HomeMy WebLinkAboutOrd 2003-42ORDINANCE NO. o03 AN ORDINANCE OF THE CITY OF GEORGETOWN, TEXAS AMENDING SECTION 2.56.050 OF THE CODE OF ORDINANCES RELATING TO THE DUTIES OF THE AIRPORT ADVISORY BOARD; PROVIDING A CONFLICT CLAUSE AND SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE. WHEREAS, Section 2.56.050 of the Code of Ordinances of the City of Georgetown establishes the duties of the Airport Advisory Board; WHEREAS, the City Council has determined that the public's best interest shall be served amending the Airport Advisory Board's duties; WHEREAS, the caption of this ordinance was printed in the Williamson County Sun on June 18, 2003, in compliance with the City Charter of the City of Georgetown; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the following elements of the Century Plan Policy Plan and that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter the Policy Plan: Policy Statement 15.0 — A high level of cooperation and involvement exists among Georgetown's citizens and governmental organizations. Policy Statement 14.0: All municipal operations are conducted in an efficient business -like manner and sufficient financial resources for both current and future needs are provided. SECTION 2. Section 2.56.050, of the Code of Ordinances of the City of Georgetown is hereby amended to read as follows: The Airport Advisory Board shall advise the City Council on the safe and efficient operation of the municipal airport in meeting the needs of the city, the airport neighbors, and the aviation community. The Board shall make recommendations to the City Council regarding safety, construction, leases, charges, maintenance and operation of the airport. In order to provide this advice, the Board may on request by the Council or at its own initiative make general studies of these matters. It shall consider the interests of citizens and residents of the Georgetown ETJ, airport neighbors, and the aviation community and provide a forum for their involvement. It may annually as part of the city budget process make recommendations to the City Manager on the airport budget and charges. Ordinance No. Page 1 of 2 The Board shall review each month with the airport manager the operation of the airport and compliance with orders and policies adopted by the City Council." SECTION 3. This ordinance shall be and is hereby declared to be cumulative of all other ordinances of the City of Georgetown, and this ordinance shall not operate to repeal or affect any of such other ordinances, except insofar as the provisions thereof might be inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting provisions, if any in such other ordinance or ordinances are hereby superseded. SECTION 4. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This Ordinance shall become effective and be in full force and effect in accordance with the provisions of the Charter of the City of Georgetown.
