The Georgetown City Council will meet on Tuesday, February 25, 2020 at 6:00 PM at the Council
Chambers at 510 West 91h St., Georgetown, Texas.

Mayor Ross called the meeting to order at 6:13 p.m. The following Council Members were in
attendance. Mayor Dale Ross; Mary Calixtro, Council Member District 1; Valerie Nicholson,
Council Member District 2; Mike Triggs, Council Member District 3; Steve Fought, Council
Member District 4; Kevin Pitts, Council Member District 5; and Rachael Jonrowe, Council
Member District 6; and Tommy Gonzalez, Council Member District.

Action from Executive Session
Motion by Nicholson to reappoint Randall C. Stump as Municipal Court Judge for the City of
Georgetown for the term of two years beginning June 1, 2020 through May 31, 2022 and to
approve an 8% increase in Randall Stump's annual compensation as Municipal Court Judge
effective May 11, 2020. Second by Pitts.
Approved 7-0.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine that may be acted upon with
one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and
acted upon individually as part of the Regular Agenda.

Consideration and possible action on Task Order KHA-20-001 to Kimley-Horn and
Associates for professional design services for the Westinghouse and Scenic Lake Traffic
Signal in the amount of $59,820.00 -- Wesley Wright, PE, System Engineering Director
Motion by Pitts, second by Nicholson, to approve the entire Consent Agenda.

Legislative Regular Agenda
J. Consideration and possible action regarding a request to rename the Georgetown Municipal
Airport to the "Johnny Gantt Regional Airport" and the Airport Terminal Building to the
"Buz Landry Terminal Building" pursuant to the policy established by the City Council on
November 14, 2006 regarding the naming of city facilities, public parklands and public streets
-- David Morgan, City Manager
Morgan presented the item and provided the history of the submitted request to rename the
airport. He provided the results of the public comments that were provided. Morgan
reviewed alternative ways to Honor Mr. Gantt. He noted that the committee
recommendation was to have Council consider the request in May 2020 rename the
Georgetown Municipal Airport to the Georgetown Executive Airport at Johnny Gant Field
and not rename the Airport Terminal building per the policy guidelines.
Pitts asked about the process and the appropriate motion. Charlie McNabb, City Attorney,
stated that Council could address both renaming requests in one motion. Fought stated that
the best motion would be to accept the recommendation of the committee.
Gonzalez stated that he is willing to accept the recommendation of the committee and added
that Council should explore the requirements of someone being deceased. He added that
Council should consider reviewing the policy to allow the ability to honor people while
they're alive. Fought responded that the work was done based on one individual submitting
a request and there should be a more robust submission than just one individual. Gonzalez
emphasized the need to look at the policy.
Mayor Ross stated that Georgetown Independent School District (GISD) has named schools
when people are still alive. He then asked who came up with the naming policy. Morgan
responded that the Council did in 2006. Mayor Ross stated that it is silly to wait until someone
is deceased to honor them. Pitts noted that the conversation has directed staff to review the
policy and return it to Council.
Motion by Fought to accept the recommendation of the committee to pass forward the
recommendation to the Council in May. Mayor Ross asked if Council could make a motion
to rename that that is not effective until 2021. Pitts suggested following the policy and
postponing the vote to rename. McNabb stated that the policy is permissive, but not a
requirement. Pitts stated that Council should follow policy because it will be a slippery slope
if policy is not followed.
Motion by Pitts to postpone the subject of renaming the Airport until May of 2020. Second
by Fought.
Larry Brundidge addressed the Council and expressed his concern with considering naming
the Airport a regional airport and noted that he has a petition against changing the character
of the City airport.

K. Public Hearing and First Reading of an Ordinance on a Comprehensive Plan Amendment to
amend Sections 1.12.010 and 1.12.100 of the Code of Ordinances relating to the adoption of
the 2030 Comprehensive Plan Update, including updates to the Land Use element, Housing
plan, and establishing chapters for Gateways and Image Corridors elements and Williams
Drive Gateway Plan, in accordance with Chapter 1.08 of the Georgetown City Charter and
Functional Elements thereof -- Nat Waggoner, AICP, PMP, Long Range Planning Manager
Waggoner presented the item and noted that this Ordinance will be formally adopt the 2030
Comprehensive Plan. He provided background on the process to produce the 2030 Plan.

Mayor Ross opened the Public Hearing at 6:44 p.m.
Lou Snead addressed the council supporting adoption of the 2030 Comprehensive Plan
Update noting that it is a data driven document.

L. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone
approximately 24.00 acres out of the Antonio Flores Addition Survey, Abstract No. 235, from
the Local Commercial (C-1) district to the High -Density Multi -Family (MF-2) district, for the
property generally located at the 2601 N. Austin Ave -- Sofia Nelson, CNU-A, Planning
Director
Nelson presented the item and reviewed the Location Map, Aerial Map, Zoning Map, Future
Land Use Map, and the High Density Multi -Family (MF-2) designation. She noted that the
property complies, partially complies, and does not comply with the various aspects of the
approval criteria. Nelson stated that the Planning and Zoning Commission (P&Z)
unanimously approved this request at their February 4, 2020 meeting.

Mayor Ross opened and closed the Public Hearing at 7:01 p.m. as there were no speakers.
Leah Bojo with Gunnar Group representing the applicant addressed the Council and
provided background on the project. She also reviewed the portion of the site that remained
designated for Commercial zoning.
Motion by Pitts, second by Gonzalez,
Gonzalez stated that he supports this proposal due to the location of the property.
Pitts stated that he agrees with Gonzalez.
Jonrowe stated that Council could possibly see more and more projects like this in the north
section of town and she would like to see corridor plans.

M. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to rezone
approximately 3.277 acres consisting of Lots 7 and S, Block 1, Williams Addition, Unit 1, and
2.55 acres out of the Nicholas Porter Survey, Abstract No. 497, from the Office (OF) and
Residential Single -Family (RS) districts to the Planned Unit Development (PUD) district
with a base of Office (OF), for the property generally located at 1625 Williams Drive -- Sofia
Nelson, CNU-A, Planning Director
Nelson presented the item and noted that the property has been reviewed by Council for
other requests. She reviewed the Location Map, Aerial Map, Future Land Use Map, Zoning
Map, proposed PUD highlights, and site plan. Nelson stated that the application complies or
partially complies with the approval criteria and was unanimously approved by the Planning
and Zoning Commission (P&Z) at their February 18, 2020 meeting.

Mayor Ross opened the Public Hearing at 7:08 p.m.
Josh Beran with JAB Engineering spoke representing the applicant, regarding the request and
its history. He addressed concerns that had been raised by P&Z and steps the applicant is
taking to address them. Beran noted that the applicant did host a meeting to collect
neighborhood input.
Pitts asked the original intent was to connect to Park Lane. Beran responded no but will allow
the option for future connection. Pitts asked about the new stub that was being created. Beran
responded that it was meant to provide access to the next lot.
Gonzalez asked about the connectivity between this project and future adjacent project.
Nelson responded that the current requirement will force connectivity. She offered to provide
the exact spacing driveways prior to the second reading of the ordinance. Gonzalez noted
that connectivity to Williams Drive will greatly affect the property values for these properties.
Nelson responded that she will follow-up and noted that as properties are developed and
redeveloped, they are required to come into compliance with the current guidelines.
Mayor Ross asked if the landscaping will be lush and tall. Beran responded yes. Mayor Ross
asked if the applicant had spoked with the neighbors. Beran responded efforts were made to
contact neighbors but two had not responded. Mayor asked about the ability for a fire truck
to turn around on the lot. Beran responded that those requirements would be met.

N. First Reading of an Ordinance of the City Council of the City of Georgetown, Texas amending
Section 10.16.035 of the Code of Ordinances relating to "No parking in right-of-way except
by permit -tow -away zone" along certain portions of D.B. Wood and certain portions of
Southwest Bypass Road; repealing conflicting ordinances and resolutions; including a
severability clause; and establishing an effective date -- Ray Miller, Director of Public Works
and Wesley Wright, PE, Systems Engineering Director
Wright presented the item and noted that this item is related to an agreement with adjacent
landowners near Southwest Bypass.

Pitts noted that near Lake Georgetown there is land belonging to the Corp or Engineers that
is permitted for hunting. He then asked if this will affect people parking for hunting. Wright
responded that the section of DB Wood Road in this Ordinance is already parking by permit
only.

O. Consideration and possible action to approve a Municipal Services Agreement with AMFP
IV Chapel Hill LLC, MLL Horizon Investments LLC, Bill Nations, and the Carrie Ann
Barton Separate Property Revocable Trust, for the provision of municipal services to an
approximately 36.035 acre tract of land out of the Francis A. Hudson Survey, Abstract No. 295
and the John Powell Survey, Abstract No. 491, generally located at 401 Westinghouse Road -
- Sofia Nelson, Planning Director
Nelson presented the item and noted that it is the first step in the annexation process. She
reviewed the Location Map, Aerial Map, and Future Land Use Map. Nelson stated that the
property did come to Council at a prior meeting for a Development Agreement. She reviewed
the annexation process and tentative schedule.

P. Consideration and possible action with respect to a Resolution authorizing the Publication
of Notice of Intention to Issue City of Georgetown, Texas Combination Tax and Revenue
Certificates of Obligation; authorizing the Preparation of Offering Documents by Specialized
Public Finance Inc. and Other Matters Related Thereto -- Leigh Wallace, Finance Director
Wallace presented the item and noted that this action was in reference to a Workshop Item
that was presented at the February 1111 meeting. She added that total Certificate of Obligation
issuance is $12,805,000.00 which includes both tax backed and self-supporting projects.
Wallace stated that approximately $6.7 million of the issuance is for the property tax
supported projects which include renovating the City fuel station, purchasing vehicles,
equipment, neighborhood park development, and a traffic signal. She noted that the Austin
Avenue Bridges project was not included with this package. Wallace stated that there was
$6.1 million for airport and drainage projects.

Q. Consideration and possible action to appoint a City Council Representative to the CAPCOG
— Clean Air Coalition to fill a vacancy -- Ray Miller, Public Works Director
David Morgan presented the item as Mr. Miller was not available. He noted that the item
was needed to replace a vacancy on the CAPCOG Clean Air Coalition that was brought about
with the resignation of Ana Eby, former Council Member for District 1. Morgan provided an
overview of the committee.
Jonrowe offered to serve on the committee if she is re-elected. Nicholson offered to serve until
then.
Motion by Pitts to appoint Council Member Nicholson, second by Gonzalez.

R. Second Reading of an Ordinance for a Special Use Permit for the Warehousing and
Distribution, Limited specific use in the Business Park (BP) zoning district, for the property
generally located at the terminus of Blue Ridge Drive, bearing the legal description of 45.28
acres in the Lewis J. Dyches Survey, Abstract No. 180, to be known as CV Imports -- Sofia
Nelson, CNU-A, Planning Director
Nelson presented the item and noted that there have been no changes since the first reading.

establishing an effective date -- Daniel Bethapudi, Electric Utility General Manager
Glenn Dishong presented Items U, V, and W together. He noted that this series of items is
needed to dissolve the existing Georgetown Utility Systems (GUS) Advisory Board and
establish two boards, the Georgetown Electric Utility Advisory Board and the Georgetown
Water Utility Advisory Board.

Pitts asked about the timeframe to get the boards up and running. Dishong responded that
applications are currently open. Morgan stated that the goal is to appoint new boards in
April, provide a May orientation, and the GUS Board will dissolve in June. Pitts asked if the
appointment process for these boards will follow same the process as other boards. Morgan
responded yes.

X. Consideration and possible action to approve a Non -Annexation Agreement with Texas
Crushed Stone and Georgetown Railroad Company relating to certain property in the city's
extra -jurisdictional territory -- David Morgan, City Manager
Morgan presented the item. He noted that this agreement is to implement a traffic safety plan
for a portion of Southwest Bypass near Texas Crushed Stone.
