Mayor Schroeder called the meeting to order at 6:18 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; and Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; and Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council Member District 7. Amanda Parr, Council Member District 1 was absent, and District 6 is vacant. A quorum of Council Members was present in Council Chambers and a roll call was performed. Proposed Amendment. Regarding the preferred wording options given to Council for Term Limits, Fought stated that he prefers second option. Gonzalez agreed with Fought. Mayor Schroeder opened the public hearing opened at 6:34 p.m. Joann Luhasz addressed the Council and stated that she appreciated the respect and discussion of the discussion of Council and urged Council to consider the first option presented for term limits. Mayor Schroeder closed the public hearing closed at 6:37 p.m. No Council action needed on this item. X. Public Hearing and first reading of an ordinance for a Zoning Map Amendment to rezone approximately 5.142 acres out of the J. Robertson Survey, Abstract No. 545, William Addison Survey, Abstract No. 21, and the F.A. Hudson Survey, Abstract No. 295, from the Local Commercial (C-1) zoning district to the Low Density Multi -Family (MF-1) zoning district, for the property generally located 2211 Westinghouse Road -- Sofia Nelson, CNU-A, Planning Director Nelson presented and reviewed the Aerial Map, photos of the area, Zoning Map, Low Density Multifamily (MF-1) explanation, what is allowed by right, with limitations, and with an SUP in Low Density Multifamily, Future Land Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN) explanation, Land Use Ratios for Mixed Density Neighborhood, Community Center (CC) explanation, land use ratios for Community Center; how the application complies or partially complies will all aspects of the approval criteria for UDC Section 3.06.030, and that public notifications were sent to ten property owners within the 300-foot buffer with notice placed in the Williamson County Sun Newspaper on May 30, 2021 and signs posted on the property. She added that to date staff has received zero written comments in favor and zero written comments opposed, and at their June 15, 2021 meeting, the Planning and Zoning Commission recommended approval of the request (6-0). She added that the applicant is willing to provide commercial at the same time as residential and provided design examples. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone approximately 49.31 acres out of the John Berry Survey, Abstract No 51, from the Agriculture (AG) and Residential Single -Family (RS) zoning districts to a Planned Unit Development District (PUD) with a base zoning of General Commercial (C-3) zoning district and High Density Multi -Family (MF-2) zoning district for the property generally located at 2800 N IH 35 -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and reviewed the Location Map; Aerial Map; Zoning Map; requested PUD zoning with C-3 and MF-2 base zoning; key components to a PUD; Zone A General Commercial (C-3) explanation; General Commercial (C-3) what is permitted by right; with limitations, with a SUP, and prohibited through the PUD; Zone A- General Commercial (C-3) additional use restrictions; High Density Multi -Family (MF-2) explanation; High Density Multi -Family (MF-2) what is permitted by right, with limitations, with a SUP, and prohibited through the PUD; Future Land Use/Overall Transportation Plan Map; Employment Center (ED) explanation; land use ratios for Employment Center; Regional Center (RC) explanation; and Open Space (OS) explanation. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to amend the Summit at Rivery Planned Unit Development (PUD) for the property generally located at 1500 Rivery Blvd. -- Sofia Nelson, CNU-A, Planning Director This item was pulled and not discussed by the Council. AA Public Hearing and First Reading of an Ordinance amending the Downtown and Old Town Design Guidelines -- Britin Bostick, Downtown and Historic Planner Bostick presented the item and provided a brief overview of the Council Workshop held on June 22, 2021. She noted that at their regular meeting on June 24, 2021, the Historic and Architectural Review Commission recommended approval of the proposed changes to the Downtown and Old Town Design Guidelines (5-0), with the following four (4) amendments: amend Chapter 5 to include Guidelines for building colors; amend Section 3.5.G.3 to add a 15' limit on the length of "breezeway' additions; amend Sections 3.2.E.2.a and 3.2.F.3.c to allow the use of fiber cement siding when wood siding is being replaced; and amend Section 5.15 to allow the use of plastic in illuminated signs. Bostick then reviewed each amendment in detail. Bostick read the caption. General discussion among Council and Bostick related to how 15 feet was determined for a breezeway length and what can be approved at a staff level. Aneil Naik representing the applicant reviewed the development team for the project, property facts, and requests being made Gonzalez asked about the plans for the site. AC First Reading of an Ordinance relating to the classifications and number of positions (Strength of Force) for all the City of Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code pertaining to Civil Service -- Tadd Phillips, Director of Human Resources Phillips presented the item and provided background on why the ordinance is required by law. He added that this would increase Fire Department staff by eleven and include the authorized Deputy Fire Marshal position, converting an existing civilian job to a civil service job for the role of Quality Improvement and Compliance Coordinator, and nine firefighter positions to allow for over hire. She added that the assessment is: based on the real property value as determined by the Williamson Central Appraisal District (WCAD); no rate change from the previous assessment that was due January 31, 2021; and the average residential property value is approximately $325,180, therefore, the average annual assessment is approximately $455 for the assessment due January 21, 2022. Snyder then provided the next steps. AH Discussion and possible action to reconsider Item A Second Reading of an Ordinance of the City Council of the City of Georgetown Texas establishing the value of the exemption from ad valorem taxes for a percentage of the appraised value of residential homesteads from the June 29, 2021 Georgetown City Council Special Meeting -- Council Member Mike Triggs and Council Member Kevin Pitts Mayor asked for a motion to reconsider to allow discussion. Motion by Triggs to reconsider Item A, Second Reading of an Ordinance of the City Council of the City of Georgetown Texas establishing the value of the exemption from ad valorem taxes and for a percentage of the appraised value of residential homesteads from the June 29, 2021 Georgetown City Council Special Meeting, second by Pitts. Parr - Absent Hood - Yes Triggs - Yes Fought - Yes Pitts - Yes District 6 - Vacant Gonzalez - Yes Approved 5-0 (Parr absent and District 6 vacant). Wallace provided a presentation and noted that the reason for the reconsideration was because Council indicated a desire to increase the homestead exemption to provide relief on increasing appraised values and the original exemption the greater of $5,000 or 1%. She continued that staff provided options and Council took action at Special Meetings June 17, 2021 and June 29, 2021 which was the greater of $10,000 or 2%. Wallace stated that on June 30, 2021 WCAD informed staff that it is not possible to change the $5,000 minimum, a City can only change the percent based on an Attorney General Opinion which effectively adopted the greater of $5,000 or 2% and does not provide as much relief to homeowners - new action desired. She provided new recommended action of approving the greater of $5,000, or 3% which would have similar impact to the City and homeowners as previous action and shifts homes from the flat dollar side to the percent side. Wallace added that the dollar change would have an annual impact to City of approximately $370,000 increment in lost revenue, and a $755,000 total in lost revenue. She continued that the dollar change to the annual impact to average taxable homeowner would be an approximately $20 lower tax bill; and the change to 3% would mean that the taxable home value must be more than approximately $167,00 to use 3% as "greater than' where of the approximately 18,500 properties with filed exemptions, about 300 properties will use the $5,000 minimum while all others will use 3%.
