HomeMy WebLinkAboutMIN 07.12.2022 CC-WMinutes of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, July 12, 2022 The Georgetown City Council will meet on Tuesday, July 12, 2022, at 3:00 PM at 510 W. 9th Street Georgetown, Texas 78626, Council and Courts Building. Mayor Schroeder called the meeting to order at 3:02 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Ron Garland, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in Council Chambers. Policy Development/Review Workshop - Call to order at 3:00 PM A. Presentation and discussion regarding the FY2022 assessed value trends, the projected tax impact of five-year capital improvement plan and tax -supported debt -- Nathan Parras, Assistant Finance Director Parras presented and reviewed the following: FY2023 Capital Improvement Program; Property Tax overview; appraisal roll that will be certified July 25, 2022; Truth in Taxation; No -New -Revenue Tax Rate; Voter Approval Tax Rate, the City's unused increment; the two pieces that make up the Tax rate - Operations and Maintenance (O&M) and Debt Service or Interest and Sinking (I&S); Truth in Taxation Rate calculation variable; changes in Assessed Value Growth including variances from FY2022 and the FY 2023 estimate; overview of tax supported debt model; HB1869 which provided new definitions of what is eligible for certificates of obligation and don't require voter approval; assumptions for FY 2023 - FY2027; projections for FY2023 through FY2027 show the capacity to issue approximately $50 million in debt; the debt side of the tax rate is projected to increase by $1.27 cents in FY2023; preliminary, estimated total tax rate of $0.38 cents per $100 of assessed valuation; summary of 5-Year tax supported Capital Improvement Program; and needed Council feedback. General discussion among Council and staff including David Morgan, City Manager; Nick Woolery, Assistant City Manager; Clay Shell, Assistant Fire Chief; and Eric Nuner, Assistant Parks and Recreation Director regarding the following: availability of historic data for City's increased assessed value; City's significant growth pattern over the last two decades; property tax caps; timing of future CIP projects; timing of fee evaluations; how much of parks and recreation fees go to recapture costs; increases to fee parks and recreation fees. B. Presentation and discussion regarding various city-wide fee increases -- Nathan Parras, Assistant Finance Director Parras presented and reviewed the following: Parks and Recreation background, rate study, proposed fee changes equate to $200,000 in new revenue, and proposed changes; Planning and Development background, proposed fee changes for New Residential Single family, proposed changes for New Commercial Multi -family, and proposed changes to PUD or mixed -use zoning; Garbage services background and proposed fee changes for Retail Rates Tier I and Tier 1I; background and proposed changes for Fire and Inspection Services and Library Services; and next steps. General discussion among Council and staff regarding how Fire and Inspection fees were last reviewed in 2015 when they were adopted; and how Library fees have not been updated in 15 years. C. Presentation and discussion regarding the City's Real Estate Services division -- Jim Kachelmeyer, Assistant City Attorney; and Lauren Boenig, Real Estate Services Coordinator Kachelmeyer and Boenig took turns presenting and reviewing the following: overview of the division; transition of division from Engineering to City Attorney's office; example process map; departmental website and guides; overview, key policies, FY2022 changes, and proposed FY2023 initiatives for acquisitions, disposition, and lang management; and needed feedback from Council. General discussion among Council and staff regarding information that can be provided to the development community regarding exceptions; improved changes made so far and supported the recommended improvements; and how much condemnation is done by the City and for what types of projects. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session. D.
