An Ordinance of the City Council of the City of Georgetown, Texas, amending Sections 1.12.010, 1.12.060 and 1.12.100 of the Code of Ordinances relating to the adoption of the 2030 Comprehensive Plan Update, including updates to the Land Use Element, Housing Element, and establishing chapters for Gateways and Image Corridors and Williams Drive Gateway Plan, in accordance with Chapter 1.08 of the Georgetown City Charter and Functional Elements Thereof; repealing conflicting ordinances and resolutions; including a severability clause; and establishing an effective date. "ERAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous and ongoing governmental function; and WHEREAS, on February 26, 2008, Ordinance Number 2008-07 did amend Chapter 1.12 Georgetown Comprehensive Plan in the Code of Ordinance of the City of Georgetown, defining the 2030 Comprehensive Plan and elements adopted thereof; and WHEREAS, the established vision of the City is "Georgetown: A caring community honoring our past and innovating for the future"; and WHEREAS, the purpose of the Update is to memorialize the growth of the past, prepare and cast a community vision with a plan for implementing, monitor and report how the vision is being brought to fruition, establish guidance for future development discussions and decisions including the evaluation of residential and commercial land use needs and resulting fiscal outcomes, and enable the community to participate and guide growth with a Plan the common reader can understand, and WHEREAS, the Update to the 2030 Comprehensive Plan and above -mentioned elements were developed through extensive public engagement and the use of a City Council appointed steering committee; and WHEREAS, the following seven (7) themes emerged from public engagement: maintain the family -oriented small-town feel, continue to encourage high -quality development, focus on housing and affordability, enhance economic development opportunities, enhance citizen participation and engagement, maintain and add to the existing quality parks and recreation, and improve and diversify the transportation network; and WHEREAS, the Update focuses on six (6) community conversations that emerged throughout the community engagement and planning process: distinct identity, housing diversity, complete neighborhoods, transitions, balance of commercial and residential, intentional infrastructure; and WHEREAS, the 2030 Comprehensive Plan Steering Committee held eighteen meetings Ordinance Number: ZOO -Z7 Page 1 of 3 Description: 2030 Plan Update Date Approved: 3-10-2020 between June 2018 and December 2019 and provided recommendations for the Update; and WHEREAS, the Planning and Zoning Commission did hold a Public Hearing on the Update to the 2030 Comprehensive Plan and above -mentioned elements on February 18, 2020, and upon completion of the Public Hearing voted unanimously to recommend its adoption; and WHEREAS, the City Council did hold one Public Hearing on February 25, 2020 and upon completion of the second reading of the ordinance voted unanimously to adopt the Update to the 2030 Comprehensive Plan and above -mentioned elements on March 10, 2020. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2. The City Council hereby finds that this ordinance implements the stated vision for the community. SECTION 3. The document entitled 2030 Comprehensive Plan, dated February 26, 2008, and subsequently amended shall be replaced by the 2030 Georgetown Comprehensive Plan, dated March 10, 2020, including updates to the Land Use Element, Housing Element, and establishing chapters for Gateways and Image Corridors and the Williams Drive Gateway Plan. SECTION 4. Section 1.12.010 of the Code of Ordinances of the City of Georgetown is hereby amended as follows: Sec 1.12.010 Comprehensive plan adopted. In accordance with Chapter 1.08 of the City Charter, the City Council has adopted that certain document entitled the "2030 Georgetown Comprehensive Plan" for the purposes of directing the City Council, staff and commissions in rendering actions and resolutions relating to the planning and development of the territorial limits of the City. This document is dated March 10, 2020, and may be amended from time to time. SECTION 5. Section 1.12.060 of the Code of Ordinances of the City of Georgetown is hereby amended as follows: Sec. 1.12.060. - Functional development plan adopted. In accordance with Chapter 1.08, Subsection 2 of the Georgetown City Charter, the City Council of the City of Georgetown has adopted that certain document entitled the "2030 Comprehensive Plan: Land Use Element" for the purpose of directing the City Council, staff, and/or commissions in rendering actions and resolutions relating to the utilization of Ordinance Number: - A Page 2 of 3 Description: 2030 Plan Update Date Approved: 3-10-2020 all of the available resources within the City and its Planning Area for the purpose of developing public and private land and serving that land with infrastructure systems. This document is dated March 10, 2020, and may be amended from time to time. SECTION 6. Section 1.12.100 of the Code of Ordinances of the City of Georgetown is hereby amended as follows: Sec. 1.12.100 Functional Housing plan adopted. In accordance with Chapter 1.08 Subsection 2 of the City Charter, the City Council of the City has adopted that certain document entitled "2030 Georgetown Comprehensive Plan: Housing Element" for the purposes of directing the City Council, staff and/or commissions in rendering actions and resolutions relating to the utilization of all of the available resources with the City and its planning area for the purpose of developing a diverse and sustainable housing stock. This document is dated March 10, 2020, and may be amended from time to time. SECTION 7. If any provision of this ordinance or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 8. This ordinance shall become effective in accordance with the provisions of the Charter of the City of Georgetown. PASSED AND APPROVED on First Reading on the 25th day of February, 2020.
