Mayor Schroeder called the meeting to order at 6:16 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Tommy Gonzalez, Council Member District 7. Rachael Jonrowe, Council Member District 6 was absent. All Council Members were present via videoconferencing and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Pledge of Allegiance Parr led both pledges. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to amend the Sun City Neighborhood 61 Planned Unit Development (PUD), to revise the standards of the existing PUD to include attached single-family residential as a permitted use and increased allowable residential units, consisting of approximately 23.50 acres in the Burrell Eaves Survey, Abstract 216 Williamson County, generally located at 135 Sun City Blvd -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and reviewed the Location Map, Aerial Map, Zoning Map, current PUD for Neighborhood 61 explanation, Future Land Use/Overall Transportation Plan Map, Mixed Density Neighborhood explanation, and Planned Unit Development (PUD) explanation. She added that the Neighborhood 61 PUD Amendment No. 2 includes: RS base zoning; 50-foot Buffer on Oak Branch Drive; 25-foot Gateway Buffer; and reduction of buffer with amenities from 25-feet to 15-feet. Nelson reviewed the site plan and noted that the request complies with all aspects of the approval criteria for UDC Section 3.06.030 and either complies or partially complies with all aspects of the approval criteria for UDC Section 3.06.040. She stated that public notifications were sent to 31 property owners/neighborhood associations within the 300-foot buffer with notice in the Williamson County Sun Newspaper on May 2, 2021; signs were posted on the property and to date, staff has received four letters in opposition and one letter in favor. Nelson added that at their May 18, 2021 meeting, the Planning and Zoning Commission recommended approval of the request (4-1). Nelson read the caption. Peter Verdicchio, representing the applicant presentation, presented and reviewed the Land Use Summary Map; current use; PUD request for consideration; and the increase in housing diversity. Consideration and possible action to approve a Resolution of the City Council of Georgetown Texas Approving the First Amendment to the Second Amended and Restated Consent Agreement between the City of Georgetown, Laredo W.O., Ltd., HM Parkside, LP, HM Parkside Development Inc., HM CR 176-2243, L.P., HM-GP 11, LP, Williamson County Municipal Utility District No. 25, Parkside on the River Municipal Utility District No. 1 and, upon their creation, up to two Additional Districts, consisting of a total of approximately 1,778.18 acres of land generally situated south of SH 29 at Water Oak Parkway and north of RM 2243/Leander Road between the Preserve Subdivision and the River Ridge Subdivision, and also including an approximately 62 acre tract located south of RM 2243 and west of CR 176 -- Wayne Reed, Assistant City Manager This item was pulled from the agenda and not taken up for consideration by the Council. Consideration and possible action to approve an Interlocal Agreement with Georgetown Independent School District for the placement of public art at 101 E 7h Street -- Amanda Still, Arts and Culture Coordinator and Kim McAuliffe, Downtown Development Manager Mayor Schroeder recused himself from this item. Still presented the item and noted that the mural was designed by GHS students and will be on the side of the Tejas Meat Market building located at 101 East 81hStreet. Consideration and possible action to approve a Resolution of the City Council of Georgetown Texas approving the "First Amendment to the Consent Agreement" concerning Williamson County Municipal Utility District No. 34 also known locally as Shadow Canyon Subdivision or Riverview Subdivision, located in Williamson County, Texas consisting of approximately 278 acres generally located along SH 29 west of DB Wood Road and east of the Water Oak Subdivision between SH 29 and the South Fork of the San Gabriel River, and consideration and possible action to approve a new Water Service Agreement for the subject land -- Wayne Reed, Assistant City Manager This item was taken after Item W, but before Item X. Reed presented the item and reviewed the project location and general description. He then reviewed the amendments to the 2016 Consent Agreement as follows: address traffic signalization at River Terrace Drive and SH 29 Intersection; address residential architectural and masonry requirements (same as PUD Ordinance); recognize that the owner will sell 124 acres of the Land (Parcels 2, 6, and 7) to Continental Homes of Texas, L.P., which will fulfill certain obligations; South San Gabriel River Trail and public comments on mulch trail; increase Bond Amount Limit from $19.9 million to $26 million; and replace the Water Service Agreement that is a stand-alone agreement but is referenced in and attached to the Consent Agreement. Pulsifer Survey, Abstract No. 498 and the C. Stubblefield Survey, Abstract No. 558, generally located on the north side of W University Avenue between IH-35 and Wolf Ranch Parkway -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and noted that there had been no changes since the first reading. Second Reading of "An Ordinance of the City Council of City of Georgetown, Texas Amending Ordinance No. 2019-69 and 2020-84 and approving a "Second Amendment to Development Agreement for Parkside on the River Subdivision," Repealing Conflicting Ordinances and Resolutions; including a Severability Clause; and Establishing An Effective Date" -- Wayne Reed, Assistant City Manager Reed presented the item and noted a slight change in wording on page 5 of the Second Amended Development Agreement to add the word "substantially" so that the definition reads: " "Amended Consent Agreement" means the Second Amended and Restated Consent Agreement recorded under Document No. 2019117039 of the Official Public Records of Williamson County, Texas, as amended by the First Amendment to Second Amended and Restated Consent Agreement, which First Amendment is substantially in the form attached as Schedule 3 to this Second Amendment." Reed read the caption and noted. Discussion and possible action to direct the City Manager and staff to develop a plan to open River Ridge neighborhood pool for operation during summer 2021 up to a total cost of $20,000 -- Josh Schroeder, Mayor Mayor Schroeder presented the item and provided background. He added that Council member Hood had received lots of feedback and he was hoping that staff could provide a plan to open the pool. Morgan responded that this would authorize staff to use up to $20,000 for summer operations at the pool and that the reason for closing the pool was based on financial projects done last year when the City's financial position looked much different. He added that the hardest part of opening the pool would be finding lifeguards to staff it. Gonzalez proposed selling pool to neighborhood because he doesn't think it is used by other citizens outside of the neighborhood. He added that more pools could be needed in the future in other areas of town. Parr asked how many lifeguards would be needed to fully staff the pool. Kimberly Garrett, Director of Parks and Recreation, responded that the City would need 10-15 additional lifeguards to fully open the pool. She noted that the City does have more lifeguard onboarding scheduled and this would be short turn around to open the pool. Hood stated that he understands Gonzalez's comments, and perhaps the City could open the pool later in the season. He added that he is open to staff recommendations. Mayor Schroeder asked for clarification on what motion staff needed to proceed. Morgan asked that Council authorize the use of funds. Fought asked for the future, how possible it is to turn the pool over to the neighborhood. Morgan responded that staff would have to review. Garrett stated that River Ridge HOA gave the pool to the City in the late 1980's. Fought wondered if the City should give it back. Motion by Hood to approve Item Z as submitted, second by Parr.
