Quarterly Council Work Session on Water
The Georgetown City Council will meet on Tuesday 21, 2021 at 11:00 AM at the Public Safety
Training and Operations Center, 3500 D B Wood Road, Georgetown, Texas.

Mayor Schroeder called the meeting to order at 11:03 a.m. for the City Council. The following
Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member
District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3;
Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Tommy
Gonzalez, Council Member District 7. District 6 is vacant. A quorum of Council Members was
present in Public Safety Training and Operations Center and a roll call was performed.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any
purpose authorized by the Open Meetings Act, Texas Government Code 551.)
A. Council Work/Study Session on Water/Wastewater Planning
Chelsea Solomon, Water Services Director presented and acknowledged the follow people in
attendance: David Collinsworth, General Manager/CEO Brazos River Authority, Regional
Water Resource Planning, Surface Water Management; John King, Special Projects and
Strategic Initiatives Manager, Brazos River Authority; and Allen Woelke, PE, CDM Smith,
Water/Wastewater Master plan, Hydraulic Modeling, Integrated Resource Plan. She then
reviewed infrastructure planning; Utility Master Plan; current growth; utility growth rates;
treated water capacity; resource projections; Utility Master Plans over the next 0 — 20 years;
planning territory in 2018; source of revenue; rate costs philosophy; impact fees; 2018 Impact
Fee Study comparables; approached to infrastructure planning and risks; sites with interest
in industrial development; Council priorities; and upcoming decision points.
John King with BRA presented and reviewed alternative water resources; Brazos Basic
population growth; Bell County and Williamson County demand projections; preliminary
observations; challenges; request for competitive sealed proposal and needed components;
concurrent activities; Integrated Water Resource Plan; and what is next.
General discussion among Council and staff, including David Morgan, City Manager; Wesley
Wright, Systems Engineering Director; and Sofia Nelson, Planning Director regarding
groundwater conservation districts; role of the State in water resources; setup and function of
the BRA; environmental roadblocks for getting waterlines up and running and realistic
timelines for that; long term was resources; tracking water usage; future improvement
projects for water distribution; timing of projects to bring in water resources; factors for
determining water rates; the City's current water service agreements; how water planning
impacts the planning and development processes; impact fees; where the City's growth is
happening; timing of next impact fee study; how wastewater is impacting growth and
development; and how best to communicate with the public.
Adjournment
Mayor Schroeder adjourned the meeting at 1:07 p.m.
