The Georgetown City Council will meet on Tuesday, October 26, 2021 at 6:00 PM at City Council Chambers located at 510 West 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 6:16 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council Member District 7. District 6 is vacant. A quorum of Council Members was present in Council Chambers and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Legislative Regular Agenda AE Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to zone a 66.869-acre tract of land out of the L.J. Dyches Survey, Abstract No. 180 to the Planned Unit Development (PUD) zoning district with base zonings of General Commercial (C-3) and Industrial (IN); approximately 19.897-acres of said PUD being a rezoning from General Commercial (C-3) and Industrial (IN) and approximately 46.972-acres of said PUD being initial zoning, upon annexation, for the property generally located on the southeast corner of IH-35 and SE Inner Loop -- (2021-11-PUD) -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and reviewed the Aerial Map; Future Land Use Map; Future Land Use/Overall Transportation Land Map; Region Center (RC) explanation; Highway Image Corridor explanation; Zoning Map; land use ratios for RC; Phase 1 and Phase 2 of the proposed PUD; transportation, tree preservation, landscape and buffer, and additional site features in the proposed PUD terms; building design standards; and uses removed. She noted that the application complies or partially complies with the approval criteria for UDC Section 3.06.030 and 3.06.040. Nelson stated that public notifications were sent to the nearby property owners and staff had received zero comment in favor or opposition. She added that at their October 19, 2021 meeting the Planning and Zoning Commission (P&Z) made a recommendation of approval with a vote of 4-0. Nelson read the Ordinance caption. Amanda Brown with Kimley Horne addressed the Council and reviewed the Location Map, Zoning Map, proposed zoning, site summary, PUD modification and superiority, and project benefits. Pitts asked Brown about what type of use would be put in place. Brown responded that they are expecting e-commerce. Pitts asked about the C-3 portion of the site. Brown responded that they will be put on the market. Mayor Schroeder opened and closed the public hearing at 6:43 p.m. as there were no speakers. AF Consideration and possible action to approve a resolution amending the naming of the Georgetown Municipal Airport to the Georgetown Executive Airport at Johnny Gantt Field - - Mayra Cantu, Assistant to the City Manager Cantu presented the item and reviewed previous Council direction to rename the Georgetown Airport to Georgetown Executive Airport at Johnny Gantt Field at the August 24, 2021 Council meeting. She noted the updated Naming Policy for City Facilities, Public Park Lands, and Public Streets. Cantu then provided the following next steps: take action to rename the airport; work with FAA to update name; and update signage at an estimated $5,000-10,000 in associated costs. Cantu read the Resolution caption. Parr asked what would happen if this is not approved by the FAA. Cantu responded that the City would change the airport name back to Georgetown Municipal Airport. Lawrence Maltz, former City employee, addressed the Council regarding how he didn't feel the airport should be regional airport based on a previously established employee committee. AG First Reading of an Ordinance amending the City of Georgetown's Fiscal and Budgetary Policy to update purchasing guidelines and amend the Annual Budget for the fiscal year beginning October 1, 2021 and ending September 30, 2022, in accordance with Chapter 102, Local Government Code to include the updates to the Fiscal and Budgetary Policy - Leigh Wallace, Finance Director Wallace presented and noted that it was a follow-up to a Workshop item presented at the October 12, 2021 meeting. She added that the proposed change was to add a second tier for purchases of $3,001 to $25,000 to the City's mid -level purchases. Wallace noted that these changes will be attached to the recently approved FY2022 budget and the new policy will take effect December 1, 2021. Wallace read the Ordinance caption. Johnson read the item caption. Parr asked about changes to Tier one related to green waste. Chapman responded that the green waste program will begin as a pilot and expand from there in the future. David Morgan, City Manager noted the need of the completion of the transfer station. Ray Bryant with TDS addressed the Council related to the benefits of the proposed contract and his thankfulness for working with City staff on the new contract.
