR THE CITY ENGINEER.
9.6 ASPHALT FOR PAVING MIXTURE AND TACK COAT SHALL MEET THE REQUIREMENTS OF TEXAS DEPARTMENT
OF TRANSPORTATION ITEM 300 OF THE STANDARD SPECIFICATIONS FOR CONSTRUCTION OF HIGHWAYS,
STREETS AND BRIDGES. ASPHALTIC MATERIAL SHALL BE APPROVED BY THE CITY OR THE CITY ENGINEER.
