Tuesday, June 14, 2022
Prior to calling the meeting to order, an invocation may be performed.
The Georgetown City Council will meet on Tuesday, June 14, 2022, at 6:00 PM at City Council
Chambers located at 510 West 9th Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act

Mayor Pro Tern Pitts called the meeting to order at 6:02 p.m. The following Council Members
were in attendance: Amanda Parr, Council Member District 1; Shawn Hood, Council Member
District 2; Mike Triggs, Council Member District 3; Ron Garland, Council Member District 4;
Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District
6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in
Council Chambers and a roll call was performed. Mayor Josh Schroeder was absent.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any
purpose authorized by the Open Meetings Act, Texas Government Code 551.)

Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form which can
be found on the table at the entrance to the Council Chamber. Clearly print your name and the
letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior
to the start of the meeting. You will be called forward to speak when the Council considers that
item. Only persons who have delivered the speaker form prior to the meeting being called to
order may speak. Speakers will be allowed up to three minutes to speak.
On a subject not posted on the agenda: An individual may address the Council at a regular City
Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to
the Tuesday meeting, with the individual's name and a brief description of the subject to be
addressed. Only those persons who have submitted a timely request will be allowed to speak.

B. Carvey Parker would like to address the Council regarding single-family rentals planned next
to his community.

Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon
with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed
and acted upon individually as part of the Regular Agenda.
C. Consideration and possible action to approve meeting minutes for the Workshop and Regular
Meetings held on May 24, 2022, and Special Meeting held on June 6, 2022 -- Robyn Densmore,

G. Consideration and possible action to enter into a Lease Agreement for four years in the
amount of $316,128.48 with Municipal Asset Management, Golden, CO on behalf of Marathon
Fitness, Sugar Land, Texas for Cardio Equipment at the Recreation Center -- Eric Nuner,

H. Consideration and possible action to approve a Resolution denying Oncor's proposed rate

I. Consideration and possible action to accept the City's Quarterly Financial Report, which
includes the Investment Reports for the City of Georgetown, Georgetown Transportation
Enhancement Corporation (GTEC), and the Georgetown Economic Development

J. Consideration and possible action to approve Task Order No. 2 for Workday Inventory

P. Consideration and possible action to approve an Addendum to the Purchase and Sale

land located at 502 South Main Street, to address reserved parking, landscaping, and access

T. First Reading of an Ordinance of the City Council of the City of Georgetown, Texas
establishing the value of the exemption from ad valorem taxes for a percentage of the
appraised value of residential homesteads; repealing conflicting ordinances and resolutions;
including a severability clause; and setting an effective date -- Erika Young, Senior Budget
Analyst
Young presented the item and noted that it had presented during the Workshop earlier this
afternoon.

U. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment
to rezone 27.14 acres in the John Berry Survey, Abstract 51 from the Agriculture (AG) zoning
district to the General Commercial (C-3) zoning district and 44.870 acres in the John Berry
Survey, Abstract 51 from the Agriculture (AG) zoning district to the Low -Density Multi -
Family (MF-1) zoning district, for the property generally located at 350 State Highway 195
(2022-3-REZ) -- Travis Baird, Assistant Planning Director - Current Planning
This item was pulled and taken up for consideration by the Council.
V. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment
to rezone approximately 486.3 acres out of the Burrell Eaves Survey abstract 216 and Lemuel
Walters Survey Abstract 653 from the Residential Single Family (RS), Low Density Multi-
family 1 (MF-1), and Local Commercial (C1) zoning district to a Planned Unit Development
District (PUD) zoning district, for the property generally located at 4565 Hwy 195 (2021-18-
PUD ) -- Travis Baird, Assistant Planning Director - Current Planning
Baird stated that the applicant had asked that this item be pushed to a future agenda.
Mayor Pro Tern Pitts opened the public hearing at 6:23 p.m.
French asked for clarification on the presentation of this item. Baird stated that it would be
at the next Council meeting on June 28, 2022.
The following people signed up to speak on the item: Clyde Thompson; Janice Jacobson who
gave her time to John Thompson; Kim Bishop who gave her time to Martha Thompson; Darla
Restivo who gave her time to Phil Restivo; Ronald Warley who gave his time to Michael
Spano; Steve Sperry who gave his time to Rose Chunik; Roger Borgelt; Theresa Warley who
gave her time to Christina Spano; and Michael Axelrod signed up but didn't speak on the
item. Thos who signed up to speak on the item voiced their disproval of the proposed project.
Mayor Pro Tem Pitts closed the public hearing at 7:09 p.m.

W. Public Hearing and First Reading of an Ordinance for the voluntary annexation of a 28 acre
tract out of the Lewis J. Dyches Survey Abstract No. 180 and the Frances A. Hudson Survey
No. 295 with an initial zoning to the Public Facility (PF) zoning district for the property
generally located 2,700 feet south of SE Inner Loop with a portion of the tract adjacent to FM
1460 (2022-2-ANX) -- Nat Waggoner, PMP, AICP, Assistant Planning Director - Long Range
Waggoner presented the item and reviewed the Location Map; Aerial Map; Future Land
Use/Overall Transportation Plan Map; Employment Center (EC) zoning designation
explanation; land use ratios for EC; Zoning Map; Public Facilities (PF) zoning designation
explanation; how the application complies or partially complies with the approval criteria for
UDC Section 3.06.030; and explanation of transitions. He added that public notifications sent
and staff has received one comment in opposition and zero comments in favor; and at their
May 17, 2022 meeting the Planning and Zoning Commission (P&Z) voted 4-0 to approve the
application.
