An Ordinance of the City Council of the City of Georgetown, Texas creating a
Community Development "Technology Fee ", repealing conflicting ordinances and
resolutions; including a severability clause; and establishing an effective date.
WHEREAS, the City of Georgetown plans to utilize an automated project
tracking system to facilitate the review and coordination of land development and
building permitting application and inspection processes; and
WHEREAS, the intent of automated project tracking system is to improve
efficiency, effectiveness, and security of the development review and project inspection
process, including reducing paper consumption and reducing paper storage
requirements; and
WHEREAS, the proposed automated project tracking system will provide an
online customer portal that will allow applicants access to their project file and the
ability to monitor the status of the review process; and
WHEREAS, the City Council has determined that a "Technology Fee" is required
so that the automate project tracking system is funded by the applicants that use the
system rather than by the General Fund; and
WHEREAS, the City Council with this Ordinance will establish a special revenue
fund to account for revenues and expenditures for the Community Development
automated project tracking system; and
WHEREAS, the caption of this Ordinance was printed in the Williamson County
Sun in compliance with the City Charter of the City of Georgetown.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this
Ordinance are hereby found and declared to be true and correct, and are incorporated
by reference herein and expressly made a part hereof, as if copied verbatim. The City
Council hereby finds that this Ordinance implements the 2030 Land Use Plan and that
the enactment of this Ordinance is not inconsistent with nor in conflict with any other
2030 Plan Policies.
SECTION 2. The City Council has determined that the Technology Fees shall
be used to pay the costs and expense associated with implementation, maintenance, and
upgrade of the automated project tracking system and equipment.

SECTION 3. The Community Development Director is authorized to establish
the amount of the Technology Fees based on the type of review, number of reviews and
reviewers, whether on -site inspections are required and how many, and the complexity
of the application process. The Technology Fee will be charged with all Planning and
Development Applications and all Building Permits Applications and shall be paid by
the applicant at the time the application is made.
SECTION 4. Technology Fees will be deposited in a special revenue fund.
The costs and expense of the automated project tracking system noted in Section 2 above
will be paid from the special revenue fund in accordance with the City's standard
purchasing policies, without any additional or other approval.
SECTION 5. All ordinances that are in conflict with the provisions of this
Ordinance are, and the same are hereby, repealed and all other ordinances of the City
not in conflict with the provisions of this Ordinance shall remain in full force and effect.
SECTION 6. If any provision of this Ordinance or application thereof to any
person or circumstance shall be held invalid, such invalidity shall not affect the other
provisions, or application thereof, of this Ordinance which can be given effect without
the invalid provision or application, and to this end the provisions of this Ordinance are
hereby declared to be severable.
SECTION 7. The Mayor is hereby authorized to sign this Ordinance and the
City Secretary to attest. This Ordinance shall become effective and be in full force and
effect on the date of final adoption by the City Council.
