Tuesday, July 26, 2022
The Georgetown City Council will meet on Tuesday, July 26, 2022, at 2:00 PM at 510 W. 9th Street
Georgetown, Texas 78626, Council and Courts Building.

Mayor Schroeder called the meeting to order at 2:00 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Mike Triggs,
Council Member District 3; Ron Garland, Council Member District 4; Kevin Pitts, Council
Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Ben Stewart,
Council Member District 7. Shawn Hood, Council Member District 2 was absent. A quorum of
Council Members was present in Council Chambers. Agenda Item A was pulled and not
discussed. The remaining items were taken in the following order - Item B, Item D, and Item C.
Policy Development/Review Workshop - Call to order at 2:00 PM
A. Presentation and discussion regarding Strategic Partnership Agreements (SPAS) and
Limited Purpose Annexations (LPAs) -- Nick Woolery, Assistant City Manager
This item was pulled and not taken up for discussion by the Council.
B. Presentation and discussion regarding the Austin Avenue Corridor Study -- Nick Woolery,
Assistant City Manager
Woolery presented the item and reviewed the project purposed and goals, project
boundaries and sub areas, and corridor background.
General discussion and clarification among Council staff regarding what entities are
responsible for maintaining what portions of the corridor.
Woolery resumed and reviewed the project deliverable, project timeline and stakeholders.
General discussion among Council and staff regarding the following: reaching out to
homeowners inside and outside of homeowner's associations; increase in traffic since 2015
study; historic area of the corridor; parking on Austin Avenue near Courthouse; sightline
issues; protected left turns; and pedestrian access.
C. Presentation and discussion regarding the creation of a Small Business Loan Program -- Kim
McAuliffe, Interim Economic Development Director
This item was taken after Item D/the last item of the Workshop.
Rosa Rios Valdez with Business and Community Lenders (BCL) of Texas was on hand for
the item. McAuliffe presented the item and reviewed the background of the item,
information on BCL of Texas; GEDCO (Georgetown Economic Development Corporation)
and BCL of Texas proposed partnership pilot; loan qualifications; management of pilot loan
program; and messaging of pilot program.
General Discussion among Council, staff, and Rios Valdez regarding the following: desire to
support small businesses; where the need is for a program like this; how interest would be
calculated for the loans; who manages the loan capital; who will handle to reviewing,
implementation, and handling of the loans; how BCL is funded; how BCL was established
in 1999; cost of funds for BCL; general clarification on the operations and practices of BCL;
clarification on livable wage requirements in the loan; and how best to help small businesses.
It was determined that staff would provide more details on the program.
D. Presentation and discussion regarding the parking garage schematic design -- Jennifer
Bettiol, CIP Manager
This item was taken after Item B and before Item C.
Fabio Serrato, P.E. with WGI was on hand for the item. Bettiol presented and reviewed the
site plan.
General discussion regarding the public utility easement in place in the area.
Bettiol resumed and reviewed the following: corner cut example; view corridor; Concept 2A;
Concept 213; Concept 3A; Concept 3B; building heights summary for parking garage;
renderings of possible design; construction costs for different concepts; project costs; next
steps; and needed feedback.
General discussion among Council and staff, including Serrato, City Manager David
Morgan, and Woolery, regarding the following: clarification of the timeline; ways to address
the utility easement; how to maximize the number of spots; commercial space in the garage
being used for City office space; adding restrooms to the garage; issues regarding the view
corridor; option of adding basement level; average cost per parking space; positive look of
design; materials used for construction; and ways to make sure the garage is properly lit.
Tom Davis ceded his time to Larry Olson. Olson addressed the Council regarding his
concerns and praises for the proposed garage so far.
Executive Session
In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas
Codes, Annotated, the items listed below will be discussed in closed session and are subject to
action in the regular session.

Mayor Schroeder adjourned into Executive Session at 3:46 p.m. to start at 4:00 p.m.
