HomeMy WebLinkAboutMIN 02.08.2022 CC-WMinutes of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, February 8, 2022 The Georgetown City Council will meet on Tuesday, February 8, 2022, at 2:00 PM at City Council Chambers located at 510 West 91" Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 2:00 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; and Jake French, Council Member District 6. Fought was present via the Zoom virtual client. A quorum of Council Members was present in Council Chambers and a roll call was performed. Tommy Gonzalez, Council Member District 7 arrived during Item C. Policy Development/Review Workshop — Call to order at 2:00 PM A. Presentation, update and discussion regarding the Williamson County Historical Commissions Memorial Brick program -- Mayoa Cantu, Assistant to the City Manager Cantu presented the item and reviewed the following: brick program and history; previous process; proposed agreement; who can be recognized; who cannot be recognized; and desired council direction General discussion among Council and staff related to what year the program started; how many bricks currently in place; how much money is raised by the commission; make up of historical commission committee membership; if the bricks are an ADA issue; and what was on the last five bricks issued. Shelby K. Little with the Williamson County Historical Commission answered Council question related to: how there are currently over 200 bricks installed; revenue with the brick program; where the revenue goes; committee makeup; process for reviewing and implementing bricks; and how members are appointed by the Count Commissioners and not the City Council. Little provided a statement to Council regarding the intended purpose of the program. Dawn Korman, Helen Cordes, Robin Breed, Jose Orta, Jason Norwood, and Jaquita Wilson Kirby addressed the Council regarding their concerns with and opposition to the brick program. General discussion among Council and staff related to: Fought, Triggs, Pitts, Hood, Parr, and French agreed to stop the program due to the lack of City input in the process, and how the City will return the existing bricks to the WCHC. B. Presentation and discussion regarding the creation of a Public Improvement District (PID) for the proposed Bluffview Subdivision -- Nick Woolery, Assistant City Manager Woolery presented the item and reviewed the following: what a PID is; the difference between a PID and a MUD; overview of the Bluffview development; how the 2030 Plan impacts PIDs; PID Policy Compliance Evaluation for development criteria; PID Policy Compliance Evaluation for development criteria of enhanced parks; trailhead parking for Below Bluff; park trailhead entry feature; Bluffview natural area; Bluffview Drive; Bluffview entry signage; Bluffview Drive amenities; PID Policy Compliance Evaluation for development criteria of enhanced housing diversity, enhanced architecture, and financial requirements; how PIDs affect the City; Bluffview PUD; next steps; and needed Council Feedback and Direction. General discussion among Council, staff, Chris Whitworth (developer), and Rick Rosenburg, PID consultant related to the proposed parkland breakdown; how the City will maintain the parks and the HOA will maintain the amenities within the PID; and how PID fees are paid. General consensus of Council to support moving forward with the project and Council applauded the efforts of the developer. Mayor Schroeder recessed for a break at 3:14 p.m. and called the meeting back to order at 3:24 p.m. C. Presentation and update regarding employee recruitment and retention -- David Morgan, City Manager Morgan presented the item and reviewed the following: measure of inflation; CPI - Consumer Price Index; ECI - Employment Cost Index; national trends for salary structure adjustment and base pay budget study; retention challenges; current merit and market practices; proposed compensation adjustments for FY2022; recruiting impact example; funding; total costs including benefits; mid -year revenue adjustments; and next steps. General discussion among Council and staff related to the following: recruitment; retainment; how this aligns with Council goals; components of the budget amendment; how the increase will be applied across the board; how the City competes with other companies and entities; and overall Council support of moving forward with the increase. D. Presentation, discussion and possible direction regarding the City's response to COVID-19 - - Jack Daly, Community Services Director Daly presented the item and reviewed: Health District data; employee data, exposure chart, and operational changes; public meetings for City Council, boards, and commission; possibility of resuming board and commission meetings; and needed Council direction. General discussion among Council and staff related to Council approval for moving forward with having board meeting in person. Mayor Schroeder recessed into Executive Session at 3:57 p.m. to start at 4:15 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
