joint Meeting of the City Council and Planning and Zoning Commission
The Georgetown City Council will meet on Tuesday 28, 2021 at 2:00 PM at the Georgetown Public
Library, 402 West 8th Street, Hewlett Room, Georgetown, Texas.

Mayor Schroeder called the meeting to order at 2:00 p.m. for the City Council. The following
Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member
District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3;
Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Tommy
Gonzalez, Council Member District 7. District 6 is vacant. A quorum of Council Members was
present in Library and a roll call was performed.
Travis Perthuis called the meeting to order for the Planning and Zoning Commission. The
following members were in attendance: Michael L Price, Mike Tiland, Timothy E Haynie, Chere
Heintzmann, Jim Salyer, Kaylah Mccord, Terry C Williams, Jay Warren, and Christopher B
Stanley. Doug Noble was absent. A quorum of Planning and Zoning member was present in
Library and a roll call was performed.

purpose authorized by the Open Meetings Act, Texas Government Code 551.)
A. Joint Planning and Zoning Workshop
Presentation and Discussion regarding City Council Goals and Unified Development Code
(UDC) Diagnostic -- David Morgan, City Manager and Sofia Nelson, Planning Director
This is a work session only and no official action will be taken.
Morgan reviewed the Council goals including downtown prioritized actions.
Nelson presented on the background on Comprehensive Plan guidance; Community
Conversations input themes; goals of the Comprehensive Plan; policies on land use,
gateways, Williams Drive, and housing; implementation strategy including regulatory
framework, decision framework, and plans, programs, and partnership opportunities;
implementation approach and tools related to diversity and density, land use, gateways,
Williams Drive Small Area Plan; overview of UDC diagnostic and comprehensive edit
process; process for UDC diagnostic; and the process for Comprehensive Plan edit. She then
asked the group to discuss what are qualities of a high quality and effective UDC for
Georgetown.
General discussion among Council, Planning and Zoning, and staff related to communication
between Council and Planning and Zoning; use of PUDs for development; challenging
developments in recent history; workforce housing; infill development; design standards for
different districts; heigh restrictions; the need for neighborhood engagement; context for
proposed developments; tools that have supported reviewed of cases; staff reports being
useful; land use ratios; surrounding zoning to applications; future land use; employment
center versus neighborhood center in land use planning; density levels; and considerations
for future growth.
Mayor Schroeder adjourned the meeting at 3:33 p.m. for Council.
Perthius adjourned the meeting at 3:33 p.m. for Planning and Zoning.
