Tuesday, June 8, 2021
Prior to calling the meeting to order an invocation was performed by Ed Ruby with Crestview
Baptist Church.
The Georgetown City Council will meet on Tuesday, June 8, 2021 at 6:00 PM at the Council and
Court Building located at 510 West 9th Street, Georgetown, TX 78626.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act

Mayor Schroeder called the meeting to order at 6:13 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council
Member District 7. Rachael Jonrowe, Council Member District 6 was absent. A quorum of
Council Members was present in Council Chambers, Tommy Gonzalez, Council Member District
7 was present via virtual meeting option and a roll call was performed.

Public Wishing to Address Council
On a subject that is posted on this a enda: Please fill out a speaker registration form which can be
found on the table at the entrance to the Council Chamber. Clearly print your name and the
letter of the item on which you wish to speak and present it to the City Secretary on the dais,
prior to the start of the meeting. You will be called forward to speak when the Council
considers that item. Only persons who have delivered the speaker form prior to the meeting
being called to order may speak. Speakers will be allowed up to three minutes to speak.
On a subject not posted on the agenda: An individual may address the Council at a regular City
Council meeting by contacting the City Secretary no later than noon on the Wednesday prior
to the Tuesday meeting, with the individual's name and a brief description of the subject to
be addressed. Only those persons who have submitted a timely request will be allowed to
speak. The City Secretary can be reached at (512) 931-7715 or cs@georgetown.org. Speakers
will be allowed up to three minutes to speak.

Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon
with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed
and acted upon individually as part of the Regular Agenda.
C. Consideration and possible action to approve the minutes of the Workshop and Regular

D. Consideration and possible action to appoint Scott Tipton to the Williams Drive TIRZ Board

E. Consideration and possible action to approve a Resolution verifying that the cybersecurity
training required by Section 2054.5191 of the Texas Government Code has been completed
by City of Georgetown employees and authorizing the Director of Information Technology

F. Consideration and possible action to approve a service agreement between Georgetown
Economic Development Corporation (GEDCO) and Atmos Energy Corporation for

G. Consideration and possible action to accept the City's Quarterly Financial Report, which
includes the Investment Reports for the City of Georgetown, Georgetown Transportation
Enhancement Corporation (GTEC), and the Georgetown Economic Development

H. Consideration and possible action to approve a Resolution granting a license for the
encroachment of a path composed of crushed granite, landscaping along the right of way
for a length of 60 feet not to exceed 3 feet in height and a maximum width of 10 feet, and
existing steps and railing into in the right of way of S. Austin Ave., immediately adjacent to
208 S. Austin Ave., and to authorize the Director of Planning to execute all necessary

Legislative Regular Agenda
K. Consideration and possible action to approve a Resolution of the City Council of Georgetown
Texas Approving the First Amendment to the Second Amended and Restated Consent
Agreement between the City of Georgetown, HM Parkside, LP, HM Parkside Development
Inc., HM CR 176-2243, L.P., HM-GP II, LP, Williamson County Municipal Utility District No.
25, Parkside on the River Municipal Utility District No. 1 and, upon their creation, up to two
Additional Districts, consisting of a total of approximately 1,778.18 acres of land generally
situated south of SH 29 at Water Oak Parkway and north of RM 2243/Leander Road between
the Preserve Subdivision and the River Ridge Subdivision, and also including an
approximately 62 acre tract located south of RM 2243 and west of CR 176 — David Morgan,
City Manager

Public Hearing and First Reading of an Ordinance approving the 12th amendment to the Sun
City Texas Development Agreement, to increase of the maximum allowed residential units
from 7,500 residential units to 7,575 residential units to allow for the increase in units to be
developed within the Sun City Texas Softball/Neighborhood 61 PUD, generally located at 135
Sun City Blvd — Ethan Harwell, Senior Planner
Harwell presented the item and reviewed the current request to construct up to 75 single
family attached residential units within the Sun City Texas Softball/Neighborhood 61 PUD
which will be an amendment submitted under separate submittal. He then reviewed the
Concept Plan and proposed terms for the Twelfth Amendment as follows: increase the
maximum number of residential units allowed on the Property by 75 units, from 7,500 to
7,575, all of which are age -restricted to persons age 55 and older, where the additional 75 units
would be in the Sun City Texas Softball/Neighborhood 61; adopt the Tenth Amended Concept
Plan showing the increase in units; set the water and wastewater impact Fees for the 75
additional units to the rates in effect at time of platting; and set the parkland fee for the 75
additional units to $825/unit. Harwell then noted that related to the Sec. 3.20.030. approval
criteria, the Council shall consider the following matters: the proposed agreement promotes
the health, safety or general welfare of the City and the safe orderly, and healthful
development of the City; the proposed agreement is consistent with the Comprehensive Plan;
and staff has found the request for a development agreement is consistent with the noted
criteria.

M. Public Hearing and First Reading of an Ordinance of the City Council of the City of
Georgetown, Texas ("City") Amending Chapter 9.13 of the Code of Ordinances Relating to
the Juvenile Curfew; Making Such Other Findings And Provisions Related to the Subject; and
Declaring an Effective Date -- Wayne Nero, Chief of Police
Nero presented the item and noted that the curfew must be reevaluated every three years.
He added that enforcement of the ordinance is rare, and the Police Department has only
written four citations in the last year. Nero added that his didn't have statistics on when
juveniles are detained and then released to parents with no citations being issued.

N. First Reading of an Ordinance revising the existing Chapter 3.01 pertaining to Personnel
Policies by adding sections 3.01.231 "Telecommuting" to the Code of Ordinances of the City
of Georgetown -- Tadd Phillips, Human Resources Director
Phillips presented the item and provided a draft policy overview with following points: the
policy will be effective July 1, 2021; the policy purpose is to encourage a viable, flexible work
option when both employee and job duties are suited to the arrangement and support
continuity of operations; and the policy clarifies definitions and includes two types of
telecommuting 1) Regular Telecommuting with up to 2 days per week for employees meeting
eligibility and with signed agreement, and 2) situational and emergency telecommuting
which is temporary and includes weather event, public health emergency, some medical
leave, care for sick child, and can include employees not eligible for regular telecommuting.

agree with the policy, and if the policy would come back to Council if it was determined to
stop telecommuting all together.

O. First Reading of an Ordinance of the City of Georgetown, Texas, amending the 2021 Annual
Budget for mid -year obligations that were not known at the time the budget was adopted,
appropriating the various amounts thereof, and repealing all ordinances or parts of
ordinances in conflict therewith -- Nathan Parras, Assistant Finance Director

presented at workshop and gave a very brief overview of the proposed changes.

Consideration and possible action to approve an arts and culture grant application to the
Texas Commission on the Arts for a Cultural District grant to fund a downtown development
project and enhancement to public space near Grace Plaza -- Amanda Still, Arts and Culture
Coordinator and Kim Mcauliffe, Downtown Development Manager
Still presented the item and reviewed a Location Map, site renderings, and the intent of
Cultural District Grants, adding that the grant request was for $190,000 with matching
funding from the Downtown TIRZ.

grand including narrative and financial report; the effects on parking space; and additional
opportunities for public art.

Gonzalez stated that he likes the concept but is worried about loss of parking spaces and he
doesn't think giving up parking is a good idea.
