The Georgetown City Council will meet on Sunday, February 21, 2020 atf:00 PM at the Council
Chambers at 510 West 91h St., Georgetown, Texas. 2OZA
The City of Georgetown is committed to compliance with the Americans with Disabilities Act

Mayor Schroeder called the meeting to order at 2:00 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Mary Calixtro, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; Rachael Jonrowe, Council Member
District 6; and Tommy Gonzalez, Council Member District 7. All Council Members were present
via videoconferencing and a roll call was performed.

Legislative Regular Session
A. Consideration and possible action to approve a Resolution ratifying the Disaster Declaration
signed February 14, 2021 and consenting to its continuation for a period of more than seven
days -- Jackson Daly, Community Services Director
Daly presented the item and noted that on February 14, 2021, Mayor Josh Schroeder, acting in
accordance with authority granted to him under Section 418.108(a) of the Texas Government
Code and the City's Home Rule Charter, declared a local state of disaster for the City due to
concerns related to the severe winter weather conditions and the occurrence and imminent threat
of widespread and severe damage, injury, and/or loss of life and property. He continued that
section 418.108(b) of the Texas Government Code provides that such a declaration of disaster may
not be continued for a period of more than seven days exception with the consent of the City
Council, and at this time, the conditions necessitating the disaster declaration will continue to
exist for a period of more than seven days. Daly stated that the attached Resolution would ratify
the Mayor's local disaster declaration and extend it until March 23, 2021 unless ended before then
by the Mayor or further City Council action. He then noted what could be done under a declared
disaster, adding that under state law, the Mayor is designated as the Emergency Management
Director for the city and generally speaking, the Mayor has the same powers as the governor just
scaled to a local level. Daly stated in other words, the Mayor has the power to: evacuate all or
part of the population of an area of the city that has been stricken or is threatened if necessary for
the preservation of life or other disaster mitigation, response, or recovery effort; prescribe routes,
modes of transportation, and destinations in connection with an evacuation; control ingress and
egress to and from a disaster area and the movement of persons and the occupancy of premises
in the area; suspend or limit the sale, dispensing, or transportation of alcoholic beverages,
firearms, explosives, or combustibles; establish curfews and blockades; implement other security
measures necessary to protect life and secure property; and suspend deadlines imposed by city
ordinances. He noted that the disaster declaration ensures the can be eligible for certain
reimbursements, reassign personnel and resources, and seek assistance from State. Daly
provided the following additional information: more details will be provided at Tuesday's City
Council workshop on February 23, 2021; and encourage people to connect with us at
Georgetown.org, on social media, and to register or update their information at
W arnCentralTex as. org.
Fought asked if a release of funds is needed at this time. Daly responded no, just the declaration
extended.
Gonzalez asked if on Tuesday staff could possibly explain the relationship with other power
providers. David Morgan, City Manager responded that staff could do that, and will do an after
action debrief. He added that staff has a need to document related expenditures.
Calixtro asked if there were any more vouchers available. Morgan responded that those are being
coordinated through the County. He added that if anyone is in an unsafe situation, they should
call 911 to get assistance.
Jonrowe asked about notifications available via reverse 911. Daly responded
warncentraltexas.org is operated by CAPCOG and citizens can register for various types of
notifications. Jonrowe stated that she was getting a lot of questions about what the utility bills
will look like, and she would like to provide a breakdown of what is included in the bill. Morgan
responded that staff had put more information online. He added the City's rates are set by
ordinance and utility bills will be reflective of usage. Morgan stated that the City will work
through financial impacts of the store. Jonrowe wanted staff to know about misinformation that
is being spread through social media. Morgan responded that staff would do their best to quell
rumors.

Phil Brown asked why the City was extending the emergency declaration until the end of March
and not as needed. He then asked what the associate implications were for businesses that use
water for their business operations such as car washes.

Gonzalez asked that staff provide information to Mr. Brown. Morgan responded that staff will
follow-up and the water restriction in place should be lifted within the next few days.
