Tuesday, December 14, 2021
Prior to calling the meeting to order, an invocation was performed by a member of the
Georgetown Church of the Nazarene.
The Georgetown City Council will meet on Tuesday, December 14, 2021 at 6:00 PM at City
Council Chambers located at 510 West 9th Street.

Mayor Schroeder called the meeting to order at 6:25 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; Jake French, Council Member District
6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present
in Council Chambers and a roll call was performed.

Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be

R. Consideration and possible action on a request for reapplication within a 12 month period for
a zoning change denied by the City Council located at 3301 W SH 29 -- Sofia Nelson, CNU-A,

Nelson presented the item and reviewed the Location Map, Aerial Map, Future Land
Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN) explanation,
land use ratios for MDN, Zoning Map, Planned Unit Development (PUD) explanation,
Riverpointe PUD explanation, dimensional standards, private drives and alleys, building
design, landscaping, signage, and other standards. She explained how the application
complied with the approval criteria for UDC Sections 3.06.030 and 3.06.040. Nelson noted
that public notifications were sent to 8 property owners within the 300-foot buffer, notice was
placed in the Williamson County Sun Newspaper on October 31, 2021, signs were posted on
the property, and to date staff has received no comments either in favor or in oppositions.
She added that at their November 16, 2021 meeting, the Planning and Zoning Commission
recommended approval of the request (7-0).
Rachel Shanks with Blackburn Homes, representing the applicant, presented on the
application and reviewed the proposed project, density of units, product type, home setbacks,
parking, comparison to other project, and revised PUD.

AF Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment
to rezone Lot 2B of Chapriel Place, from the Office (OF) zoning district to the Local
Commercial (C-1) zoning district, for the property generally located at 4829 Williams Drive
(2021-21-REZ) -- Sofia Nelson, Planning Director
Travis Baird presented and reviewed the Location Map, Aerial Map, Zoning Map, Future
Land Use/Overall Transportation Plan Map, Neighborhood (NH) explanation, land use ratios
for NH, Williams Drive Corridor, proposed streetscape, Local Commercial (C-1) used
permitted by right, with limitations, and permitted with a SUP. He then reviewed the C-1
explanation, Office (OF) uses permitted by right, with limitations, and permitted with an SUP.
Baird explained how the application complied with all aspects of the approval criteria for
UDC Section 3.06.030, and land use ratios for NH. He then explained that public notifications
were sent to 23 property owners withing the 300-foot buffer, noticed was placed in the
Williamson County Sun Newspaper on November 28, 2021, signs posted on the property, and
to date, staff has received 3 written comments in favor and 138 comments in opposition. Baird
noted that public notifications were sent to 15 property owners in the 200-foot buffer and 4
property owners protested, which is 27.27% of the buffer area. He stated that due to the
amount of citizen opposition, it will take super majority to approve this item. Baird noted
that at their September 21 meeting, the Planning and Zoning Commission recommended
denial of the request (4-2).

on the property; Pitts intention to make a motion to deny the item; and what the residents are
opposed to.

Marlene Wager yielded to Fred Wagner; and Brandon Glen yielded to Bob Evans. Randy
Hartford, Kathy Starnes, Fred Wagner, and Bob Evans each spoke to address the Council
regarding their concerns and displeasure with the proposed C-1 zoning for the property.
Thomas Landers spoke about the increasing safety issues in the area.

(TIRZ); purpose of a Tax Increment Financing (TIF), how the work, Location Map, proposed
concept, renderings, TIRZ financed projects, proposed financing structure, estimated TIRZ
revenue schedule, proposed board of directors, and timeline.

3.06.030. He added that public notifications were sent to 32 property owners in the 300-foot
buffer, notice was placed in the Williamson County Sun Newspaper on October 31, 2021, two
signs were posted on the property, and to date staff has not received any public comments.
