HomeMy WebLinkAboutMIN 09.13.2022 CC-WMinutes of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, September 13, 2022 The Georgetown City Council will meet on Tuesday, September 13, 2022, at 3:00 PM at 510 W. 9th Street Georgetown, Texas 78626, Council and Courts Building. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 3:03 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3Ron Garland, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in Council Chambers. Policy Development/Review Workshop - Call to order at 3:00 PM A. Presentation and discussion regarding Parking Garage Schematic -- Jennifer Bettiol, CIP Manager Bettiol presented the item and reviewed the site plan, different visual perspectives of the project, the View Corridor, possible floor plans, Courthouse View, process to address the obstructed view, project costs, next steps, and needed feedback. General discussion among Council and staff regarding how to keep the project on an expedient path; all required design associated processes; proposed retail space, how to maximize the number of parking spaces; location of elevator access; pros and cons of the current design; possible enhanced design features; best location for ADA parking; how HARC approvals and the UDC play roles into the process; and design elements liked and disliked by Council. Larry Olsen addressed the Council regarding the visual wall that is being implemented along Austin Avenue. B. Presentation, discussion, and direction regarding the scope of work for the design request for qualifications of the Austin Avenue Pedestrian Bridges -- Mayra Cantu, Strategic Support Manager Cantu presented the item and reviewed the project background, pedestrian bridges, process timeline, proposal response requirements, preferred criteria, scope of work, public engagement, timing, alternate route during construction, pedestrian count, and needed Council feedback. General discussion among Council and staff regarding timing of the project, if the bridge will remain open during construction, design of the project, possible enhancements to the design, current condition of the bridges, and whether the bridge or road should be rehabbed first. Bob Ward addressed the Council regarding making a reasonable accommodation for pedestrians during the bridge rehabilitation projects. Larry Olsen addressed the Council regarding what he would like to see included in the public input portion of the process. Mayor Schroeder called for a break at 4:26 p.m. and resumed the meeting at 4:33 p.m. C. Presentation and discussion regarding an update on commercial space lease and scoping for a facilities study -- Wayne Nero, Assistant City Manager Nero presented the item and reviewed continued staff growth, current space constraints, commercial space lease on Inner Loop, lease space layout, staff relocation of 71 staff members, timeline, Facility Study scoping, possible new facility at FM1460/Industrial, scope of work for possible new facility, future remodels of existing facilities, timeline and next steps, and needed direction from Council. General discussion among Council and staff regarding general Council support for the proposals, what departments could relocate the new facility, City offices possibly placed in the downtown parking garage, possibility for future public/private partnerships, and being considerate of nearby neighbors to the new building. D. Presentation and discussion regarding the quarterly financial report for the quarter ended June 30, 2022 -- Nathan Parras, Assistant Finance Director Parras presented the item and reviewed the Tourism Fund recovery since COVID, background, General Fund revenue budget sources, Sales Tax, Property Tax, franchise fees, Payment in Lieu of Taxes (PILOT), Planning and Development revenue, sanitation revenue, Fire and EMS revenue, Parks and Recreation, General Fund expense budget sources, personnel expenses, operations expenses, Electric Fund revenue budget sources, Electric Fund sales revenue, Electric Fund expense budget, purchased power, Q3 comparisons between FY2021 and FY2022, T&D Services and Electrical Engineering, Water Fund revenue budget sources, Water charges, Wastewater charges, Irrigation charges, Water Fund expense budget, Water revenue, and Water expenses. General discussion among Council and staff regarding Property Tax. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session. E.
