Tuesday, September 14, 2021
The Georgetown City Council will meet on Tuesday, September 14, 2021 at 2:00 PM at City
Council Chambers located at 510 West 91h Street.

Policy Development/Review Workshop — Call to order at 2:00 PM
C. Presentation, update and discussion on the redistricting process -- Skye Masson, City
Attorney and Cobby Caputo, Bickerstaff Heath Delgado Acosta
Masson introduced Caputo. Caputo presented the item related to redistricting and reviewed
the law of redistricting; release of census redistricting data; the impact of the delayed
redistricting data; proposed timeline; criteria for adopting new districts; and redistricting
guidelines.
General discussion among Council and Caputo related to appropriate methods for discussing
topics with Bickerstaff on the dais; data the Council would like to see and consider; what
happens to a Councilmember if they are forced out of their district by redistricting; data that
is considered when drawing the new district boundaries; forming of minority majority
district, if historic district should be considered for redistricting; and the process for
guaranteeing minority majority district and drawing a contiguous district.
D. Presentation and discussion of the quarterly financial report for the quarter ended June 30,
2021 -- Nathan Parras, Assistant Finance Director
Parras presented the item and reviewed the third quarter background; general fund revenue
from Sales Tax, Property Tax, Payment in Lieu of Taxes (PILOT), Planning and Development
revenue, Sanitation revenue, Fire and EMS revenue, Parks and Recreation; general fund
expenses; Electric Fund operating revenue and sales revenue; Electric Fund net purchased
power; Electric Fund purchased power; Electric Fund expenses; Water Fund revenue; Water
Fund operating revenue; and Tourism Fund revenue.
Council had no comments or questions.
E. Presentation and discussion of the City's internal and external audit program -- Leigh
Wallace, Finance Director and Elaine Wilson, Assistant Finance Director
Wallace presented and reviewed the policy and regulations; current resources; standard
audits and programming; two-year look back on special project; business value and
continuous improvements; items in progress and coming soon; 2022 Plan; and feedback and
next steps.
Fought asked if the Water Rate Study was for commercial and if the impact fee was for
commercial and residential. Wallace responded that this was a separate process. Fought
asked how often we reviewed fees. David Morgan, City Manager, responded that staff was
beginning that process now. He added that this topic will be discussed with Council at their
next quarterly work session. Fought asked if the cost of construction was related to impact
fees. Morgan responded that staff will review the infrastruture needed and review associated
costs to determine impact fees.
Mayor Schroeder recessed at 3:18 for Executive Session to start at 3:30 p.m.
