HomeMy WebLinkAboutMIN 12.14.2021 CC-WNotice of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, December 14, 2021 The Georgetown City Council will meet on Tuesday, December 14, 2021 at 3:00 PM at City Council Chambers located at 510 West 91h Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 3:01 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Gonzalez arrived during Item A. Policy Development/Review Workshop - Call to order at 3:00 PM A. Presentation and discussion regarding a funding request by the Williamson County Children's Advocacy Center -- Mayoa Cantu, Assistant to the City Manager Judge Bill Gravells spoke on the item related to the purpose and mission of the Williamson County Children s Advocacy Center; steps the County has taken to improve the property; and examples of those served by the Center. Gonzalez asked about process for taking up a request like this that was out of the usual budget cycle. Morgan responded that Council could take action at the next regularly scheduled Council meeting in January. Cantu presented and reviewed the background; capital program; history of the City's support; fair share methodology; funding; and needed Council feedback. General discussion among Council and staff related to using $125,000.00 from the Council Contingency Fund for one time use related to construction costs; other programs that provide services for children and how the City could support those as well; what other cities are donating; how American Rescue Plan Funds could/could not be used; how Council would determine the appropriate amount to contribute; how Council should handle future requests for funding; where the requested money is going; how appropriately calculate what the City should contribute; B. Presentation and discussion of the initial recommendations for San Jose and TRG Neighborhood Plans -- Sofia Nelson, Planning Director and Jesse Wiles, APD Urban Planning Nelson presented the item and reviewed the recent progress and path for development of an Implementation Plan. Wiles then presented and reviewed the neighborhood developed goals based on conservation, accessibility, and restoration; implementation strategy for conservation; tax relief discussions; implementation strategy for accessibility; implementation strategy for restoration; land use plans discussion; and overlay districts discussion. Nelson then reviewed the Council feedback needed. General discussion among Council and staff related to how the information will be shared with the community; participation of the residents; participation of neighborhood associations; concerns related to restricting property rights; when Certificates of Appropriateness (COA) would be warranted; how to best education residents on the value of their properties; the possibility of doing a feasibility study related to tax relief; demolitions in the neighborhoods and how to handle them; uplifting the cultural heritage of the neighborhoods; creating realistic expectations for the neighborhood residents; and encouraging participation in the current home repair program. Carter Coleman with APD Urban Planning provided exact numbers related to demolitions in the San Jose and TRG neighborhoods. C. Presentation and discussion regarding the City's Quarterly Financial Report, which includes the Investment Reports for the City of Georgetown, Georgetown Transportation Enhancement Corporation (GTEC), and the Georgetown Economic Development Corporation (GEDCO) for the quarter ending September 30, 2021 -- Nathan Parras, Assistant Finance Director Parras presented and reviewed the fourth quarter background; General Fund revenue; and General Fund expenses. General discussion among Council and staff related to Parks and Recreation revenue, and sanitation rates. Parras reviewed General Fund expenses related to quarterly breakouts; General Fund expenses related to projections; General Fund expenses; Electric Fund revenue; Electric Fund revenues related to quarterly breakouts; Electric Fund revenue related to projections; Electric Fund operating revenue; Electric Fund expenses related to quarterly breakouts; Electric Fund expenses related to projections; and purchased power. General discussion among Council and staff related to sales and bond premiums. Parras reviewed Water Fund revenue related to quarterly breakouts; Water Fund revenue related to projections; Water Fund operating revenue; Water Fund expenses related to quarterly breakouts; Water Fund expenses related to projections; and Tourism Fund revenue. Elaine Wilson, Assistant Finance Director, presented and reviewed Winter Storm Uri impacts and FEMA funding. General discussion among Council and staff related to submittals for FEMA funding; what was and was not eligible; estimated delivery of FEMA funds. Wilson reviewed all CARES Act Funds for FY2021; American Rescue Plan summary; and American Rescue Plan feedback needed from Council. General discussion among Council and staff where Council determined no change to previous direction was needed; and how with ongoing variants there would be costs associated with enhanced cleaning and personal protective equipment. Wilson reviewed a recap of Winter Storm Energy expenses, and proposed accounting treatment of winter storm energy expenses. General discussion among Council and staff related to classification of assets; possible rates of appreciation, and how to pay off the debt as quickly as possible. Adam McCane with Weaver and Tidwell provided a more detailed explanation on what qualifies as a regulatory asset. General discussion among Council and staff related to possible changes to the PCA; what could trigger a covenant violation; and history of previous discussions on the matter. Parras presented and reviewed the volatility of sales tax; sales tax distribution; General Fund sales tax; and the subsector of building materials. General discussion among Council and staff related to the economic stability reserve; preferred funding percentage for economic stability reserve; and the general consensus to fund the reserve at 6%. D. Presentation and discussion regarding the FY2021 Year -End Budget Amendment -- Nathan Parras, Assistant Finance Director Parras presented the item and reviewed the budget process; year-end amendment highlights; general fund and Council special revenue fund; general projects fund; American Rescue Plan Fund; Fleet, IT, and joint services funds; self-insurance fund; electric fund; other small funds; and a summary. Council had no questions or comments. E. Presentation and discussion regarding the FY2022 Roll Forward Budget Amendment for capital improvement projects and operational amendments -- Nathan Parras, Assistant Finance Director Parras presented the item and reviewed the budget process; budget amendment types; CIP roll forward; approved operational roll forward; standby stipend increase; general fund; general capital projects; special revenue funds; internal service funds; enterprise funds; and next steps. Council had no questions or comments.
