The Georgetown City Council will meet on Tuesday, March 8, 2022, at 6:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 6:03 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Pledge of Allegiance Comments from the Mayor - Recognition of ICMA Performance Management Program Certificate of Achievement - Recognition of City staff who went above and beyond during COVID-19 response Announcements Action from Executive Session Motion by Pitts to find that the exchange of the City -owned properties on Block 39, Original Townsite of the City of Georgetown, and located at 111 East 71h Street and 601 South Main Street, for Lots 3 - 6 of block 27, Original Townsite of the City of Georgetown, located on Austin Avenue and 6tn Street, is advisable in order to implement project plans for the Downtown Tax Increment Reinvestment Zone, and to authorize City Staff to negotiate a purchase and sale agreement with Block 27, LLC on the terms discussed in executive session, second by Fought. Public Wishing to Address Council On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. C. Second Reading of an Ordinance for the voluntary annexation of a 10-acre tract out of the William Addison Survey Abstract No. 21 with an initial zoning to the Residential Single - Family (RS) zoning district for the property generally located at 200 Hillvue Road (2021-12- ANX) -- Nat Waggoner, PMP, AICP, Assistant Planning Director - Long Range Waggoner presented the item and noted that the first reading at January 11, 2022 meeting and reviewed the changes since first reading as follows: new property owners are Gatepoint Properties LLC; additional documentation was provided including warranty deed, new property owner consent form, updated letter of intent; a signed Acknowledgement and Const of MSA on February 7th 2022; and amended language of Ordinance to reflect new ownership. Waggoner read the caption. General discussion among Council and staff related to the new ownership's contact with neighbors. Motion by Gonzalez to approve as presented, second by Triggs. Public Hearing and First Reading of an Ordinance amending Section 1.12.060 of the Code of Ordinances relating to the adoption of San Jose and TRG Neighborhood Plans as chapters of the Land Use Element of the 2030 Comprehensive Plan (2022-1-CPA) -- Sofia Nelson, Planning Director and Nat Waggoner, Assistant Planning Director - Long Range Waggoner presented the item and thanked the steering committee members. He then introduced Jessie Wiles, the consultant for the plans. Wiles then reviewed the following: neighborhood and community participation; progress to date; community outreach and engagement; vision statement for San Jose neighborhood; public engagement for TRG neighborhood; vision statement for TRG neighborhood; implementation strategy for San Jose; San Jose top three implementation steps; implementation strategies for TRG. General discussion among Council and Wiles related to the project next steps; what staff can do and what would cost more funds and/or require a feasibility study; creation of neighborhood associations and authorities of the association; voluntary participation in the neighborhood associations; and expected participation by those in the neighborhoods. Waggoner resumed the presentation and reviewed the following: the need for the proposed change; how the amendment promotes the health, safety and general welfare for the City and the neighborhoods; effect of the proposed change on the need for City services and facilities. - compatibility of the proposed change with the existing uses and development patterns of nearby property and with the character of the neighborhood; implications, if any, that the amendment may have for other parts of the plan; and how the plans approve with all aspects of Sec. 3.04.030. He added that public notifications were sent and staff received one response in favor and zero responses in opposition, and the Planning and Zoning Commission voted 7-0 to approve the plans at their March 1, 2022 meeting. Waggoner read the caption. Parr applauded staff's work and their ability to cross reference all effected plans. Mayor Schroeder opened the public hearing at 6:56 p.m. and the following speakers spoke in favor of the proposed plans: Rick Rice, resident and current Board President for Habitat for Humanity; Andres Calixtro gave time to Ron Swain; Mr. Swain; Christina Calixtro, 511 generation resident of Georgetown and San Jose Steering Committee Chair; Jen Bradac, president of newly formed North Old Georgetown Neighborhood Association; and Paulette Taylor. Motion by French to approve the item as presented, second by Parr. Comments from Council that were supportive and the plans. Vote on motion: Parr — Yes Hood —Yes Triggs — Yes Fought — Yes Pitts — Yes French — Yes Gonzalez — Yes Approved 7-0. AA Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to rezone a 9.570-acre tract of land out of the J. Berry Survey, Abstract No. 51, Williamson County, Texas, from the Agriculture zoning district to the Industrial zoning district, for the property generally located at 201 Lazy Road (2021-36-REZ) -- Nat Waggoner, Assistant Planning Director — Long Range Sofia Nelson, Planning Director, presented the item and review the Aerial Map, the Future Land Use/Overall Transportation Plan, Neighborhood (NH) description, land use ratios for NH, Zoning Map, Industrial (IN) description, Industrial uses permitted by right, with limitations, and with an SUP, and how the application complies, partially complies, and does not comply with approval criteria for UDC Section 3.06.030. She added that public notifications sent with one comment in favor and zero against and at their February 15, 2022 meeting, the Planning and Zoning Commission recommended approval of the request with a 3-2 vote. Nelson read the caption. General discussion among Council and staff related to how a proposed residential development would fair against the UDC criteria. Rachel Shanks, representing the applicant, reviewed the desired location, location, properties along CR 152, Concept Plan, and projects along SH130 and I-35. Council had no questions for the applicant. Mayor Schroeder opened and closed the public hearing at 7:27 p.m. as there were no speakers. Motion by Gonzalez to approve as presented, second by Parr.
