The Georgetown City Council will meet on Tuesday, May 10, 2022, at 6:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 6:00 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Public Wishing to Address Council On a subject that is vosted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. C. Consideration and possible action to approve renewal of the proposed operating agreement between the City of Georgetown and Preservation Georgetown for the use of Grace Heritage Center -- Sally Miculek, Library Director E. Consideration and possible action to renew the existing School Resource Officer agreement between the Georgetown Independent School District (GISD) and the City of Georgetown, Texas to include Attachment A (annual cost for the program) of the agreement and signatures of current officials -- Cory Tchida, Interim Police Chief F. Consideration and possible action to ratify and approve the Second Amendment to and Third Renewal of the Agreement between the City of Georgetown and Front Line Mobile Health, LLC for physical screenings for sworn police officers and pre -employment screenings for the Georgetown Police Department, Georgetown Fire Department, and the Human Resources Department for $299,075.00 -- Cory Tchida, Interim Police Chief G. Consideration and possible action to renew a space sharing agreement between the Georgetown Police Department and the Office of the Attorney General, Law Enforcement Division -- Cory Tchida, Interim Police Chief H. Consideration and possible action to approve a new three-year contract with Environmental Systems Research Institute, Inc. Consideration and possible action to approve a Resolution authorizing the abandonment of a Public Utility Easement in the Barney C. Low Survey, Abstract No. 385, for the benefit of GT- WR Development I, LLC and Freehill Miramar Georgetown, LP, and to authorize the Mayor to execute all necessary documents to effectuate the abandonment -- Lauren Boenig, Real Estate Services Coordinator N. Consideration and possible action to approve a Resolution authorizing the acceptance of a donation of 1.34 acre of parkland in the N. Porter Survey, Abstract. No. 697, and located along the N. Consideration and possible action to approve a Resolution conditionally authorizing the acceptance of a 0.564-acre wastewater easement in the Joseph P. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to rezone 0.45 acres in Block 6 of Outlot Division A, from the Office (OF) zoning district to the Residential Single -Family (RS) zoning district, for the property generally located at 1801 Candee Street (2022-2-REZ) -- Travis Baird, Assistant Planning Director - Current Planning Baird presented the item and reviewed the Aerial Map; Medium Density Mixed Housing explanation; Zoning Map; and how the application complies will all aspects of the approval criteria for UDC Section 3.06.030. He added that public notifications were sent, and staff received seven (7) comments in favor and at their April 19, 2022 meeting, the Planning & Zoning Commission recommended approval of the request with a vote of 4-0. Baird read the caption. Mayor Schroeder opened and closed the public hearing at 6:22 p.m. as there were no speakers. Motion by Parr to approve the item as presented; second by Pitts. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to rezone 10.533 acres from the Agriculture (AG) zoning district to 3.327 acres of the Local Commercial (C-1) zoning district and 7.206 acres of the Low -Density Multi -Family (MF-1) zoning district, for the property generally located at 1581 SH 195 (2022-1-REZ) -- Travis Baird, Assistant Planning Director - Current Planning Baird presented the item and reviewed the proposed layout; Location Map; Aerial Map; Future Land Use/Overall Transportation Plan Map; Mixed Density Neighborhood (MDN) explanation; and how the application complies with all aspects of UDC Section 3.060.030. He added that public notifications were sent and no responses were received by staff and at their April 19, 2022 meeting, the Planning & Zoning Commission recommended approval of the request (5-0). Baird read the caption. General discussion among Council and staff related to road access for the property in question and the number of multi -family units proposed. Mayor Schroeder opened and closed the public hearing at 6:30 p.m. as there were no speakers. Motion by Pitts to approve the item as presented; second by Gonzalez. First reading of an ordinance rescinding Ordinance No. 2020-01 of the City Council of the City of Georgetown, which closed a portion of 6th Street between Main and Church Streets and authorized abandonment of the same in order to allow the construction of a public parking garage on the site, and finding that the abandonment was never effectuated and is now no longer in the public interest or necessary for the project -- Jim Kachelmeyer, Assistant City Attorney Kachelmeyer presented the item and reviewed the background and proposed ordinance. Kachelmeyer read the caption. Motion by Gonzalez to approve the item as presented; second by Fought. First reading of an ordinance of the City of Georgetown, Texas, amending the 2022 annual budget for Mid -Year obligations that were not known at the time the budget was adopted, appropriating the various amounts thereof, and repealing all ordinances or parts of ordinances in conflict therewith -- Nathan Parras, Assistant Finance Director Parras presented the item and reviewed the amendment noting the following: the amendment is routine in nature; a total amendment of $78.6 million; Development Services demand pressures; reorganization and reclassifications; Council direction; and capital improvements. Motion by Pitts to approve the item as presented; second by French. Parr - Yes Hood -Yes Triggs - Yes Fought - Yes Pitts - Yes French - Yes Gonzalez - Yes Approved 7-0. X. Consideration and possible action approve a Lease Amendment with Georgetown Healthcare System, Inc., to waive certain notification requirements of the original Lease Agreement and to renew the Lease for a three-year period on the terms set forth in the Amendment, and to authorize the City Manager to execute the same -- Laurie Brewer, Assistant City Manager Prior to the item being presented Mayor Schroeder recused himself. Brewer presented the item and reviewed the location; reviewed the original lease agreement; first addendum to the lease agreement; second addendum to the lease agreement; current status; and amendment.
