HomeMy WebLinkAboutMIN 05.24.2022 CC-WNotice of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, May 24, 2022 The Georgetown City Council will meet on Tuesday, May 24, 2022, at 2:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 2:01 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Ron Garland, Council Member District 4; Jake French, Council Member District 6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Kevin Pitts, Council Member District 5 and Mayor Pro Tem was absent. Policy Development/Review Workshop - Call to order at 2:00 PM A. Discussion and possible direction to staff regarding and update to the Downtown Master Plan -- Laurie Brewer, Assistant City Manager Brewer presented the item and reviewed needed feedback from Council; Council's feedback from April; draft scope for new Downtown Master Plan; setup of advisory committee; and next steps. General discussion among Council and staff, including City Manager David Morgan, regarding the following: Mayor proposed a smaller committee that what was previously used to allow for a more streamlined effect, which had the support of Council; suggestion of not having the committee be all Council members; Council being agreeable to the scope; being expeditious with the timeline; having good communication; previous update process; and agreeing that external groups need the ability to provide input. B. Presentation and discussion regarding the Library's Strategic Plan -- Sally Miculek, Library Director Miculek presented the item and reviewed how the Strategic Plan was adopted in 2020 right before pandemic; patrons are more comfortable with technology; patrons appreciate convenience initiatives; media availability and usage changes; how the Library building is in demand; what programs remain popular; materials circulation is strong; time for a new plan; process to date; next steps; how the library is a place and a set of services; growing with the community; providing relevant programs and materials for the entire community; and suggestions from Council. General discussion among Council and staff regarding the last time meeting room rental fees were evaluated; role of the Friends of the Library; addition of Little Lemon to the Library; appreciation to staff for good work and acknowledging different groups; budget impacts; and what types of requests the library is unable to fill. C. Discussion and possible direction regarding a proposed Sidewalk Cafes and Sandwich boards Downtown -- Jack Daly, Assistant Public Works Director Daly presented the item and reviewed Council's emphasis on making downtown safe while allowing for mobility and accessibility; Code of Ordinances, UDC, and Design Guideline regulations; interim efforts; sandwich board signs, future considerations; sidewalk cafes, future considerations; other considerations and challenges; and next steps. General discussion among Council and staff related to the following: clarification on arterial locations and what language that needs to be clarified in existing codes; the need to regulate sign location and deal with differing scale of sidewalks that are downtown; difficulty of managing sidewalk cafes versus signs; line of sight rules needing to be enforced; options for licensing/permitting sidewalk cafes; Code Compliance's current role in enforcing signs; ADA concerns; providing possible illustrations with new guidelines; if the Downtown overlay could be considered as a whole for the sign and cafe changes; long term solution to expand downtown sidewalks; how to factor in wayfinding signage; and having the implementation run parallel to the updating of the Downtown Master Plan. Mayor Schroeder called for a break at 3:21 p.m. and resumed the meeting at 3:30 p.m. D. Presentation and discussion regarding the City's Participation in Future Juneteenth and Fiesta San Jose Events -- David Morgan, City Manager Morgan presented the item and provided a brief history of City sponsored events and the Juneteenth and Fiesta San Jose events. Paulette Taylor with the Georgetown Cultural Citizen Memorial Association (GCCMA) addressed the Council and noted the history of the event and the importance of making Juneteenth a community event that is open for all. Elena Hernandez who owns Arthur Murray Dance Studio with her husband Carlos Hernandez, provided the history of the Fiesta Event that used to take place in Georgetown and desire to bring the event back. Morgan reviewed the current list of City sponsored events that include the following: the Cupid's Chase 5K; Downtown (Wine) Swirl; Chase the Chief 5K and Fun Run; Spring Art Stroll; Red Poppy Festival; Troubadour Festival; July 4th Event; Downtown Beer Crawl; Fall Art Stroll; Lighting of the Square; and the Christmas Stroll. General discussion among Council and staff related to the deep roots of each event; general support of making these City sponsored events; how Economic Development would be the lead department for these events; partnership between the City and GCCMA and Fiesta San Jose committee; and additional planning that needs to be done to allow for proper budgeting. E. Presentation and discussion regarding the regional transportation projects -- Nick Woolery, Assistant City Manager Woolery presented the item and reviewed the following: map of roadway projects; Southwest Bypass Extension; RM 2243 Freeway; Leander Road widening; SE Inner Loop widening; Corridor C/Sam Houston extension; Westinghouse Road improvements; Southwestern Blvd widening; CR 245 widening; Ronald Reagan widening; SH 195 and Ronal Reagan exit ramp; RM 2338 and Ronal Reagan overpass; SH-29/DB Wood improvements; DB Wood widening; I-35 and Williams Drive interchange; Williams Drive improvements; Austin Avenue Bridges rehabilitation; Austin Avenue Pedestrian Bridges; I-35 and SH-29 Interchange; I-35 and SW Bypass Interchange; SH-29 (Haven Lane to SH-130) widening; FM971 widening; Wolf Ranch Parkway widening; potential funding sources; and desired Council feedback. General discussion among Council staff regarding the following: support staff needs to get the various project completed; possible improvements to Maple Street; possibility of increased costs; timing of Leander Road widening; timing and availability of federal funding; I-35 corridor improvements; Wolf Lakes project and Wolf Ranch Parkway; how density development will effect different areas of town; how Tax Increment Reinvestment Zone (TIRZ) funds an be used; including bike and pedestrian projects where appropriate; where current growth is happening in the City; general Council support for the projects and pursuit of funding; and possible use of Council one time funds for these projects. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
