ZOZ3 -50 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS RELATING TO THE CLASSIFICATIONS AND NUMBER OF POSITIONS FOR ALL CITY OF GEORGETOWN FIRE FIGHTERS AND POLICE OFFICERS PURSUANT TO CHAPTER 143 OF THE TEXAS LOCAL GOVERNMENT CODE PERTAINING TO CIVIL SERVICE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; PROVIDING A SEVERABILITY CLAUSE; FINDING AND DETERMINING THAT THE MEETINGS AT WHICH THE ORDINANCE IS PASSED ARE OPEN TO THE PUBLIC AS REQUIRED BY LAW, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the citizens of the City of Georgetown, Texas have adopted the civil service system for its fire and police departments; and WHEREAS, civil service is governed under Chapter 143 of the Texas Local Government Code; and WHEREAS, Local Government Code, Section 143.021, requires that the governing body of a municipality shall establish classifications and numbers of positions by ordinance; and WHEREAS, the caption of this ordinance was published in compliance with the City Charter of the City of Georgetown. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The classification plans for classified positions in the Fire and Police Departments shall be as follows: PART ONE — FIRE DEPARTMENT The following classifications of firefighters in the Fire Department shall exist effective on and after the dates set forth herein under the provisions of Chapter 143 of the Texas Local Government Code. These classifications and no others shall exist effective on and after the dates set forth herein with the number shown indicating the number of positions in each classification. Ordinance Number: 2023- IT— Page 1 of 3 Description: Strength of Force Date Approved: :59j2j9dm)a" /2120 Lj # of Classification # of Classification Classification October 1, 2023 January 1, 2024 Assistant Chief 3 3 Fire Battalion Chief 7 7 Fire Marshal 1 1 Fire Captain 26 26 Deputy Fire Marshal 4 4 Fire Lieutenant 1 1 Fire & Life Safety Specialist 6 6 Fire Driver 24 24 Paramedic II 8 8 Firefighter and/or Paramedic 78 (*5) 84 (**5) Total 158 164 The classification of the three (3) Assistant Chiefs and the one (1) Fire Marshal are appointed by the head of department pursuant to the current Meet & Confer Agreement between the City of Georgetown and the Georgetown Associations of Professional Fire Fighters. *Effective October 1, 2023, the beginning classifications of Firefighter and Paramedic may be staffed by the department head in any combination totaling 78. The total authorized 158 positions include five (5) over hires, authorizing the Department to hire beyond immediate need while training newer staff. **Effective January 1, 2024, the beginning classifications of Firefighter and Paramedic may be staffed by the department head in any combination totaling 84, the total authorized 164 positions include five (5) over hires, authorizing the Department to hire beyond immediate need while training newer staff. PART TWO — POLICE DEPARTMENT The following classifications of officers in the Police Department shall exist effective on and after the dates set forth herein under the provisions of Chapter 143 of the Texas Local Government Code. These classifications and no others shall exist effective on and after the dates set forth herein with the number shown indicating the number of positions in each classification. Number in Classification Classification Assistant Chief of Police 1 Police Commander 2 Police Lieutenant 9 Police Sergeant 15 Police Officer / Detective 77 (*3) Total 104 Ordinance Number: 2023- u Page 2 of 3 Description: Strength of Force Date Approved: _eptom)oJ,( It, Zv7-5 The one (1) Assistant Police Chief is appointed by the head of the department, and serves at the pleasure of the Department Head, in accordance with Local Government Code, Section 143.014. *The total authorized 104 positions include three (3) over hires, authorizing the Department to hire beyond immediate need while training newer staff. SECTION 2. All positions, other than the position immediately below the Department Head, shall be filled pursuant to the provisions of Local Government Code, Chapter 143, and eligibility lists applicable to the position. SECTION 3. That it is hereby found and determined that the meetings at which this ordinance was passed were open to the public, as required by Section 551, Texas Government Code, and that advance public notice of the time, place, and purpose of said meetings was given. SECTION 4. Should any section, paragraph, sentence, clause, phrase, or word of this ordinance be declared unconstitutional or invalid for any purpose by a court of competent jurisdiction, the remainder of this ordinance shall not be affected thereby and to this end the provisions of this Ordinance are declared to be severable. SECTION 5. This Ordinance shall become effective October 1, 2023. PASSED AND APPROVED on First Reading on the 1- day of 2023 at a regular meetingof the City Council of the City of Georgetown, Texas.
