HomeMy WebLinkAboutMIN 01.11.2022 CC-WNotice of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, January 11, 2022 The Georgetown City Council will meet on Tuesday, January 11, 2022 at 2:00 PM at City Council Chambers located at 510 West 911, Street. Mayor Pro Tern Pitts called the meeting to order at 2:00 p.m. The following Council Members were in attendance: Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Council Member French was present virtually via Zoom and Mayor Schroeder was absent. Policy Development/Review Workshop — Call to order at 2:00 PM A. Presentation and discussion regarding the City's Debt Program -- Leigh Wallace, Finance Director Wallace presented the item and reviewed the following: debt planning; debt policies; types of debt; general obligation bonds; tax backed certificates of obligation; self-supporting certificates of obligation; revenue bonds; refunding bonds; current bond ratings; debt coverage ratio; current tax rate of 40.1 cents per $100 assessed valuation; current tax obligation not including self -funded obligations; five-year supported debt not including self -funded obligations; debt per capita; enterprise obligations; five-year enterprise debt including self - supported debt; debt per customer; and historical assets of net to debt. General discussion among Council and staff related to how much debt is callable in the next few years; interest rates in the next few years; timing of debt payoffs; and refunding process. Nathan Parras, Assistant Finance Director presented and reviewed the following: tax impact analysis; assumptions; five-year tax backed CIP; FY2022 proposed debt for tax supported general obligations; FY2022 proposed debt for tax supported certificates of obligation; how the City supports the debt; and bond authorization remaining. General discussion among Council and staff related to approved but not yet issued bonds. Parras continued his presentation and reviewed the follow: the plan for callable tax backed debt in 2022; FY2022 proposed debt related to self -supported certificates of obligation; how the City is supporting the debt; and FY2022 proposed debt related to Electric and Water revenue bonds. Wallace presented and reviewed the key takeaways and next steps. General discussion among Council and staff related to future callable debt discussions and guidelines in the financials policies. B. Presentation, update and discussion regarding the City's legislative program -- Mayra Cantu, Assistant to the City Manager Cantu presented the item and reviewed the following: 2020-21 recap; 87th Legislature by the numbers; 87th Legislature major topics; looking ahead for 2022; 2022-23 goals; Legislative and Intergovernmental Affairs Subcommittee; possible internal staff position; intergovernmental affairs position roles and responsibilities; Focused Advocacy background; Focus Advocacy services offered; and Council direction needed. General discussion among Council and staff where Council showed support for the suggested new position. Rose Chunik yielded time to Michael Spano. Spano addressed the Council regarding adding action items to the Legislative Task Force. General discussion regarding staff preparing the platform for 2023 session in late to early summer of this year. C. Presentation, update, and discussion regarding the plan for Intersection Improvements and Street Maintenance -- Eric Johnson, Public Works Director; and Wesley Wright, Systems Engineering Director Wright presented the item and reviewed the feedback received at 11/23/2021 Workshop related to sidewalk and crosswalk locations, active signal construction projects, Williams and Serenada restriping, Williams and Wildwood intersection, SE Inner Loop/SE section of town in multiple locations, FM 1460 at High Teck and Quail Valley, and Austin Avenue Corridor Study. General discussion among Council and staff related to crosswalks that are setup but dori t have sidewalks. Wright explained the ongoing signal warrant studies; potential 2022 intersection projects including Wildwood and Williams right turn lane, Scenic and SH 29/University, and Southwestern and SE Inner Loop traffic signal. General discussion among Council and staff related to the possibility for additional crosswalks on Hwy 29; pavement improvements where needed; accessibility for businesses near Austin Avenue and Williams Drive; and the intersection at Wolf Ranch and Hwy 29. D. Presentation, discussion, and possible direction regarding the City's response to COVID-19 - - Jack Daly, Community Services Director Daly presented the item and reviewed the following: Health District data and State guidance; local health data regarding tracking, hospitalizations, rate of new infection, new cases reported, tests reported, fatalities; Governor's Executive Order GA-38; employee data, exposure chart, and operational changes; employee cases as of noon on January 4, 2021; exposure flow chart; operational changes; public meetings for boards and commissions; the possible postponement most board and commission meetings; continuing statutorily required meetings for Council, Planning and Zoning Commission (P&Z), and Historic and Architectural Review Committee (HARC); and needed Council guidance. General discussion among Council and staff related: postponing meetings and reevaluate as needed, focus on continuity of operations; discussing in February to make sure things are properly setup for new board and commission members that come on in March; how to handle boards that have routine action items by calling those boards to meet as needed; and letting committee members decide what measures are put into place based on comfort of board members. Mayor Pro Tern Pitts recessed the meeting at 3:59 p.m. to begin Executive Session at 4:00 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
