Tuesday, March 22, 2022
The Georgetown City Council will meet on Tuesday, March 22, 2022, at 2:00 PM at City Council
Chambers located at 510 West 91h Street.

Mayor Schroeder called the meeting to order at 2:00 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Jake French, Council Member District 6; and Tommy Gonzalez, Council
Member District 7. Kevin Pitts, Council Member District 5 and Mayor Pro Tern was absent. A
quorum of Council Members was present in Council Chambers and a roll call was performed.
Policy Development/Review Workshop - Call to order at 2:00 PM
A. Presentation and Discussion regarding the proposed Parks and Recreation Cost Recovery
Study -- Kimberly Garrett, Parks and Recreation Director; and Teresa Jackson, GreenPlay
This item was taken after Item B and before Item C.
Garrett introduced the item and turned the presentation over to Jackson. Jackson presented
and reviewed the following: pyramid methodology and process; results of the cost recovery
workshop from October 2021; recommendations for policy actions, administrative tasks, and
cost savings and revenue generation strategies; and next steps.
General discussion among Council (including Robert Gaylor, Recreation Superintendent),
staff, and Jackson regarding: timeline of changes to costs; how benchmarking is done to
determine if a program is successful; length of time used to determine if a program is
successful; barriers to scholarship opportunities; number of terminated programs over the
last year due to participation rates; cost to send one child to summer camp; and general
support from Council for staff to proceed with proposed recommendations.
Mayor Schroeder recessed for a break at 3:15, and resumed the meeting at 3:22 p.m.
B. Overview, discussion, and direction regarding the possible creation of an Extraterritorial
Jurisdiction (ETJ) Municipal Utility District (MUD) for the proposed Avery Bost
Development -- Nick Woolery, Assistant City Manager
Woolery introduced the item and turned the presentation over to Mark Baker with SEC
Planning. Baker reviewed the following: Context Map; Overall Land Use Plan; Parks and
Trails Master Plan; trails and walkways; central park; Central Park Beekeeper Association
and Community Gardens; Central Park Butterfly Garden; Central Park recreation area;
Central Park amenity lake; roadway landscaping; prototypical collector roads; prototypical
collector road entry; wall and fencing; SH130 landscape buffer; amenity center; and phasing
plan. Woolery resumed the presentation and reviewed the key project benefits; updated deal
points; finance plan; how the project will no longer need strategic partnership agreement;
needed Council feedback and direction; and next steps.
General discussion among Council and staff (including Sofia Nelson, Development Director)
related to: coordinating with nearby property owners for the most success; phasing of the
project; timing of commercial projects; and general support for moving forward with the
proposed plan.
C. Presentation and discussion regarding the Municipal Court -- Debbie Landrum, Court
Administrator; and Randall Stump, Municipal Court Judge
Landrum began the presentation and reviewed the Municipal Court mission statement,
introduced Court staff members, and noted the Clerks certifications and years of experience.
Stump then presented and provided background information, types of cases, and the
following types of Court dockets: arraignment hearings; show cause hearings; court
interpreter hearings; minor arraignment hearings; juvenile arraignment hearings; juvenile
show cause hearings; pre-trial hearings; bench/jury trials; animal appeal hearings; and teen
court. He then reviewed the Teen Court program. Landrum resumed the presentation and
reviewed performance measures for case file audits, access and fairness survey, clearance
rate, and docket timeline; impacts of COVID-19 and the Court; Court revenue; and looking
forward.
General discussion among Council and staff related to any cost issues with students
participating in Teen Court and the benefits of the Teen Court program.
D. Presentation and discussion regarding sidewalks -- Wesley Wright, PE, Systems Engineering
Director
Wright presented the item and reviewed the following: history; sidewalks completed;
sidewalks in progress; current plan; and additional sidewalks for San Jose, TRG, and old
town.
General discussion among Council and staff related to connectivity for schools and
prioritizing school access sidewalks; if a shift in priorities is needed; how development
brings new sidewalks; and sidewalk issues in Old Town.
Wright resumed the presentation and reviewed tentative plan looking forward.
General discussion among Council and staff regarding timing of Downtown Master Plan
and Sidewalk Master Plan; sidewalks nears schools and parks; and a possible sidewalk bond.
Liz Weaver gave her time to Larry Olsen for public comment. Olson addressed the Council
regarding improvements needed to some existing crosswalks and the possibility of using
crosswalks as street murals.
E. Discussion and possible direction to staff on Downtown Parking Garage -- Laurie Brewer,
Assistant City Manager
Brewer presented the item and reviewed the following: previous work on Downtown
Parking Garage; how the garage impacts the 2021 Council goals for Downtown; public
engagement opportunities; outreach efforts; public engagement results based on 1266
surveys; 475 comments received from surveys; Tamiro Plaza lot; 61h and Main lot; 91h and
Main lot; site analysis cost considerations; and cost summary with updated estimates.
General discussion among Council and staff related to the following: how this garage will
likely be the first of many garages; retail in bottom portion of garage to make is more
conducive part of the downtown; and cost of inflation.
Brewer continued with the presentation and reviewed the following: 9th and Main
breakdown; Tamiro/Austin Avenue and 6,h breakdown; potential land swap for Tamiro lot;
land swamp main points; funding considerations; timeline for garage; and needed Council
feedback.
Council provided consensus supporting the site location of the Tamiro site; timing for
funding of the garage; using CO's to fund the garage; how the design timeline feels long; and
the general consensus to move forward with staff direction and make the process happen as
quickly as possible.
Larry Olson, Liz Weaver, and Larry Brundidge addressed Council supporting the Tamiro
lot location for a potential parking garage.

In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas
Codes, Annotated, the items listed below will be discussed in closed session and are subject to
action in the regular session.

Adjournment
Mayor Schroeder recessed into Executive Session at 5:05 p.m. and noted that he will be recusing
himself from the discussion associated to the item regarding the Lease Agreement with
Georgetown Health Foundation for 711 North College.
