HomeMy WebLinkAboutMIN 08.09.2022 CC-WMinutes of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, August 9, 2022 The Georgetown City Council will meet on Tuesday, August 9, 2022, at 2:00 PM at 510 W. 9th Street Georgetown, Texas 78626, Council and Courts Building. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 2:01 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Shawn Hood, Council Member District 2; Ron Garland, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Ben Stewart, Council Member District 7. Amanda Parr, Council Member District 1; and Mike Triggs, Council Member District 3; were absent. A quorum of Council Members was present in Council Chambers. Policy Development/Review Workshop - Call to order at 2:00 PM A. Presentation and discussion regarding CIP program Management --Nick Woolery, Assistant City Manager Woolery presented the item and reviewed the CIP basics and management strategies; 5-Year CIP overview; current versus proposed strategies; potential services; proposed services, projects, and costs; and funding and implementation. General discussion among council and staff regarding the following: if another SOQ process is needed; how the proposed is a good solution; scalability of solution; how the plan frees up staff time; how many companies will participate; including this type of solution in future transportation bond packages; and General Council support for the proposal. B. Presentation and discussion regarding updated changes to Georgetown Fire Department Operation Service Fee Schedule -- John Sullivan, Fire Chief Sullivan presented the item and reviewed operation fees; medical fees and comparables; training fees including who all is utilizing the training facility; community fees including who is being trained and the staff impact if some fees are eliminated; code compliance; inspection fees including information from Daniel Bilbrey, Deputy Fire Marshal on the proposed inspection fees; and code compliance for commercial and Multi -Family development General discussion among Council and staff regarding the following: fees for professional fireworks shows; penalties for arson; explosives; and installation of sprinkler systems. C. Presentation and discussion regarding the FY2023 City of Georgetown Budget and Tax Rate -- David Morgan, City Manager Morgan presented the item and reviewed the development of the Current FY2023 budget; budget development workshops with Council; budget themes from FY2022 to FY2023; maintaining of service levels; Water utility growth; Police calls for service; priority response times; risk management; recruitment and retention effort with compensation and benefits; budget revenue assumptions for property tax, sales tax, and other revenue; budget components related to expenses; budget assumptions for the General Fund, Joint Services, Electric Utility, and Water Utility; summary of new staffing by fund; City team; compensation changes; FY2023 City-wide budget; FY2023 major expense categories; FY2023 general fund including sales tax and property tax; FY2023 property tax rate, highlights, and other revenues; public safety; capital improvements; budget assumptions and highlights for Electric, Water, Airport, Stormwater, Tourism, Council discretionary, street maintenance, GTEC, GEDCO, Tax increment Reinvestment Zones (TIRZ), Facilities, Fleet, Joint Services, Information Technology, and Self Insurance; and an FY2023 budget summary. Council had no questions or comments on the City Manager's proposed budget. Mayor Schroeder called for a recess at 3:41 p.m. and resumed the meeting at 3:51 p.m. D. Presentation and discussion of proposed changes to the Fiscal and Budgetary Policies for the FY2023 budget development process -- Leigh Wallace, Finance Director Wallace presented the item and reviewed administrative changes; substantive changes; examples of past updates; new updates proposed for FY2023; budgetary control lean process improvement; appropriations for emergencies; parks and recreation cost recovery updates; Water Utility Fund updates; employee recruitment flexibility; streets asset management; Parks asset management; other changes to asset management; general debt service reserve; Electric Rate Stabilization Reserve; economic stability reserve; and next steps General discussion among Council and staff regarding update to timing of informing Council and the public relating to emergencies being included, and how the street assets are determined. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
