HomeMy WebLinkAboutMIN 11.23.2021 CC-WNotice of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, November 23, 2021 The Georgetown City Council will meet on Tuesday, November 23, 2021 at 2:00 PM at City Council Chambers located at 510 West 91h Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 2:01 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Policy Development/Review Workshop - Call to order at 2:00 PM A. Presentation and discussion regarding the redrawing of Council districts for the 2020 Census redistricting -- Skye Masson, City Attorney and Bickerstaff, Heath, Delgado, Acosta LLP Masson introduced the item and then Cobby Caputo with Bickerstaff, Heath, Delgado, and Acosta addressed the Council and showed Council a live and interactive redistricting map with an updated rendering of the possible new Council districts. Andrew Brown with Bickerstaff, Heath, Delgado, and Acosta was present via Zoom and was showing proposed redistricting changes on the map. Larry Olsen addressed the Council regarding his appreciation for the works done by Councilmembers Parr and French on their respected district boundaries and uniqueness of downtown. B. Presentation, update, and discussion regarding the plan for Intersection Improvements and Street Maintenance -- Eric Johnson, Public Works Director; and Wesley Wright, Systems Engineering Director Johnson presented the item and reviewed background information on intersection traffic signals, current signal and pedestrian flasher construction, ongoing warrant studies, upcoming projects, when staff will return with an update, and how he is seeking Council feedback on the following up coming projects: Intersection Traffic Impact Studies; preferred locations of future signals; curb extensions (bulb -out); battery back-ups; Turn Lane Study; and sight distances. David Morgan, City Manager, clarified that staff is seeking feedback on funding and priorities for projects. General discussion among Council and staff related to needed crosswalks; timing of funded projects; needed design work for projects; use of stop signs versus signals; increasing needs in the southeast part of town; needs in downtown; signal ownership; and pedestrian safety on Hwy 29. Johnson then reviewed the street maintenance process, street maintenance revenue, street maintenance balance sheet, excess fund balance options, excess fund balance related to Memorial Drive rebuild, excess fund balance related to expediting FY2023 program, and requested feedback from Council. General discussion among Council and staff related to improvements to Memorial Drive; incorporation of neighborhood area plans into the five-year plan; future needs near the proposed Wolf Lakes Village; speeding up improvement projects; high quality of City roads; and review of high traffic roads for maximum benefit. Larry Olsen addressed the Council regarding crosswalks and the need to put something on the road itself indicating a crosswalk, stop lines, and pole signs. David Morgan, City Manager confirmed the consensus of Council to use funds to improve Memorial Drive; expediting the current street maintenance plan; and how best to created funding for projects in the future budget cycle. Mayor Schroeder called for a break at 3:57 p.m. Mayor Schroeder called the meeting back to order at 4:09 p.m. C. Presentation and update regarding the 2019 Communications and Marketing Assessment and Branding Project -- Aly Van Dyke, Director of Communications and Public Engagement Van Dyke presented and reviewed the assessment summary, background, highlights, progress report for communications projects, and Citywide branding projects. Ed Barlow with NorthStar presented and reviewed the BrandPrint process, research instruments, strategy, Georgetown DNA platform statement, logo and tagline, color palette, brand standards, visual direction and brand narrative, and brand execution. Comments from Council showed that the branding and logo was well received with positive comments. Mayor Schroeder recessed into Executive Session at 4:35 p.m. to begin at 4:45 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
