HomeMy WebLinkAboutMIN 12.03.2021 CC-WNotice of a Special Meeting of the Governing Body of the City of Georgetown, Texas Friday, December 3, 2021 The Georgetown City Council will meet on Friday, December 3, 2021 at 10:00 AM at the Council Chambers at 510 West 91h St., Georgetown, Texas. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 10:10 a.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Jake French, Council Member District 6. Tommy Gonzalez, Council Member District 7 was absent. A quorum of Council Members was present and a roll call was performed. Hood arrived at approximately 10:25 a.m. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. This is a special workshop of the Georgetown City Council. This workshop will be for a discussion of Council governance, strategies and goals. The City Council sets the vision for the City and adopts guiding principles and goals to reflect that vision and guide decision -making at all levels of City government. The Council Visioning process builds Council consensus on policies and projects that impact City residents, businesses and the community as a whole. The City Management uses the City Council's vision, principles, and goals to set priorities, direct work activities, and allocate staffing and financial resources. At the governance session, the Council will discuss and update their governance model. The planning session will be designed to provide a time for the Council to review current short- term and long-term strategies and goals for the city. No official action will be taken at this meeting. Any official adoption of items discussed at this workshop will be formally approved as an item on a later scheduled City Council Regular meeting. The following staff members were in attendance for the work session: David Morgan, City Manager; Wayne Nero, Assistant City Manager; Nick Woolery, Assistant City Manager; Laurie Brewer, Assistant City Manager; Skye Masson, City Attorney; Robyn Densmore, City Secretary; and Mayra Cantu, Assistant to the City Manager Morgan started the meeting and introduced Nick Woolery who will be the City's new Assistant City Manager effective Monday, December 6, 2021. He then introduced Ron Cox, consultant, who led the presentation and discussion. There was much general discussion among Council, Cox, and staff related to the following topics: Councilmember's reasons for running; what is important to the council members for the future of the City; what attributes each council member bring to the Council; Council's Governance Policy; Council's rules of engagement; the Mayor's leadership philosophy; how the Council will lead; how the Council will communicate; staff expectations of Council; and governance initiatives. Mayor Schroder called for break for lunch at 12:22 p.m. and resumed the meeting at 12:48 p.m. Cox then resumed the Workshop and led the presentation and discussion on the following topics: Council Vision Statement; the City's mission; SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats); areas of emphasis; implantation plan; and next steps.
