Aug. 29th 7:-0 810 Church St.
Present: E. Malinovsky, M. Herbert, M. Lackey, H. Gold, E. Thornton
R. Hanson, J. Doerfler, R. Stump, J. Allen, M.E. Kersch.
Absent: T. Magness. D. Zabala
Minutes Approved.
M. Lackey gave report on preparation of article I, II, III, pronouns
have been changed. Report on typing cost 2.50 per page.
1:06 Discussed at length.
Committee voted to leave 1:06 as purposed.
1:08 #2 Comprehensive plan.
Vote passed unanimous to add, "revised" comprehensive plan, within
2 years, from date ammended charter is adopted.
The last part of #2. To be revised by R. Hanson.
1:08 #4 strike appropriate add "council".
Sec. 1:09. New section Add the word "zoning".
2:01 purposed add after charter "and upon expiration of current
terms". subject to M. Herbert report from Justice Dept.

Mayor pro tem shall be entitled to vote".

M. Herbert Made motion M. Lackey 2nd, to drop ethics review recommendation
from last meeting. Passed unanimous.
R. Stump is to write ethics. Council shall adopt ethics. Ordinance
and provide for annual review.
3:04 after Mayor add "and City Secretary".
M. E. Kersch made report on dates and places for public hearing.
R. Hanson, E. Malinovsky, J. Allen to set up public hearing.

No discussion of place system:
The study was inconclusive:
The major statements were districting:
This is particularly difficult for small cities where size
homogeneity complicate the drawing of boundaries.
At large, systems although generally viewed as exclusive for
minorities, are not necessarily so.
Final conclusion: No clear structual answers as to questions of
adequate representation and effective government.
Each city must determine what system suits it's need and recognize
that no one decision can solve all problems or address all issues.
