An Ordinance of the City Council of the City of Georgetown, Texas,
amending the 2030 Comprehensive Plan to include a Bike Master Plan in
accordance with Section 1.08 of the Georgetown City Charter and Functional
Elements Thereof and amending Chapter 1.12: Georgetown Comprehensive
Plan of the Code of Ordinances; repealing conflicting ordinances and
resolutions; including a severability clause; and establishing an effective
date.
WHERAS, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, on February 26, 2008, Ordinance Number 2008-07 did amend Chapter 1.12
Georgetown Comprehensive Plan in the Code of Ordinance of the City of Georgetown, defining
the 2030 Comprehensive Plan and elements adopted thereof; and
WHEREAS, on March 10, 2015, Ordinance Number 2015-19 did amend Chapter 1.12
Georgetown Comprehensive Plan in the Code of Ordinance of the City of Georgetown by
adopting that certain document entitled "Overall Transportation Plan" and dated February 24,
2015, including "Section 7 Bicycle Plan" thereof; and
WHEREAS, "Section 7 Bicycle Plan" of the Overall Transportation Plan called for the
creation of a city-wide Master Bicycle Plan and "Section 9.10 — Completion, Adoption and
Implementation of the Bike Master Plan" of the Overall Transportation Plan set forth the
requirements and procedures for the same; and
WHEREAS, the Bike Master Plan was developed through extensive public engagement
including intergovernmental partnerships, applied case studies and best practices including
safety, cost and design; and
WHEREAS, the established vision of the Bike Master Plan is "Georgetown will have a
safe, well-connected bicycle network that is accessible to all ages, abilities, and backgrounds;
supports the local economic; and improves the experience of everyone biking in the community";
and
WHEREAS, the Planning and Zoning Commission did hold a Public Hearing on the Bike
Master Plan on November 19, 2019, and upon completion of the Public Hearing voted
unanimously to recommend its approval as a 2030 Comprehensive Plan element; and
WHEREAS, the City Council did hold one Public Hearing on the Bike Master Plan on
November 26, 2019 and upon completion of the second reading of the ordinance voted
unanimously to approve the Bike Master Plan as a 2030 Comprehensive Plan element on
December 10, 2019.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
SECTION 2. The City Council hereby finds that this ordinance implements the 2030
Plan Framework of the 2030 Comprehensive Plan.
SECTION 3. The 2030 Georgetown Comprehensive Plan is hereby amended to include
the Bike Master Plan, and Section 1.12.103 is hereby added to the Code of Ordinances of the
City of Georgetown, to read as follows:
Sec. 1.12.103. Functional Bike Master Plan adopted.
In accordance with Section 1.08, Subsection 2 of the Georgetown City Charter,
the City Council of the City of Georgetown has adopted that certain document
entitled the "Bike Master Plan" for the purpose of directing the City Council, staff,
and/or commissions in rendering actions and resolutions relating to the
management of an effective bicycle network in the City of Georgetown and the
ETJ. This document is dated December 10, 2019 and may be amended from time
to time.

available at the office of the City Secretary, at the Georgetown Municipal
Complex, and at the office the Planning Department, as well as posted online at
2030.georgetown.org.
SECTION 4. The 2030 Comprehensive Plan: Bike Master Plan shall be implemented in
accordance with the administrative procedures of the 2030 Comprehensive Plan, consistent with
state law and the City of Georgetown Unified Development Code, including its notification
requirements and procedures.
SECTION 5. All ordinances and resolutions, or parts of ordinances and resolutions,
including in particular "Section 7 Bicycle Plan" and "Section 9.10 — Completion, Adoption and
Implementation of the Bike Master Plan" of the Overall Transportation Plan adopted by
Ordinance Number 2015-19, that are in conflict with this Ordinance are hereby repealed, and are
no longer of any force and effect.
SECTION 6. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.

SECTION 7. This ordinance shall become effective in accordance with the provisions of
the Charter of the City of Georgetown.
