An Ordinance of the City Council of the City of Georgetown, Texas,
amending the 2030 Comprehensive Plan for the reclassification of Austin
Avenue between FM 971 to SE Inner Loop / Lakeway Drive from a major
arterial to a minor arterial on the Overall Transportation Plan; repealing
conflicting ordinances and resolutions; including a severability clause; and
establishing an effective date.
Whereas, an application has been made to the City for the purpose of amending the 2030
Comprehensive Plan - Overall Transportation Plan, for a reclassification of Austin Avenue
between FM 971 to SE Inner Loop / Lakeway Drive from a major arterial to a minor arterial; and
Whereas, public notice of such hearing was accomplished in accordance with State Law,
the 2030 Comprehensive Plan, and the City's Unified Development Code through newspaper
publication, signs posted on the Property, and mailed notice to nearby property owners; and
Whereas, the Planning and Zoning Commission, at a meeting on May 7, 2019, held the
required public hearing and submitted a recommendation of approval to the City Council for
the requested comprehensive plan amendment; and
Whereas, the City Council, at a meeting on May 28, 2019, held an additional public
hearing prior to taking action on the requested comprehensive plan amendment.
Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas,
that:
Section 1. The facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive
Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with
any other policies or provisions of the 2030 Comprehensive Plan and the City's Unified
Development Code.
Section 2. The 2030 Comprehensive Plan - Overall Transportation Plan, in accordance
with the attached Exhibit A (Graphical depiction of the property) and incorporated herein by
reference.
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.

Section 4. If any provision of this Ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this Ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this Ordinance are hereby declared to be
severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of state law
and the City Charter of the City of Georgetown.

Re: Overall Transportation Plan Amendment for North Austin Avenue from FM 971 to
Lakeway Drive.
As the City is about to embark on an updated Roadway Impact Fee Study, the modeled roadway
network should reflect the future needs of the community. The Texas Department of
Transportation has recently announced plans for the construction of the IH 35 Northbound
Frontage Road from FM 971to Lakeway Drive, providing a parallel route to North Austin Avenue
separated by less than 1/4 mile from North Austin Avenue. With the significant changes occurring
along the corridor with the eminent North Bound Frontage Road construction and limited growth
in trips on the North Austin Avenue corridor staff is recommending an Overall Transportation Plan
Amendment for the Major Arterial classification to the Minor Arterial classification reducing future
ROW requirement from 135' to 110'. Figure ES-2 illustrates the lane configuration and ROW
requirements'for the Major and Minor Arterial roadways. Figure ES-3 illustrates the functional
classifications for roadways within the City of Georgetown.

North Austin Avenue from FM 971 to Lakeway Drive exist as a four -lane divided roadway with the
San Gabriel Park, residential development, and Georgetown High School generally bounding the
east side of the ROW and existing commercial and residential development to the west The Texas
Department of Transportation has recently announced plans for the construction of the IH 35
Northbound Frontage Road from FM 971 to Lakeway Drive, providing a parallel route to North
Austin Avenue separated by less than 1/4 mile from North Austin Avenue. Based on the expansion of
northbound capacity and the limited possibility of the expansion of residential and commercial
development along the corridor the City has reviewed the need for a Major Arterial classification of
the existing roadway.
Current Right of Way ranges from 101' to 108' on this section of N. Austin Avenue, which widens at
the FM 971 intersection to 150' and to 130' at the IH35 North Bound Frontage Road Intersection.
Between FM 971 and Lakeway Drive, the current traffic volume is 8,767 ADT, and the future
volume in the ,model is less than 24,000 based on the 2035 LOS in the OTP. That meets the
classification for the Minor Arterial (greater than 12,500 and less than 24,000 trips) at 110'.

The revision of the Overall Transportation Plan (OTP) is a deliberate and thoughtful process with a
goal to completely understand the relationship between land use and the transportation
infrastructure required to support those land uses. Specific Goals/Objectives found in the OTP
related to the future planned roadway network are stated as follows:
1. Provide for a high degree of safety for motorists, transit users, pedestrians and bicyclists
2. The transportation system should be a total system approach, incorporating the various modes of
transportation in appropriate combination, based on analysis of travel demand and consideration
of community costs, benefits and needs.

5. Consideration should be given to social and environmental impacts.
a. Minimize air and water pollution, noise and other environmental impacts of transportation
improvement and new facility construction and reduce negative impacts when possible.
b. Minimize the impacts social impacts to particular areas of the City. All roadway improvement
recommendations should not be concentrated in a single location. As much as possible they
should be equitable across the City.

While the proposed amendment is consistent with the highlighted Goals and Objectives of the
Overall Transportation Plan as listed above, the proposed amendment is also consistent with the
following 2030 Plan's goals, strategies and actions:
3.0 BALANCED TRANSPORTATION/EFFICIENT MOBILITY
A. Georgetown has implemented improvements to the local road and traffic control system,
including new thoroughfare linkages to enhance connectivity, improved and coordinated traffic
signalization, and standards for access management to enhance traffic flow and safety.
Based upon these recent transportation changes and analysis showing the capacity for a Major
Arterial is not necessary for this portion of Austin Avenue, we respectfully request that the OTP is
amended to reflect a Minor Arterial classification for North Austin Avenue from FM 971 to Lakeway
Drive.
