AN ORDINANCE OF THE CITY OF GEORGETOWN,
TEXAS AMENDING TITLE 2 OF THE CODE OF
ORDINANCES ENTITLED "ADMINISTRATION" TO
ESTABLISH THE ECONOMIC DEVELOPMENT
COMMISSION, THE PARKS & RECREATION BOARD,
AND THE YOUTH ADVISORY BOARD; PROVIDING A
REPEALING CLAUSE AND SEVERABILITY CLAUSE;
AND SETTING AN EFFECTIVE DATE.
WHEREAS, the City Charter grants the City Council the authority to establish boards and
commissions to assist it in carrying out its duties; and
WHEREAS, the City Council desires to establish the Economic Development Commission,
the Parks and Recreation Board and the Youth Advisory Board to advise and assist the City Council
in the perfonllance of its duties; and
WHEREAS, the City Council finds it to be in the best interest of the public to establish
these boards and commissions; and
WHEREAS, the caption of this ordinance was printed in the Williamson County Sun on
January 17, 2001, in compliance with the City Charter of the City of Georgetown; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following elements of the Century Plan Policy Plan and that the
enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as
required by Section 2.03 of the Administrative Chapter of the Policy Plan:
Parks Plan Element 11.0: All citizens actively participate in community -wide social,
cultural, and recreational activities.
Economic Development Plan Element 1.0: Georgetown's economy is self-sustaining
through diversified growth, a broad tax base with minimal impact from economic
fluctuation, enhanced business opportunity and job creation.

Governmental Affairs Element 6.0: A high level of cooperation and involvement exists
among Georgetown's citizens and governmental organizations.
SECTION 2. Title 2 of the Code of Ordinances of the City of Georgetown is hereby
amended to add the following Chapter:

ECONOMIC DEVELOPMENT COMMISSION
Section 1. Created -Membership,
A. There is hereby created the Economic Development Commission of the City of
Georgetown, hereinafter referred to as the "Commission."
B. The initial Commission will consist of twelve (12) regular members and four (4) ad
hoc non-voting members. This Commission, appointed by the City Council in June of
2000 will serve until March 1, 2002.
C. At the expiration of the initial term of the Commission, the Commission shall consist
of eleven (11) members which shall be composed of at least one regular member
representing each of the following organizations: Georgetown Independent School
District, Southwestern University, Williamson County government and the Chamber of
Commerce. Five members will be appointed from applicants representing the following
organizations or industries: professional, manufacturing industry, financial industry,
Downtown Business District, and the tourism and lodging industry. The remaining two
places shall be filled by citizens -at -large. All members shall reside in the city limits or
extraterritorial jurisdiction of the City of Georgetown.
D. At the expiration of the initial tern, the terms shall be staggered as follows: five
members shall be appointed to one-year terns and six members shall be appointed to
two-year terms. Thereafter, all terms are for two years.
E. Members must not have been employed by the City's former or current industrial
recruitment contractor or served on the Board of the industrial recruitment contractor for
a period of one year prior to service on the Commission.
Section 2. Purpose,
A. The purpose of the Commission shall be

to coordinate with and make
workforce training, tourism
opportunities, business assistance and business recruitment and retention in the
Community.
B. The Board is responsible to and shall act as an advisory body to the Council and shall
perform such duties and exercise such additional powers as may be described by
ordinances of the Council not inconsistent with the provisions of the Charter."
SECTION 3. Title 2 of the Code of Ordinances of the City of Georgetown is hereby
amended to add the following Chapter:

PARKS AND RECREATION BOARD
Section 1. Created—Membership.
A. There is created the Parks and Recreation Board of the City of Georgetown, to
be composed of nine (9) members, with two (2) members to be designated as
representatives of the Georgetown Independent School District. All members shall reside
in the corporate City limits or extraterritorial jurisdiction of the City of Georgetown.
B. The terms of office for Board members shall be two (2) years. Terms will be
staggered so that four Board member's terms expire in evenly numbered years and the
other five terms expire in odd -numbered years.
Section 2. Purpose.
A. The purpose of the Board shall be to recommend acquisition and uses of
parkland and sports/recreational facilities and improvements in programs, activities, and
facilities to meet current and future conmlunity needs for the City of Georgetown, and its
inhabitants.
B. The Board is responsible to and shall act as an advisory body to the Council
and shall perform such duties and exercise such additional powers as may be described
by ordinances of the Council not inconsistent with the provisions of the Charter."
SECTION 4. Title 2 of the Code of Ordinances of the City of Georgetown is hereby
amended to add the following Chapter:

YOUTH ADVISORY BOARD

SECTION 1.—CREATED--MEMBERSHIP
A. There is hereby created the Youth Advisory Board of the City of Georgetown.
B. The Board will consist of up to 24 members, with at least two (2) members
representing each grade level from eighth grade through twelfth grade and a maximum of
four (4) members representing each of these grade levels. The Board will also include at
least one home -schooled or privately schooled member and at least one member from
Richarte High School, provided there are qualified applicants for those positions. All
members must reside within the Georgetown Independent School District. In the absence
of qualified applicants from each of the above categories, the Mayor may recommend
other qualified applicants for the position.
C. The term of office for Board members is two (2) years, except for graduating seniors.
Board members are limited to one two-year term, unless additional terms are approved by
the City Council.
SECTION 2. --PURPOSE
A. The Board in its advisory capacity to the City Council will work within the
Community to promote healthy decisions, leadership skills and community involvement
among the youth in the community.
B. The Board is responsible to and shall act as an advisory body to the Council and shall
perform such duties and exercise such additional powers as may be described by
ordinances of the Council not inconsistent with the provisions of the Charter."
SECTION 5. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect."
SECTION 6. If any provision of dais ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 7. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This Ordinance shall become effective and be in full force and effect ten (10) days on and
after publication in accordance with the provisions of the Charter of the City of Georgetown.
