The Georgetown City Council will meet on Tuesday, November 23, 2021 at 6:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 6:03 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; Jake French, Council Member District 6; and Tommy Gonzalez, Council Member District 7. A quorum of Council Members was present in Council Chambers and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Public Wishing to Address Council On a subject that is posted on thisagenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Hood stated that he supports diversity that this development brings. French stated that this project is not far removed from Logan Ranch Road and is consistent with development in the area. Baird - not sure if that has been determined Rachel Shanks, representing Blackburn homes, presented to Council about the proposed development. General discussion among Council, staff, and Shanks related to offered amenities, housing type, setup requirements, current UDC requirements for multi -family, parking concerns, and diversity of the proposed project. Mayor Schroeder opened and closed the public hearing at 7:12 p.m. as there were no speakers. Motion by French to approve the item as presented, second by Parr. Pitts stated that he likes this product, and it is the type of multi -family he would like to see more of, but he feels the location is wrong and area is too small. Gonzalez stated that it is a good product, but it is in the wrong location. Hood stated that he likes the product but is concerned with parking and building separation. AI First reading of Ordinance amending Section 13.04.180, "Rates and Charges —Solid Waste Disposal - Schedule" of the Code of Ordinances of the City of Georgetown -- Eric Johnson, Director Public Works; and Teresa Chapman, Environmental Services Johnson presented the item and noted that the new solid waste contract that was approved. AK Consideration and possible action to approve of a two-year consultation agreement with the Alliance for Cooperative Energy Services Power Marketing LLC (ACES) from Carmel, IN for energy risk management support services for a total cost not to exceed $342,446.00 over the two-year term -- Leigh Wallace, Finance Director; and Kress Carson, Electric Utility Analyst Carson presented the item and noted that the City's Risk Management Policy requires a comprehensive suite of services to adequately manage the risk encountered by the City's Energy Portfolio. He added that an RFP (RFP#202149) was issued to select a consultant who can provide the suite of services required to support the Risk Management Policy, and the Suite of Support Services includes credit services; credit and collateral review and recommendation services; annual review and analysis of risk management program; power budgeting and portfolio modeling; ongoing portfolio modeling and strategy services; transaction evaluation; and ad hoc consulting. Carson noted that after internal review, the staff is recommending the Energy Risk Management Support Services contract to be awarded to Crescent Power to provide the above suite of services.
