HomeMy WebLinkAboutMIN 11.09.2021 CC-WMeeting Minutes of Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, November 9, 2021 The Georgetown City Council will meet on Tuesday, November 9, 2021 at 2:00 PM at City Council Chambers located at 510 West 91h Street. Mayor Schroeder called the meeting to order at 2:06 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council Member District 7. District 6 is vacant. A quorum of Council Members was present in Council Chambers and a roll call was performed. Policy Development/Review Workshop - Call to order at 2:00 PM A. Presentation and discussion regarding the draft Parks and Recreation Master Plan -- Kimberly Garrett, Parks and Recreation Director and Dan Seder, GreenPlay, LLC Garrett introduced the item and introduced Dan Seder from GreenPlay. Seder presented and reviewed the project schedule; Master Plan process; strategic kickoff; community input summary; community survey process and key findings, methodology; and demographics. He then reviewed key findings on the following areas: importance of facilities and services; needs met facilities and services; increase use; transportation; funding sources; future facility needs; future program needs; and a future indoor recreation center. Dave Peterson from GreenPlay presented and reviewed the following; outdoor inventory; level of service findings; the Georgetown System; and NRPA 2020 Park Metrics. Seder presented and reviewed indoor recreation findings; Recreation Center market analysis; existing recreation center; and existing facility assessment. He then provided the key issues with goal, objectives, and action items in the following five categories: organizational effectiveness; level of service for outdoor amenities; level of service for indoor recreation; programming; and financial. Seder reviewed each category in detail. Josh Donaldson from Covey presented and reviewed the Georgetown Trails Master Plan 2021 Update. Seder then provided a cost recovery update and reviewed the Pyramid Methodology; sorting service exercise; the creating of a values -based user fee policy with a community approach; staff and public reconciled pyramid; and cost recovery next steps. He then reviewed the Master Plan next steps. General discussion among Council, consultants, and staff regarding needed renovations to the recreation center; programming being held in parks; skate parks; changes since the 2008 plan; feedback on bond referendum; adding a second recreation center; partnering with GISD; where the best location for a future rec center would be; and appropriate phasing and timing of projects. B. Presentation and update regarding the engineering analysis of sites for downtown parking garage -- Laurie Brewer, Assistant City Manager, and Fabio Serrato, WGI Eric Johnson, Public Works Director, presented the item and reviewed the previous work on downtown parking garage; direction from the August 2021 Council meeting to utilize prior study work to accelerate the site analysis for downtown parking garage; basis for analysis; engineering criteria identified in August 2021; other criteria identified in August 2021; City - owned sited for potential parking garage; and non -city -owned site being analyzed. Serrato then presented and reviewed the evaluated sites located at Austin and 41" Street; Tamiro Plaza; 61h and Main Street; Library south; and 9th and Main Street. He then reviewed construction costs associated with each site in detail. Johnson presented and then reviewed the public engagement opportunities; funding considerations; needed Council feedback; and next steps. General discussion among Council, consultant and staff, including David Morgan, City Manager, related to getting the maximum number of parking spaces possible; where downtown merchants would like to see a parking garage; how many levels can be built at the different sites; all possible funding options; the need for handicap access in the parking garage; possibility of public private partnership; ownership of lots in the area; the possibility of using CARES Act funding; the need for the garage to easy to find; and how the City is already behind on parking. Mayor Schroeder asked Jake French, soon to be Councilmember for District 6, to contribute to the discussion. French addressed the Council regarding his preferred lot location. Discussion between staff and French regarding possible phased construction. Morgan summarized council comments and noted the following: all the options have feasible options for funding; current status of ARPA funds; briefing in early 2022; and that Council wants to leave Tamiro Lot and 61h and Main on the table. Mayor Schroeder recessed at 3:49 p.m. for a break and called the meeting back to order at 3:59 p.m. C. Presentation, discussion, and direction regarding the 2021 POPPtoberfest recap and the possibility of POPPtoberfest being an annual recurring event -- Cari Miller, Tourism Manager This item was taken as the last item before recessing into Executive Session. Miller presented the item and provided a POPPtoberfest recap noting that POPPtoberfest was rescheduled Red Poppy Festival with approximately 45,000 attendees that received positive feedback. She added that the 2022 Red Poppy Festival is scheduled for April 22-24. Miller then asked Council if they would like a recurring fall event and if they would like the event to be a traditional fall/Octoberfest flair with music, food, and games. She stated that if Council would like to pursue that, staff would seek community input on naming the event and the 2022 tentative dates would be October 14, 15, and 16. General discussion among Council and staff related to current events the City already puts on; the desire to create an intention event; the ability to tie in art; and competition in the fall with other events. David Morgan, City Manager, noted that staff needs to know soon if Council would like a fall event to allow for sufficient planning. He then proposed taking a year off from a fall event to allow staff time to bring back multiple options and plan for a successful event. Council was in favor of that proposal. D. Presentation and discussion regarding the initial redrawing of Council districts for the 2020 Census redistricting -- Skye Masson, City Attorney and Bickerstaff, Heath, Delgado, Acosta LLP This item was taken up for consideration after Item B and before Item C. Masson introduced the item and then Cobby Caputo Bickerstaff, Heath, Delgado, and Acosta addressed the Council and showed Council a live and interactive redistricting map with an initial rendering of the possible new Council districts. Andrew Brown with Bickerstaff, Heath, Delgado, and Acosta was present via Zoom and was showing proposed redistricting changes on the map. Fought noted the legal review of how it was not possible to have two districts fully within Sun City. Council then worked with Brown and Caputo on possible redrawing of district lines to meet all needed requirements. Mayor Schroeder recessed into Executive Session at 5:01 p.m. to begin at 5:10 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
