HomeMy WebLinkAboutORD 07.25.1984 - Water Management PlanAN ORDINANCE ADOPTING A DROUGHT WATER MANAGEMENT PLAN, PROVIDING AUTHORITY TO THE MAYOR, CITY MANAGER, AND DIRECTOR OF PUBLIC WORKS TO DECLARE THAT A NEED FOR VOLUNTARY AND/OR MANDATORY WATER CONSERVATION EXISTS OR THAT A WATER EMERGENCY EXISTS; PROHIBITING WATER WASTE AND RESTRICTING THE OUTDOOR USE OF WATER DURING MANDATORY AND EMERGENCY PERIODS; PROVIDING FOR A PENALTY; PROVIDING FOR A SAVING CLAUSE AND REPEALING CONFLICTING ORDINANCES, AND PROVIDING AN EMERGENCY. WHEREAS, the City Council recognizes that drought conditions can result in a shortage of the City's water supply; and WHEREAS; a Drought Water Management Plan has been developed to help alleviate the problems associated with such a shortage; and WHEREAS, the City Council desires to adopt said plan; I. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, that the Drought Water Management Plan, City of .Georgetown, a copy of which is attached hereto and incorporated herein by reference for all purposes, is hereby adopted and put in full force and effect as stated therein. II. BE IT FURTHER ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN that: A. Any person, firm, corporation or entity who shall violate any mandatory or emergency provision of the Drought Water Management Plan as adopted or amended shall be guilty of a misdemeanor, and upon conviction shall be fined in any sum not exceeding Two Hundred Dollars ($200.00), and each and every day the violation continues shall constitute a separate and distinct offense. 0 B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. C,�yo��✓lor�w%j PASSED AND APPROVED on first reading this 25th day of July, 1984, and to become effective immediately upon such first reading as such passage is deemed to be an emergency for the reason that possible severe drought conditions may be imminent and the ordinance is necessary for the effective conservation of water for the benefit of the public in general and in order to protect the health, safety and welfare of the City. MCMASTER, CITY ATTORNEY 2 DROUGHT WATER MANAGLMENT PLAN CITY OF GEORGETOWN The purpose of the Drought Water Management Plan is to identify the conditions that would add up to a water shortage in the City of Georgetown and to set forth water reduction measures prior to an actual water supply emergency. It is an aim of this plan to distribute the burden of water demand reduction equally among all water users. The Drought Water Management Plan is made up of four phases. Each phase showing the conditions of increasing water shortage and the steps involved in lessening the threat of a serious water energency. PHASE I -WATER CONSERVATION STAGE -VOLUNTARY COMPLIANCE The indicator of this stage will be that the total pumpaee reaches 5.5 Million gallons per day for three consecutiv- days or the water level in observation well # 1 begins or continues dropping rapidly. At this time the following steps will be carried out: 1. Formal notification by the Mayor, City Manager, and Director of Public Works of a possible water shortage. 2. Increase efforts to inform the public on water saving tips and water saving devices. 3. Individually notify major commercial and industrial users and request voluntary conservation. 4. Increase efforts to detect and repair leaks in the water distribution system. 5. Request public to conserve indoor water use. 6. Request public to go to an odd/even lawn and garden water program and confine watering and sprinkling to the hours of 6.00 A. M. to 10 00 A.M. and 6:00 P. M. to 10 00 P. M. with the exception of commercial nurseries and florists. 7. Request that the operation of ornamental fountains and waterfalls that draw from City water supply be stopped. 8. Curtail all public water used such as City vehicle washing, strret cleaning, park landscape irrigation, etc. 9. Prohibit the use of water from fire hydrants for any other purpose other than fire extinguishing and permitted use. PHASE II -WATER CONSERVATION STAGE -MANDATORY COMPLIANCE The indicator of this stage will be that the water level in observation well # 1 falls to a depth of 110 feet below the top of the casing for two consecutive days. At this time all the steps of Phase I will be carried out plus the following: 1. Fcrmal notification by the Mayor,City Manager, And Director of Public Works of a water shortage. 2. Prohibit all water waste. Water waste being defined as any water flowing into a street gutter or storm sewer or failure to repair a controllable leak. i 3. Require public to go to an odd/even lawn and garden water program, allowing watering only on Saturdays, Sundays,Wednesdays, and Thursdays between the hours of 6 00 A.M. to 10.00 A.M. and 6.00 P.M. to 10.00 P. M. with the exception of commercial nurseries and florists. U 4. Restrict the washing of cars, trucks, and boats at residense to the days and hours specified above and require the use of a bucket and a hose with a positive shut off nozzle. 5. Restrict the filling, refilling, or adding of water to swimming and /or wading pools to the days and hours specified above. PHASE III- WATER SHORTAGE - MANDATORY COMPLIANCE The indicator of this stage will be that the water level in observation Well X11 falls to a depth of 120 feet below the top of the casing for two consecutive days. At this time all the steps of Phases I and II will be carried out plus the following. 1. Formal notification by the Mayor,City Manager, and Director of Public Works of a water shortage. 2. Prohibit all outdoor washing including but not limited to car washing , pavement washing, window washing. 3. Prohibit all lawn and garden irrigation except during the hours of 6.00 A.M. to 10 00 A.M. and 6 00 P.M. and 10.00 P. M. using a single hand held hose for application. 4. Prohibit the filling, refilling, or adding of Water to swimming and /or wading pools. 5. Prohibit the use of ornamental fountains and waterfalls. PHASE IV- WATER EMERGENCY The indicator of this stage will be any of the following 1. Loss of electrical power for a period of more than two hours. 2. Mechanical failure in the system. 3. Inability to maintain safe water levels in storage tanks. 4. Water levels in wells fall to a point at which time the well pump breaks suction, low level lockouts shut down wells or wells produce unacceptably turbid water. Phase IV may be instituted without having first entered into Phases I, II, III. At this time all steps of Phases I, II, III, will be carried out plus the following. 1. Formal notification by the Mayor,City Manager, and Director of Public Works of a water shortage. 2. Prohibit all outside wateruse excepo for the immediate preservation of the health, safety and welfare . TERMINATION OF DROUGHT WATER PLAN The Mayor has the authority to declare the end to any or all the phases contained in this plan. DEFINITIONS: 1. Formal Notice - that the Mayor will give notice to the news media (local newspaper and radio station) and post such notice on city's bulletin board. I
