HomeMy WebLinkAboutRes 051005-NRESOLUTION NO. RESOLUTION OF THE CITY COUNCIL OF THE CITY GEORGETOWN, TEXAS ESTABLISHING AN ARTS & CULTURE BOARD AND DECLARING ITS PURPOSE AND FUNCTIONS. WHEREAS, Policy Statement 8.0 of the Comprehensive Plan states, "Parks, open space, recreation facilities and services, and social and cultural activities contribute to an enhanced quality of life for the citizens of Georgetown"; and Policy 10.0 states, "Georgetown's citizens and businesses enjoy an attractive community with a unique sense of place and a positive, identifiable image, at a cost which is consistent with other city social and economic priorities."; and WHEREAS, the Downtown Master Plan, adopted October, 2004 establishes a vision that ".At [downtown] should be the cultural center of the city. Museums, galleries and performance venues should thrive here and a central library should continue to be a key activity center. Conferences should bring regional residents to downtown and festivals and outdoor markets should continue to add accent to daily life here."; and WHEREAS, the City of Georgetown enjoys many separate visual, performing and cultural arts organizations, but no coordinating entity; and WHEREAS, the interests of each of the various arts and cultural activities may be better coordinated by a single organization made up of representation from the existing, larger art organizations in the area and interested individuals from the community; and WHEREAS, the organization shall have as its purpose to encourage, stimulate, promote, and foster programs for the cultural enrichment of the City, thereby contributing to the quality of life in Georgetown, and to develop an awareness in the business community, in local government, and in the general public of the value of the arts; and WHEREAS, there is not currently a mechanism to identify, develop and review art in and around public facilities, hence this Board would assist city administration and the City Council by serving in an advisory capacity such that art is incorporated into the City's comprehensive plan; and WHEREAS, this Board will work to create partnerships and joint projects to link the arts to the business, industrial, government, school, college, and health and human services sectors to enhance economic development and to enhance artistic and cultural offerings. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: Arts & Culture Board Page 1 of 2 Resolution No. 057aCi.'- Section 1. The Council hereby creates the Arts and Culture Board for the purpose of assisting the City Council in the promotion of the arts for the City of Georgetown and creating opportunities for art in public places. Section 2. The Council adopts such ordinances, rules and regulations as it may deem necessary for the administration and preservation of fine arts, performing arts, historical, aesthetic and cultural aspects of the community. Section 3. The mission of the Board shall be to provide vision and support for arts and cultural activities in Georgetown. Specific activities would include, but are not limited to: a. Identify the nature and extent of all existing resources in the community. Capitalizing on the current interest in public art by encouraging and facilitating the incorporation of art in public spaces while advocating long-term goals, such as public funding for the arts. b. Generate community awareness and support for a full range of activities in the art and culture fields. c. Assist city administration in determining the desires and needs of the community in regards to the arts. d. Foster collaborative partnerships with other city boards and community groups whose interests lie in the cultural, performing and visual arts. e. Study and make recommendations to city administration and City Council regarding options for seeking grants, corporate support, and City matching funds to support arts and cultural programming. f.
