HomeMy WebLinkAboutMIN 06.21.2022 CC-SMinutes of a Special Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, June 21, 2022 The Georgetown City Council will meet on Tuesday, June 21, 2022, at 11:00 AM at Community Room located at 808 Martin Luther King Jr. Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 11:00 a.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Ron Garland, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in the Community Room. The following staff members were in attendance for the Work Session: City Manager David Morgan; Assistant Human Resources Director Laura Maloy; Human Resources Director Tadd Phillips; City Secretary Robyn Densmore; City Attorney Skye Masson; Assistance Finance Director Elaine Wilson; Assistant Finance Director Nathan Parras; Assistant City Manager Wayne Nero; Assistant City Manager Laurie Brewer; Compensation and HRIS Analyst Tracey Bousquet; Performance Management Program Manager Seth Gipson; Senior Human Resources Specialist Celina Morales; Human Resources Manager Merrilee Paige; and Assistant City Manager Nick Woolery. Legislative Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. The City Council will meet to discuss employee retention and recruitment. This is a work session only and no formal Council action will be taken. Presentation and discussion regarding the following topics: the challenges of turnover, tight labor market, number of vacant jobs, rapid growth, burnout, high expectations of residents and staff, and the impacts of two years of COVID; reasons employees have left; items implemented over the last year including telecommuting policy, career progressions, increase staffing levels, salary market study implemented three months earlier, midyear salary adjustment of 3%, moved alary range entry pay by 2.5%, expansion of salary ranges from 35% to 50% which increases the hiring range for recruitment, hired full-time HR Generalist focused on recruitment, and flexible work schedules; organizational development programs of engagement survey, Gallup 1 item play, lean training, supervisory series training, Arbinger training, and Engaged Leaders Program; engagement of staff and directors with focus groups; top themes across focus groups including expanding telecommuting days and flexible work schedules, promoting telecommuting options in job postings and career page, marketing compensation, benefits programs, and culture on career page, career pathing and development, pay and benefits, adding holidays and changing vacation accruals, and possibly adding daycare service to partner with employees; staff identified items to implement of telecommuting updates, interview training for managers, clarifying hiring process and creating a checklist, allowing managers to hire up to 5% above midpoint, similar flexibility on promotions and reclassifications, filling positions quickly, pet insurance, changes to Tuition Reimbursement Policy, more career progressions, and flexible work schedules; benefits proposed for consideration and approval including a student loan forgiveness program, postretirement benefit concierge service, adding basic life insurance of $25,000 or $50,000, and a daycare concierge service; other items proposed for consideration and approval including over hiring of positions and professional and personal development day; and future projects for consideration and approval including parental leave, retiree health savings plan, clinic partnership, daycare partnership, and a possible Professional Development Day.
