Prior to calling the meeting to order, an invocation will be performed.
The Georgetown City Council will meet on Tuesday, October 12,2021 at 6:00 PM at City Council
Chambers located at 510 West 9th Street.

Mayor Schroeder called the meeting to order at 6:25 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council
Member District 7. District 6 is vacant. A quorum of Council Members was present in Council
Chambers and a roll call was performed.

Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be
found on the table at the entrance to the Council Chamber. Clearly print your name and the
letter of the item on which you wish to speak and present it to the City Secretary on the dais,
prior to the start of the meeting. You will be called forward to speak when the Council
considers that item. Only persons who have delivered the speaker form prior to the meeting
being called to order may speak. Speakers will be allowed up to three minutes to speak.
On a subject not posted on the agenda: An individual may address the Council at a regular City
Council meeting by contacting the City Secretary no later than noon on the Wednesday prior
to the Tuesday meeting, with the individual's name and a brief description of the subject to
be addressed. Only those persons who have submitted a timely request will be allowed to

Statutory Consent Agenda
The Statutory Consent Agenda includes non-controversial and routine items that may be acted upon
with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed
and acted upon individually as part of the Regular Agenda.
Mayor Schroeder noted that Items J, K, L, M, and P were being pulled from the Consent
Agenda and Item AF was being pulled from the Legislative Regular Agenda.

Legislative Regular Agenda
W. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment
to amend the Summit at Rivery Planned Unit Development (PUD) for the property generally
located at 1500 Rivery Blvd. (2021-4-PUD) - Sofia Nelson, CNU-A, Plarming Director
Nelson presented the item and reviewed the Location Map, Aerial Map, Zoning Map, Future
Land Use/Overall Transportation Plan Map, Regional Center (RC) explanation. Summit at
Rivery PUD, site plans for the PUD, Unified Development Code (UDC) definitions for
restaurant, drive-through, parking, and vehicle stacking. She then noted that the application
complies or partially complies with all aspects of the approval criteria for UDC Sections
3.06.030 and 3.06.040. Nelson stated that public notifications were sent to 36 property owners
withing the 300-foot buffer, notice was placed in the Williamson County Sun Newspaper on
June 20th and September 16, 2021, and to date staff has received 11 written comments in favor
and 55 written comments in opposition. She stated that at their July 6, 2021 meeting, the
Planning and Zoning Commission recommended approval of the request (4-2-1).

General discussion among Council and staff related to vehicle stacking; clarification of
location; how the original site plan excluded drive thru; other clean-up aspects of this
amendment; how the City could enforce the stacking of vehicles; why the develop is choosing
to want to incorporate a drive-thru now; what parking would be required for a restaurant in
that same location; and the existing heritage tree.
Jeff Novak, applicant, presented to the Council and addressed the history of the development;
how he tried to be a good neighbor to the brownstone residents; how parking has already
been accounted for; and addressing misinformation going around.
Discussion among Council and Novak related to what type of business could be placed there
with a drive thru; the possibility of regulating the drive-thru with a deed restriction; perceived
oppositions by the residents; if the developer could wait until he had a specific tenant before
asking for change; original intention of nearby parking lot; Summit Central Pedestrian
Walkway; crosswalks; possibilities for the future of the development; how the proposed use
would not be fast food; what could go in that space currently by right; and what type of
restaurants would meet the specified use.
Mayor Schroeder opened the public hearing at 7:43 p.m.
Speakers addressed the Council to express their concerns related to pedestrian safety; the
ability for a drive-thru to possibly be placed elsewhere in the development; walkability; short
sighted vision; there's a reason why drive-thrus were not originally included; existing
congestion of the area; possibility of pedestrian accidents; how the business could impede
emergency vehicles. The speakers were Jim Rogers, Scott Carpenter, Vinnie McElhaney,
Jerome De La Cruz, Debra Knight, Jennifer Seard, Elaine Maloney who gave time to Thomas
Maloney, and Thomas Maloney.
Mayor Schroeder closed the public hearing at 8:03 p.m.
Motion by Gonzalez to approve the item as presented, second by Fought.
General discussion among Council related to the consequences of this change; curb cuts;
backup of traffic; how changing the concept effects the residents; lack of guarantee of what
the future use could be; how the enforcement of cars lining up would be difficult; and how a
successful business could cause problems.

X. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment
to rezone Lot 1, Block M, South San Gabriel Urban Renewal Addition, from the General
Commercial (C-3) zoning district to the Two-Family (TF) zoning district, for the property
generally located at 515 W. 8th Street (2021-20-REZ) -- Nat Waggoner, Assistant Planning
Director - Long Range
Waggoner presented the item and reviewed the current photo. Location Map, Aerial Map,
1964 aerial photo, April 1965 Zoning Map, 1968 Urban Renewal Plan Future Land Use/Zoning
Map, 1971 Plat for Lot 5, Block M, 1974 Aerial Photo, Zoning Map, Two-Family (TF)
dimensional standards, permitted uses in TF by right, with limitations, and with an SUP,
Future Land Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN)
explanation and land use ratios, and how the application complies or partially complies with
UDC Section 3.06.030. He noted that public notifications were sent to 32 property owners
within the 300-foot buffer, notice placed in the Williamson County Sun Newspaper on
September 19, 2021, signs placed on the property, and to date staff has received no comments
in favor and one comment in opposition.

Y. Public Hearing and First Reading on an Zoning Map Amendment to amend the Shadow
Canyon Planned Unit Development (PUD) to remove a private/HOA trail from Exhibit D of
the PUD - Open Space Plan, and Paragraph F of the PUD document, consisting of 278.21 acres
in the Isaac Donagan Survey Abstract 178 and Joseph Thompson Survey Abstract 608,
generally located south of SH 29, approximately 1.25 miles west of DB woods and located at
the intersection of River Terrace and SH 29 (2021-8-PUD) - Sofia Nelson, CNU-A, Planning
Director
Nelson presented the item and noted that it was based off of a purposed changed by the
developer to meet the wishes of nearby residents.

AA First reading of an Ordinance amending Section 10.16.150 of the Code of Ordinances of the
City of Georgetown to add portions of Rock Street to the existing downtown parking zone

Tchida presented the item and reviewed the background for Sec. 10.16.150. -
Downtown Parking Zone, Sec. 10.16.085. - Fifteen-minute parking zone, and 15-Minute
parking designations. He then reviewed proposed sign locations for 15-minute parking.
Tchida reviewed Sec. 10.16.080. - Loading zones and provided a proposed location and other
locations considered.

loading and unloading; who would be served by this loading zone; support of business

Nelson presented the item and reviewed the following four types of fee changes in detail: 3%
increase to address credit card fees; increase of application fees to cover cost of service; a
breakdown of application fees was needed to distinguish between types of requests; and to
assign an application fee to services we provide that do not currently have a fee.
