The Georgetown City Council will meet on Tuesday, January 11, 2022 at 6:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Pro Tem Pitts called the meeting to order at 6:01 p.m. The following Council Members were in attendance: Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Council Member French was present virtually via Zoom and Mayor Schroeder was absent. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. He then noted that public notifications were sent and to date staff has received three comments in opposition and at their December 7th 2021 meeting, the Planning and Zoning Commission recommended approval of the request with a 5-0 vote. Mayor Pro Tem Pitts opened the public hearing at 6:30 p.m. Raul Jimenez, Blake Lester, Louis Austin, and Alan Kloss all addressed the Council related to their concerns about the project which included: traffic and safety of residents and children in the area; snakes and other wildlife; conservation of trees; impact of development to nearby residents; and how it will affect home values. Mayor Pro Tem Pitts closed public hearing at 6:43 p.m. General discussion among Council and staff related to roadway capacities; responsibilities for constructing future roads; trees; amenities; and access. General discussion among Council and staff related the needs of all nonprofits; timing on the project in question; time sensitive nature of the need for funds; and how strategic partnership funds are used. Fought withdraw his motion based on described timing that is needed and added that past discussions related to making some strategic partnership grant recipients to be more a continued public private partnership. General discussion among Council and staff related to Strategic Partnership grant partnerships; concerns with permanent public private partnerships; future discussions on the process; and possible expiration date for the funds. Motion by Pitt to approve funding as presented, adding wording for a requirement for the recipient to request the funds when needed and adding an expiration date of two years; second by Gonzalez.
