HomeMy WebLinkAboutMIN 06.09.1976 CC-R313 June 9, 1976 The City Council met in regular session on the above date with Mayor John Doerfler presiding. The following councilmen and officials were present: J. D. Wininger, Carl Doering, D. W. Scott, William Shell, City Manager Leo Wood, City Secretary W. L. Walden, City Inspector Tom Sams, Jim Colbert, and City Attorney Joe McMaster. Others present were: Hubert Brock, David True, Donna Jay, Robert Morse, Bill Conners, Bob Stanton, Bill Schott and other insterested parties. Monthly Minutes Motion by Wininger and seconded by Scott to approve the minutes of and Reports Council Meetings held on May 10, May 19, and May 24, 1976. Motion carried by unanimous vote. Motion by Scott and seconded by Wininger to approve General Fund bills in the amount of $8, 118.84 and Utility Fund bills in the amount of $112,400.32. Motion carried by unanimous vote. Bid Openings- Tom Sams requested that since no bids had been received on the Neighbor - Neighborhood & hood and Stonehaven Centers that the bid opening date be extended until 4:00 p.m., Stonehaven June 25, 1976. Centers Motion by Doering and seconded by Shell that the bid opening date be extended to the above. Motion carried by unanimous vote. A special council meeting will be held on the above date and time for the bid opening. 314 Bid Opening- The following bids were opened to furnish the City of Georgetown with Paving asphalt and concrete paving to be paid for with Revenue Sharing Funds. Dean & Keng Paving Co. $48,285.00 Young Brothers Inc. $60,050.00 Pool & Rogers Paving Inc. $52,562.00 Austin Road $48,792.00 Bandas Industries Inc. $45,970.00 Don Bandy Construction Co. $54,070.00 Motion by Shell and seconded by Doering to accept the low bid of $45,970.00 from Bandas Industries Inc. Motion carried by unanimous vote. Jaycees - Building Miles Allen, representing the Georgetown Jaycees, requested that the Site city furnish a site to construct the Jaycee building. Mayor Doerfler appointed a committee of Shell, Scott, Wood and Walden to work with the Jaycees in selecting a site and report back at the special council meeting on June 25, 1976. Rezoning - 1006 Motion by Shell and seconded by Scott to approve on second and final Ash reading an Ordinance rezoning a portion of Lots 2 & 3, Block 26 of the Glasscock Addition from RS to RM -3. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #59) Rezoning -1500 A request to rezone the 1500 Block of Park Lane from RM -3 to C2 -A Block Park Lane was presented to the council. Mayor Doerfler appointed a committee of Doering and Wininger to study the request and report back at the special council meeting to be held June 25, 1976. Serenado East- A final plat of Serenada East was presented to the council for approval. Final Plat Action on this request was postponed until 4:00 p.m., June 15, 1976. A special council meeting was set for this time to discuss the matter with the Planning and Zoning Commission. 701 Grant Resol- Motion by Wininger and seconded by Scott to approve a Resolution ution authorizing the filing of an application for matching funds under the 701 Planning and Management Program. Motion carried by unanimous vote. (See Ordinance Book 43 - Page471) Amusement The City Attorney advised the council that the Amusement Ordinance Ordinance was not completed and asked that this ordinance be tabled until the next regular council meeting. Sale -City Owned The Georgetown Independent School District requested that they be Land allowed to purchase the remaining portion of city owned land east of the new Scenic Drive in the Carver Addition. Motion by Wininger and seconded by Doering to se) I the land for $10.00, subject to a study by the City Attorney as to legality of the sale. Motion carried by unanimous vote. Georgetown School District is to furnish all surveys and sale documents. Purchase - MK &T Motion by Doering and seconded by Wininger to authorize the purchase Property of M K & T Railroad property consisting of a portion of Block 10, all of Block 49 and railroad right-of-way from approximately station 839+20 to 858+90, a total of approximately 7.89 acres. Motion carried by unanimous vote. Advertise for Bids- Motion by Wininger and seconded by Scott to authorize the advertising CD Funds- for bids on drainage work to be done with Community Development Block Grant Drainage Funds. Drainage Projects to be Ash Street, West 13th and 14th Streets and in San Jose Addition. Motion carried by unanimous vote. Bid openings to be at special council meeting to be held at 7:00 p.m., July 27, 1976. 310,03' Purchase - IOOF Wininger reported that he had contacted the I.O.O.F. Lodge and the Building leas t amount of money they would take for the building was $28, 500.00. After discussion by the councilman, Wininger moved and seconded by Scott to purchase the I.O.O.F. building for $28,500.00 with an agreement as follows: City of Georgetown to furnish a building site with a 99year lease and option to lease after 99 years. City of Georgetown to put up $2,500.00 in escrow and the I.O.O.F. Lodge continue to lease the present building until the new building can be constructed. The voting went as follows: Wininger - AYE, Scott - AYE, Shell - NO, Doering - ABSTAIN. Motion carried. URA- S.lae of Lots Motion by Wininger and seconded by Doering to approve a Resolution authorizing the sale of Parcel U -9-a in the Urban Renewal Addition. Motion carried by unanimous vote. (See Ordinance Book 03 - Page 072) Urban Renewal Motion by Shell and seconded by Doering to approve a Resolution stating Phase VI Con- that the City of Georgetown will pay its share of the cost of water, wastewater, tract street and drainage improvements in Phase VI, Job 068 -218 -UR. Motion carried by unanimous vote. (See Ordinance Book 03 - Page 073) Utility Rate Motion by Wininger and seconded by Scott to approve a Resolution res - 00 Changes cinding a water, sewer, and garbage rate resolution passed on March 10, 1975, T+ and prescribing and setting water, sewer, garbage, water tap and sewer tap O schedules for the City of Georgetown. Voting went as follows: Wininger - AYE, Scott - AYE, Doering - No, Shell - No. Mayor Doerfler voted AYE, thus breaking the tie. Motion carried. (See Ordinance Book #3 - Page N 74-75) Electrical Fuel Motion by Shell and seconded by Doering to approve an electrical fuel Adjustment adjustment charge of 909/6 on the June billing. 80% is for the standard fuel adjustment and 10% is to be used for the recovery of back fuel adjustment charged the city by LCRA. Motion carried by unanimous vote. LCRA Motion by Wininger and seconded by Shell to approve a Resolution author - Resolution izing Mayor Doerfler to execute the new Exhibit A to be inserted in the LCRA- City of Georgetown Wholesale Power Agreement. The voting went as follows: Wininger - AYE, Shell - AYE, Doering - AYE, Scott - NO. Motion carried.
