An Ordinance of the City Council of the City of Georgetown, Texas, granting
a Special Use Permit for the specific use of a "Middle School" within the
Residential Single -Family (RS) zoning district, for the property located at
500 Pleasant Valley Drive, bearing the legal description of 18.054 acres out
of Lot 1, Hartman Acres subdivision; repealing conflicting ordinances and
resolutions; including a severability clause; and establishing an effective
date.
Whereas, an application has been made to the City for the purpose of allowing a special
use of the following described real property ("The Property"):
18.054 acres of Lot 1 of the Hartman Acres subdivision, as recorded in Document
Number 1995051510 of the Official Public Records of Williamson County, Texas,
hereinafter referred to as "The Property'; and
Whereas, public notice of such hearing was accomplished in accordance with State Law
and the City's Unified Development Code through newspaper publication, signs posted on the
Property, and mailed notice to nearby property owners; and
Whereas, the Planning and Zoning Commission, at a meeting on June 4, 2019, held the
required public hearing and submitted a recommendation of approval to the City Council for
the requested special use of the Property; and
Whereas, the City Council, at a meeting on June, 25, 2019, held an additional public
hearing prior to taking action on the requested special use of the Property.
Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas,
that:
Section 1. The facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive
Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with
any other policies or provisions of the 2030 Comprehensive Plan and the City's Unified
Development Code.
Section 2. The Zoning District for the Property shall remain Residential Single -Family
and the Ordinance allowing for the special use of a Middle School on the property is hereby
adopted, in accordance with the attached Exhibit A (Conceptual Site Plan).
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.

Section 4. If any provision of this Ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this Ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this Ordinance are hereby declared to be
severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of state law
and the City Charter of the City of Georgetown.

Subject: Special Use Permit- Letter of Intent for Community Montessori School
Dear Planning Department:
As discussed during the pre -application meeting on August 15, 2018, this application is seeking
approval of a Special Use Permit to add a Middle School Program in our existing facilities at 500
Pleasant Valley Drive, Georgetown, TX.
Community Montessori School was founded in 1981 by thirteen families. The school was
founded for the purpose of giving parents an opportunity to assist in their children's education,
to relieve teachers from non -educational responsibilities through increased parent participation,
and to provide the community with a quality, nondiscriminatory alternative to public education.
We are a non-profit 501c3 corporation. In 2001, we moved to our existing 18 acre campus.
Currently we offer four programs to the community: Nido (ages 8 week to 18 months), Casita
(18 months to 3 years), Children's house (3 Years to 6 years), and Elementary (6 years to 12
years). Our enrollment at the end of the 2017-18 school year was 172 students, 135 of which
were under 6 years of age. To run these programs we have 34 employees currently: (6)
Administrative staff, (2) Full time and (2) part time. We have 28 employees in the classrooms,
(20) are school hours (7:45 -3:15) and (8) are here until 6PM for after school care.
Over the years we have seen increased interest in our elementary with many parents
expressing a wish to continue with Montessori education through 81h grade. Adding a middle
school class will further our mission which is to provide excellent Montessori education in a
nature -rich environment that cultivates collaboration, curiosity, love of learning, and respect for
oneself, others and the world.
The proposed middle school class will occupy an existing building at the top of our campus that
today is under-utilized. We anticipate this program to start with 5 students in the 2019-2020
school year and to grow slowly to a max of 25 students after 5 years. The class will employee 2
Full time employees and operate from 7:45AM — 3:15 PM, Monday -Friday. Adding this
additional program will allow us to offer our existing families the option to continue their child's
education in a Montessori environment through 811 grade which is a natural transition point into
a high school program. The addition of this class would add to the educational options available
to our existing families and others in the Georgetown community.
Given our expansive existing campus we do not believe there will be any negative impact to the
surroundings as a result.
Per the Unified Development Code (UDC), a Special Use Permit may be approved it if is
reasonably determined that there will be no significant negative impact upon residents of
surrounding property or the general public, the proposed development satisfies the criterial used
to make this determination.
1. The proposed special use is not detrimental to the health, welfare, and safety of the
surrounding neighborhood or its occupants.
2. The proposed conceptual site layout, circulation plan, and design are harmonious with
the character of the surrounding area.
3. The proposed use does not negatively impact existing uses in the area and in the City
through impacts on public infrastructure such as roads, parking facilities, and water and
sewer systems, and on public services such as police and fire protection and solid waste
collection and the ability of existing infrastructure and services to adequately provide
services.
4. The proposed use does not negatively impact existing uses in the area and in the City
through the creation of noise, glare, fumes, dust, smoke, vibration, fire hazard, or other
injurious or noxious impact.
