HomeMy WebLinkAboutMIN 02.23.2021 CC-RNotice of a Meeting of the Governing Body of the City of Georgetown, Texas Tuesday, February 23, 2021 The Georgetown City Council will meet on Tuesday, February 23, 2021 at 6:00 PM via Teleconference The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Mayor Schroeder called the meeting to order at 6:20 p.m. The following Council Members were in attendance: Mayor Josh Schroeder; Mary Calixtro, Council Member District 1; Shawn Hood, Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; Rachael Jonrowe, Council Member District 6; and Tommy Gonzalez, Council Member District 7. All Council Members were present via videoconferencing and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Pledge of Allegiance - Hood led both pledges. Comments from the Mayor - Council members thanked staff and provided personal stories. Mayor Schroeder noted the good work of the faith community and how they assisted the County. He also noted a gas station owner who gave away goods when the power was out. Gonzalez noted the Southwestern students helped Gonzalez get his car unstuck. Jonrowe noted assisting someone outside of her district and City service area with help of neighborhood resources. Pitts noted volunteers helping neighbors clear debris from yards and personal property and thanked David Morgan for helping him at his home. Fought praised utilities staff for their work, updates to the City websitc, neighbors helping neighbors, and general kudos to staff. Hood commended City staff. Triggs noted neighbors helping neighbors and how he has appreciation of City staff even more so now and how the weather event brought out the best in the community. Calixtro noted helping people with food and how her son-in-law helped a neighbor's child in the snow and helped get water to a family in need with a baby. She then provided congratulations to staff. Mayor Schroeder thanked all involved. - Fire Department presentations for CPR Saves Announcements Action from Executive Session Public Wishing to Address Council On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Consideration and possible action to direct staff to prepare a budget amendment related to the winter weather event in February 2021 for emergency expenditures and appropriations - - Leigh Wallace, Finance Director Wallace presented the item and reviewed the Budgetary and Fiscal Policy and actions taken during the Emergency Weather Event. She reviewed continued actions taken by staff and the needed budget amendment to cover the following: $150,000 General Fund Public Works from available reserves for outside tree removal and mulching services due to volume of debris; $150,000 Water Fund from available reserves for outside leak detection and repairs to assist internal resources; and $10,000 General Fund Public Works from salaries to replenish de-icer supplies. Wallace noted that purchase power is still receiving settlement data from ERGOT; expecting invoices to be much higher than usual; taking steps to preserve cash liquidity; and consulting with Financial Advisors and Bond Attorney on short-term and long-term options. She then reviewed the needed next steps. Discussion between Calixtro and Wallace related to taking money from the Public Works salaries and how it would not negatively impact any current employees and it a temporary measure. Public Hearing and discussion regarding the adoption of Transportation Impact Fees -- Wesley Wright, PE, Systems Engineering Director Wright presented the item and reviewed the process for implementing Transportation Impact Fees. Mayor Schroeder opened the Public Hearing at 7:02 p.m. to remain open until the March 9, 2021 Council meeting. Motion by Pitts to continue this public hearing to the March 9th City Council meeting, second by Hood. Public Hearing and First Reading of an Ordinance adopting Chapter 8.40 of the Code of Ordinances relating to establishing minimum standards of care for youth recreation programs -- Kimberly Garrett, Parks and Recreation Director Eric Nuner, Assistant Parks and Recreation Director presented the item and read the caption. Mayor Schroeder opened and closed the Public Hearing at 7:03 p.m. as there were no speakers. Motion by Pitts, second by Fought. Public Hearing for a Development Agreement for Canyons at HCH Ranch Subdivision, pertaining to a proposed new subdivision consisting of approximately 364 acres generally situated at the corner of FM 3405 and CR 289 -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and reviewed the history of the item. Mayor Schroeder opened the Public Hearing at 7:05 p.m. to continue until the March 9, 2021 Council meeting. Motion by Pitts to continue this public hearing to the March 9th City Council meeting, second by Hood. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone approximately 7.059 acres out of the J. Robertson Survey, Abstract No. 545, William Addison Survey, Abstract No. 21, and the F.A. Hudson Survey, Abstract No. 295, from the Local Commercial (C-1) zoning district to the Low Density Multi -Family (MF-1) zoning district, for the property generally located northeast of the intersection of FM 1460 and Westinghouse Rd -- Sofia Nelson, Planning Director This item was postponed at the request of the applicant. Motion by Pitts to postpone this item to the March 9, 2021 City Council meeting, second by Gonzalez. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone approximately 85.734 acres out of the David Wright Survey, Abstract No. 13, and the John Berry Survey, Abstract No. 51, from the Agriculture (AG) zoning district to the Planned Unit Development (PUD) district with a base district of Business Park (BP) for the property generally located at 2250 N IH 35 -- Andreina Davila -Quintero, AICP, Current Planning Manager Davila -Quintero presented the item and reviewed the Location Map, Aerial Map, Zoning Map, Future Land Use/Overall Transportation Plan Map, Regional Center (RC) explanation, land use ratios for RC, PUD explanation, and General Commercial uses by right, with limitations, and with a SUP noting that some uses have been removed. She explained the Business/Industrial park uses by right, with limitations, and with SUP including some uses that have been removed. Davila -Quintero explained the PUD standards for building design, landscaping, and screening and stormwater. She noted the application complies, partially complies, or does not comply with UDC Section 3.06.030 and Section 3.06.040 approval criteria. Davila -Quintero reviewed 2030 Plan policies and noted that at the February 22, 2021 special meeting, the Planning and Zoning Commission recommended approval of the request (5-0). Davila -Quintero read the caption. General discussion about the Planning and Zoning Commission vote; how the application could comply in areas where it didn't, and need for the applicant to use the PUD designation. Sal Perdomo, applicant, address the Council regarding questions raised by the Council and general aspects of the project. Mayor Schroeder opened the Public Hearing at 7:47 p.m. The following speakers addressed the Council via Zoom: Ben Wisher who lives near the property expressed his concerns about the project. Consideration and possible action to approve an "Interim Acquisition and Reimbursement Agreement" between the City and Westinghouse77, LP pertaining to the Parks at Westhaven Public Improvement District -- Wayne Reed, Assistant City Manager Reed presented and reviewed the work done to date on the project, the general development concept, and the next steps. Consideration and possible action to approve payment for the 2021 Annual TCEQ Permit renewal fees for the water system, water treatment plants, and wastewater treatment plants in the amount of $120,885.20 -- Chelsea Solomon, Water Utility Director Mayor Schroeder applauded Solomon's efforts during the storm the previous the week. Solomon presented the item and read the caption. She noted that the fees are for all City plants and Council approval was needed due to the amount for the total cost of fees. Consideration and possible action to approve a Resolution abandoning a drainage easement and a public utility easement, across approximately 11.84 acres now known as Parkside Crossing Townhomes and as described in Documents 2019097116 and 2019097117, respectively, of the Official Public Records of Williamson County, Texas; and, to authorize the Mayor to execute all necessary documents -- Travis Baird, Real Estate Services Manager Baird presented the item and provided a site illustration and explanation of the easement.
