Tuesday, May 10, 2022
The Georgetown City Council will meet on Tuesday, May 10, 2022, at 2:00 PM at City Council
Chambers located at 510 West 91h Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act

Mayor Schroeder called the meeting to order at 2:00 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French,
Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of
Council Members was present in Council Chambers and a roll call was performed. Gonzalez was
not present at the start of the meeting, but arrived during Item A.
Policy Development/Review Workshop — Call to order at 2:00 PM
A. Presentation and discussion regarding a proposed festival in San Gabriel Park -- Kimberly
Garrett, Parks and Recreation Director
Garrett presented the item and introduced the staff present from C-3 Events. She then
reviewed the following: map of the area; potential City agreement; San Gabriel Park
Proposed move -in; Friends of the Georgetown Parks agreement; outstanding issues; and
next steps.
General discussion among Council, City staff, and C-3 staff regarding the following:
deterring parking in nearby neighborhoods; possible hours for the festival; enforcing
parking rules; potential revenue; possible to extend to a three-day festival; how timing of the
festival effects the Poppy Festival; current revenues for the Friends of the Georgetown Parks
Foundation; anticipated attendance; use of local vendors; name of festival and possible line
up; ADA accessibility of festival; advertising reach; and potential future relationship with
the City.
B. Presentation and discussion regarding an update to the 2019 City Facility Efficiency Study -
- Wayne Nero, Assistant City Manager
Nero presented the item and reviewed the following: 2019 Facilities Efficiency Study; 2019
spaced needs assumptions for 20 years; 2019 potential options; 2019 Facilities Study actions
taken; near term options for GMC Side A; near term options for GMC Side B; near term
options for West Side Service Center; City Hall Human Resources area; City Hall Southside
area; City Hall Records area; near term options for hoteling budget team; near term options
for City Hall Human Resources; future GMC needs; potential for a new facility; update to
Facilities Efficiency Study; financial impact; Animal Shelter; and next steps to address space
constraints.
General discussion among Council and staff regarding the following: long range planning
for overall facilities needs; possibility of outsourcing warehouse space; possibility of moving
to a regional animal shelter; the potential for leasing office space until buildings are built;
timing of a possible future bond election; appropriate hours of operation for potential new
facility near current GMC; and if local giving would transition to a region animal shelter.
Mayor Schroeder called for a break at 3:14 p.m. and resumed the meeting at 3:23 p.m.
C. Presentation and update regarding Strategic Partnerships for Community Services Grant
Program -- Shirley J. Rinn, Staff Liaison to SPCS Advisory Board; and Paul Secord, SPCS
Advisory Board Chair
Rinn presented the item and reviewed the following: social service funding history; Social
Services for Community Services purpose statement; priority areas; grant funding; in -kind
programs; fee exemptions and donation requests; business improvement process; SPCS
board recommendation to Council to consider a tiered grant application process; comparison
to other cities; and requested feedback.
General discussion among Council and staff regarding the following: frequency of
applications for grants under $10,000; potential of doing no grants; how much the process
has improved over the years; potential of funding Faith in Action as part of the transportation
program; consideration for funding some programs on a temporary basis at the beginning
of their program; allowing grants under $10,000;
D. Presentation and discussion regarding the FY2022 Mid -Year Budget Amendment #2 --
Nathan, Parras, Assistant Finance Director
Parras presented the item and reviewed Development Services demand pressures.
General discussion among Council and staff related the need for an additional position on
the Planning Department; the possibility of over hiring in the Planning Department; the
City's current growth rate; and the current hiring market.
Parras resumed the presentation and reviewed reorganization and reclassification; capital
improvements; miscellaneous changes; and next steps.
Executive Session
In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas
Codes, Annotated, the items listed below will be discussed in closed session and are subject to
action in the regular session.
