The Georgetown City Council will meet on Tuesday, February 9, 2021 at 6:00 PM via
Teleconference

Mayor Schroeder called the meeting to order at 6:25 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Mary Calixtro, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; Rachael Jonrowe, Council Member
District 6; and Tommy Gonzalez, Council Member District 7. All Council Members were present
via videoconferencing and a roll call was performed.

Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be
found on the table at the entrance to the Council Chamber. Clearly print your name and the
letter of the item on which you wish to speak and present it to the City Secretary on the dais,
prior to the start of the meeting. You will be called forward to speak when the Council
considers that item. Only persons who have delivered the speaker form prior to the meeting
being called to order may speak. Speakers will be allowed up to three minutes to speak.
On a subject .not posted on the agenda: An individual may address the Council at a regular City
Council meeting by contacting the City Secretary no later than noon on the Wednesday prior
to the Tuesday meeting, with the individual's name and a brief description of the subject to
be addressed. Only those persons who have submitted a timely request will be allowed to

Jonrowe aske for clarification on the need for the encroachment if only painting. Travis Baird,
Real Estate Services Coordinator responded this feature comes off of the building and into the
right of way. He added that when changes or improvements happens staff uses the
opportunity to license things that were not licensed before.

M. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone
approximately 92.612 acres out of the in the W. Stubblefield Survey from the Agriculture (AG)
zoning district to the Residential Single -Family (RS) zoning district, for the property generally
located 4250 University Ave. -- Sofia Nelson, Planning Director
Nat Waggoner, Long Range Planning Manager, presented the item and reviewed the Location
Map; Aerial Map; Future Land Use/Overall Transportation Plan Map; Neighborhood (NH)
zoning designation; Zoning Map; Land Use Ratios for Neighborhood designation; Residential
Single -Family (RS) designation; and Residential uses by right, with limitations, and permitted
with a SUP. He noted that based on the approval criteria for UDC Section 3.06.030 the
application complies in all areas. Waggoner stated that public notifications were sent to 19
property owners within the 300-foot buffer, notice was placed in the Williamson County Sun
Newspaper on December 30, 2020, and signs were posted on the property. He continued that
to date, staff has received two written comment in favor and zero written comments opposed.
Waggoner stated that at their January 19, 2021 meeting, the Planning & Zoning Commission
recommended approval of the request (7-0).

N. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone
2.43 acres out of the Nicholas Porter Survey, Abstract No. 497, from the Local Commercial (C-
1) zoning district to the General Commercial (C-3) zoning district, for the property generally
located at 1010 Clay Street -- Sofia Nelson, CNU-A, Planning Director
Nelson presented the item and reviewed the Location Map; Aerial Map; surrounding
properties; Future Land Use/Overall Transportation Plan Map; Highway Commercial (HC)
zoning designation; Land Use Ratios for Highway Commercial; Zoning Map; General
Commercial (C-3) zoning designation; permitted uses by right, with limitations and with a
SUP for both C-1 and C-3 designations; and key differences between C-1 and C-3
designations. She noted that based on the approval criteria for UDC Section 3.06.030 the
application complies or partially complies in all areas. Nelson added that at their January 5,
2021 meeting, the Planning & Zoning Commission recommended approval of the request (4-
0).

Jonrowe asked about the uses in C-1; target uses; and the ability to have a heliport without a
SUP. Nelson responded that the she unsure what the applicant has planned for the use and
the heliport shows the age of the Unified Development Code (UDC).
Mayor Schroeder opened and closed the public hearing at 7:03 p.m. as there were not speakers
Motion by Pitts, second by Fought.
Jonrowe stated that she will vote against this as it is not a huge difference in zonings, and she
is concerned about increasing the density and how it could have a negative impact on
neighbors nearby. Josh Baran, representing the applicant, responded that the primary reason
for going C-3 is the higher density and height ability, and added that there will be a new
intersection will be nearby. Jonrowe added that height was also something she was
concerned about.
Calixtro asked if the applicant knows what they will be doing on the site. Baran responded
that he is not sure yet. He added that there is only one home behind the site that is used as
an office, and the applicant is looking at retail on the bottom and possibly offices above. Baran
continued that the height is needed for use and parking.

O. First Reading of an Ordinance extending the franchise agreement with Pedernales Electric
Cooperative, Inc. and amending 14.20 of the Code of Ordinances relating to the terms and

P. Consideration and possible action to approve a Municipal Services Agreement with Charles
J. Johnson and Janice Lynn Dees for the provision of municipal services to an approximately
22.27-acre tract of land out of the Barney C. Low Survey, Abstract No. 385 and a 1.99-acre
portion of Westinghouse Road, a right-of-way of varying width described to the City of
Georgetown, Texas, generally located at 1100 and 1200 Westinghouse Road -- Sofia Nelson,
CNU-A, Planning Director
Nelson presented the item and reviewed the Location Map; Aerial Map; Future Land
Use/Overall Transportation Plan Map; Zoning Map; property history; current request;
annexation process, and tentative schedule.

Mayor Schroeder asked about the 2011 annexation agreements and if they would be in play
no matter what the intended use is. Nelson responded yes.
Gonzalez asked for clarification on the Municipal Services Agreement (MSA). Nelson
responded that the MSA starts the zoning process and does not lock Council into any form of
initial zoning.

Q. Consideration and possible action to approve a Resolution authorizing the publication of
Notice of Intention to Issue City of Georgetown, Texas Combination Tax and Revenue
Certificates of Obligation; Authorizing the Preparation of Offering Documents by Specialized
Public Finance Inc. and Other Matters Related Thereto -- Leigh Wallace, Finance Director
Wallace presented the item and noted that this is not the Mobility Bond item. She added that
this is for debt already approved in the 2021 budget process. Wallace noticed that this
notification item is required by law. She added that the bonds will be a total of $24.6 million
including $10.7 million supported by property taxes and $13.9 million for self -supported
obligations. Wallace noticed that the sale is planned for April 271" to allow for Council action
that evening.

public improvements in the Parks at Westhaven Public Improvement District, approving a

S. Consideration and possible action to approve a Resolution pursuant to Government Code §
2206.053 finding that portions of a 58.6 acre tract out of the John H. Berry Survey, ABS 51,
located at 2200 CR 152, Georgetown, Texas 78626, and a 116.6 acre tract out of the John H.
Berry, ABS 51 and Joseph Berry Survey, ABS 61, located on FM 971, are necessary for the Berry
Creek Interceptor Project and authorizing eminent domain proceedings, if necessary, for
acquisition of real property to effectuate certain public improvements -- Travis Baird, Real
Estate Services Manager

domain to acquire easement rights to portions of a 58.6 acre tract out of the John H. Berry

W. Consideration and possible action to direct City staff to provide a future workshop that
summarizes current short-term rental activity in Georgetown and review potential options to
address issues identified by the City Council -- Josh Schroeder, Mayor and David Morgan,
City Manager
Mayor Schroeder presented the item and noted the need for staff to provide a future
workshop on the topic of short-term rentals to prevent possible problems. Jonrowe stated
that the full scope of what to do with short-term rentals is best determined by staff, and she
is wanting Council to move forward with addressing the issue. Fought asked about what
types of places are included. Mayor Schroeder responded that it is mostly homes that people
rent for 1-3 nights at a time. Jonrowe added that it can even be rooms in a home. Mayor
Schroeder noted that the issue is being faced by all cities.
