The Georgetown City Council will meet on Tuesday, July 27, 2021 at 6:00 PM via Teleconference

Mayor Schroeder called the meeting to order at 6:01 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; and Tommy Gonzalez, Council Member District 7. Kevin Pitts, Council
Member District 5 was absent, and District 6 is vacant. A quorum of Council Members was
present in Council Chambers and a roll call was performed.

Motion by Fought that the City retain the legal services of Trish Erlinger Carls to represent
the City in all proceedings involving the application filed by Aqua Texas, Inc. with the Public
Utility Commission of Texas to amend its Certificate of Convenience and Necessity No. 21116
for the provision of retail sewer service in Williamson County, Texas (PUD Docket No. 52197),
and that City Council authorize the filing of a motion to intervene and request for contested
case hearing on the application, and authorize the City's legal representatives to participate
in a contested case hearing and all related proceeding on the application, second by Gonzalez.

Public Wishing to Address Council

Legislative Regular Agenda
Q. Consideration and possible action to direct City Staff to initiate a City initiated rezoning to
amend a Planned Unit Development District (PUD) for the Shadow Canyon/Riverview
Development, generally located at 2675 University Ave, to remove a private/HOA trail from
Exhibit D PUD - Open Space Plan, and Paragraph F of the PUD document as requested by the
adjacent homeowners -- Sofia Nelson, CNU-A, Planning Director
Nelson presented and reviewed the Location Map, the open space plan, and what the next
steps will be if this item is approved. Derek Pampe, developer for the project reviewed the
current proposed mulch trail and suggested alternative.
Mayor Schroeder opened the public hearing at 6:13 p.m.
Heather Arnold, who represents 24 homeowners, stated that she supports removal of the trail,
and noted her concerns with the trail and citizen engagement process.

R. Public Hearing and First Reading of an Ordinance for the voluntary annexation and initial
zoning designation of Low Density Multifamily (MF-1) of an approximate 10.00 acre tract of
land situated in William Addison Survey Abstract No. 21, generally located at 200 Hillvue Rd
-- Nat Waggoner, Assistant Planning Director
Waggoner presented the item and reviewed the Location Map, Aerial Map, Future Land
Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN) explanation,
land use ratios for MDN, transitions for MDN, Zoning Map, Low Density Multifamily (MF-
1) explanation, dimensional standards between MF-1 and RS, and what is permitted in MF-1
by right, with limitations, and with a SUP. He added that the application complies or partially
complies with all aspects of the UDC Section 3.06.030 approval criteria. Waggoner stated that
public notifications were sent to 74 property owners within the 300-foot buffer and notice
placed in the Williamson County Sun Newspaper on June 20th, 2021. He continued that one
sign was posted on the property and to date, staff has not received any public comments.
Waggoner added that at their July 6, 2021 meeting, the Planning and Zoning Commission
recommended approval of the request (7-0). He then provided the tentative schedule.

David Lageson, Michael Lund, Louis Austin, and Blake Laster addressed the Council related
to their concerns with facilities being used by people outside the neighborhood that don't pay
for them; the increase in traffic and strain on the roads; privacy; and the change in property
use.
Mayor Schroeder closed the public hearing at 6:38 p.m.

election of City Council District 6 member to fill a vacancy, and to be held on November 2,
2021, ordering a run-off election, if necessary, and establishing procedures for said election -

Densmore presented and noted that this is a routine item needed to formally call the Special
Election to fill a vacancy in District 6 to be held on November 2, 2021.

T. First Reading of an Ordinance ordering an Election to be held on November 2, 2021, for the
purpose of submitting to the voters of the City, certain proposed amendments to the City
Charter -- Skye Masson, City Attorney
Masson presented the item and noted that this was the first reading of the Ordinance needed
to put the Charter amendments on the ballot and the attached presentation showed the
proposed ballot language.

U. Consideration and possible action to approve a Resolution amending and restating the
Cooperative Agreement between Williamson County and participating member
governments of the Williamson County and Cities Health District (WCCHD) -- Jackson Daly,

Daly presented and provided a background on the WCCHD and noted that the proposed
amendment will change the make-up of the heath district's board and allow city managers to
serve on the board. He added that other member governments are expected to take similar
action.

Daly presented the item and provided a background of the WCCHD and noted that the MOU
will provide direction to the health district board; ensure the health district is best prepared
to meet public demands; and parse out function of the district deemed essential public health
services.

Westbrook presented and provided a summary of work done to date, material cost analysis,
and proposed changes.
Hood asked about the review period for fee per dwelling unit. Westbrook responded that the
language is for a minimum of annually but can be done more often. Hood then asked about
what happens if material costs go down. Westbrook responded that the fees are only intended
to cover the City's costs and could be lowered if needed.

X. Public hearing regarding the taking of approximately 0.015 acres of parkland along Whisper
Creek Drive, being a part of the parkland in the Final Plat of the Shadow Canyon Collector
Road and Parkland, for the extension of a wastewater line, and in accordance with Chapter
26 of the Texas Parks and Wildlife Code -- Travis Baird, Real Estate Services Manager
Baird presented the item and reviewed the background information, line in relation to park
boundaries, alternative alignments, existing routes, and protection of the park.

AC Discussion and possible action related to professional services for the 2021 Redistricting
process -- Mayor Josh Schroeder
Schroeder introduced the item and then Masson presented and provided background on the
redistricting process, a redistricting overview, required professional services, and needed
council direction. She noted that Council can continue to work with Bickerstaff who has done
the previous redistricting work for the City or a Request for Qualification (RFQ) can be issued.
General discussion among Council and staff regarding if Council is using the best partner;
communication during the process; the need to have the process be expeditious; use of
appropriate software; next steps for developing an RFQ; and who will review the RFQ.
Motion by Hood to direct staff to issue an RFQ for legal professional services for the 2021
redistricting process and bring qualifications back to Council, second by Gonzalez.
