HomeMy WebLinkAboutRES 071123-5.S - Self Funded InsuranceRESOLUTION NO.071123-5.6 A Resolution of the City Council of the City of Georgetown, Texas, awarding contracts for Group Life and AD&D, Voluntary Life and AD&D, Group Long Term Disability, Group Short Term Disability, Voluntary Group Accident, Critical Illness, Hospital Indemnity, Third Party Dental Plan Administration, Flexible Spending Account (FSA), Health Savings Account (HSA) Services and Employee Assistance Plan and Authorizing the City Manager to negotiate and enter into such contracts, including renewals, on behalf of the City. WHEREAS, the City released Request for Proposals (RFP) 202325 on May 28, 2023 and RFP 202325 on May 31, 2023. Both RFPs allowed four weeks for potential vendors to submit proposals to the City. The solicitation period ended for each RFP on April 24, 2023, and April 26, 2023, respectively; WHEREAS, in response to the City's RFPs, the City received 13 proposals for RFP 202325 and 11 for RFP 202324. WHEREAS, based on the overall offerings, financial impact on the City, and the impact on employees, staff recommends awarding contracts as the best value to the City as follows: Item A: Award a contract to Ochs — Securian Life in the estimated annual amount of $37,632 to provide the City's Group Basic Life and AD&D plan for an initial term of three (3) years; Item B: Award a contract to Ochs — Securian Life to provide the City's Group Voluntary Life AD&D plan for an initial term of three (3) years with an approximate total cost from employees elections of $186,000 through individual payroll deductions; Item C: Award a contract to Ochs — Madison National Life in the estimated annual amount of $117,830 to provide the City's Group Long Term Disability plan for an initial term of three (3) years; Item D: Award a contract to Ochs — Madison National Life to provide the City's Group Voluntary Short Term Disability plan for an initial term of three (3) years with an approximate total cost from employee elections of $40,000 annually through individual payroll deductions; Item D: Award a contract to Aflac to provide the City's Group Voluntary Accident, Critical Illness, and Hospital Indemnity plans for an initial term of three (3) years with an approximate total cost from employees' elections of $22,000 through individual payroll deductions; Item E: Award a contract to Delta Dental in the estimated annual amount of $24,264 to provide Third Party Administrative Services for the City's Group Dental plan for an initial term of three (3) years; Item F: Award a contract to Optum to provide Flexible Spending Account (FSA) and Health Savings Account (HSA) services for an initial term of three (3) years with a total administrative cost of Resolution No. 071123- 5 Page 1 of 2 Self -Funded Insurance Date of Approval: hud 1 l 20'3 approximately $3,000 annually; Item G: Award a contract to Deer Oaks in the estimated annual amount of $22,870 to provide the City's Employee Assistance Plan for an initial term of five (5) years; and WHEREAS, the City Council has determined that it is appropriate to accept the health benefit coverage proposals as described above. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN TEXAS: SECTION ONE. The facts and recitations contained in the preamble of this Resolution are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION TWO. The City Council hereby approves the awards of the contracts as listed above in Items A, B, C, D, E, F, and G and authorizes the City Manager to negotiate and execute the contracts on behalf of the City. SECTION THREE. The City Council hereby authorizes the City Manager to negotiate and sign renewals for Items listed in A, B, C, D, E, F, and G as long as such renewals do not deviate more than 7% of the per employee per month contract price. SECTION FOUR. The Mayor is hereby authorized to sign this resolution and the City Secretary to attest. This Resolution shall take effect immediately upon its passage and approval by the Georgetown City Council. PASSED AND APPROVED on theme day of , 2023.
