C)O AN ORDINANCE ADOPTING A STRUCTURE FOR COMMISSIONS, COMMITTEES, AND BOARDS OF THE CITY OF GEORGETOWN, PROVIDING FOR A MEMBERSHIP FOR CERTAIN BOARDS AND COMMITTEES; PROVIDING FOR A THREE YEAR TERM OF OFFICE FOR CERTAIN COMMITTEES AND BOARDS PROVIDING FOR UNIFORM DATE FOR TERMS OF OFFICE; PROVIDING FOR THE COUNCIL TO ADOPT ANY RULES AND PROCEDURES TO EFFECTUATE THIS TRANSITIONs PROVIDING A REPEALING CLAUSE AND SEVERABILITY CLAUSE AND SETTING AN EFFECTIVE DATE. WHEREAS, the City its present committee means for creating or commissions; Council of the City of Georgetown structure is not designed to be an the operation of its committees, WHEREAS, interest of the City the City Council finds to establish that it routine membership, for many of its committees, boards, would finds that efficient boards or be in the terms, number of and commissions, WHEREAS, the Council has studied this issue and has determined that, unless otherwise precluded by law or charter, the majority of the committees,boards, and commissions should be limited to a number of five; and the terms shall be adjusted to begin in January; and terms shall not exceed three years. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION I. The Council adopts the findings as set forth above as true and correct and are adopted herein verbatim as if fully set forth at length. SECTION II. The terms and membership shall be as shown on attached Exhibit "A". SECTION III. The term of office for all committees, boards, and commissions of the City shall begin on January 1st and end on December 31st of each year. For transitional purposes, all presently existing members shall continue to serve until reappointment for that position takes place. In January 1990, the Council shall make all appointments necessary to fill upcoming vacant terms. Thereafter, annual appointments shall be made, as necessary, in December of that year and each year thereafter. Vacancies that arise during the year shall be filled as soon as reasonably possible by the City Council. SECTION IV. Any person who is appointed to fill a vacated term of office that occurs at a time other than the annual appointments will not have the initial appointed term count towards the maximum amount of terms allowed for that person to serve on the committee, board, or commission. SECTION V. The third Tuesday of each January shall be the date for a standing meeting for the City Council to recognize all outgoing members, introduce new members, hear annual reports, and for the annual ethics review for the boards, committees and commissions. SECTION VI. The Council may hereafter adopt any rule or procedure to effectuate the provisions of this ordinance in order to provide any orderly transition of membership, terms, etc. SECTION VII. All Ordinances, parts of Ordinances, or Resolutions in conflict herewith are expressly repealed to the extent of such conflict. SECTION VIII. If any article, provision, paragraph or part of a paragraph of this Ordinance is held to be invalid or unconstitutional by a court of competent jurisdiction, the same shall not invalidate or impair the validity, force or effect of any other article, paragraph or part of a paragraph of the remainder of this Ordinance. SECTION IX. This Ordinance shall become effective upon Second Reading and Final Passage thereof. READ, PASSED AND APPROVED on First Reading this 12th day of December, 1989.
